application. All required information must.be submitted prior to the final approval of any site plan.
The Department of Planning and Development will review the application to ensure that it is complete.
If any portion is not included or complete, the site -plan application will not be accepted and returned
to the applicant(s).

March 5, 2002. The site plan is approved for the parking lot expansion and future building addition at the above -
referenced property, owned by Triad Engineering. The site plan satisfies all requirements of the Frederick County
Zoning Ordinance. Furthermore, all relevant review agencies have approved the site plan
You should find two approved copies of the site plan attached with this letter. I will be providing the local office

Dear Todd:
Upon review of the subject site plan, we offer the following comments:
1. The area below the proposed curb cut shown on sheet C-5 may be susceptible to erosion.
Provide additional calculations evaluating the proposed velocity and quantity of
stormwater flow draining across the slope and provide recommendations if a stabilized
channel may be required down the slope.
2. Construction note 1 on sheet C-6 shall indicate that a land disturbance permit shall be
obtained from Frederick County.
Once these comments are addressed, submit two (2) copies of the site plan for further
review. If you have any questions, do not hesitate to contact me.

Re: Site Plan Comments — TRIAD Office & Parking Lot Expansion
Dear Sir/Madam:
After review of the site plan for the above referenced project, the following comments are provided
on behalf of the Winchester Regional Airport Authority:
1. The proposed site plan does not indicate that future buildings would appear to penetrate
the airport's FAR Part 77 surface based on the information provided therefore airport
operations should not be impacted by this proposal. Due to the proximity of the proposed
buildings within the established flight pattern, we are requesting that any outdoor lighting
at this site be of a shielded type to minimize possible light pollution on aircraft entering the
pattern for Runway 32.
2. Federal regulations require FAA form 7460-1 to be submitted to the FAA for review and
comment with a copy forwarded to this office for record.
3. Controlled burning must be coordinated with Airport staff no less than twenty-four hours
prior to start.
4. During the construction phase, crane equipment must have an aviation obstruction flag
and/or obstruction light visible during operations and must be lowered at night unless lit.
Intended hours and dates of operation must be coordinated with Airport staff no less than
twenty-four hours prior to start.
If these conditions are met, the Winchester Regional Airport Authority poses no objections to the
proposed site plan for the above referenced expansion. If you have questions regarding these
comments, please contact my office.

Dear Mr. Wood:
Upon review of the above -referenced site plan, the Department of Planning and Development is requiring
that you submit a revision. Below you will find a list of 16 issues that need to be addressed in the final site
plan. To assist you, I have enclosed a numbered map which corresponds with these requests.
Please show and label the 20' sanitary sewer easement located in the southwest corner of the lot.
:,IF2. Please show and label the 50' grading easement located on the eastern portion of the lot.
3. Please show and label the Environmental Corridor adjoining the lot. The Environmental Corridor
is defined and shown on the Master Development Plan for The Airport Business Center.
4. Please show and label the location of all proposed outdoor trash receptacles. If no such receptacles
are proposed, please provide a statement to that effect.
5. Please show and label all parts of the existing facilities. The existing loading area, outdoor trash
receptacles, and fence are not on the current site plan.
6. Please label the location of each use in relationship to the existing facilities, in particular, what other
uses are on the lot other than offices. Please be as specific as possible when labeling uses.
7. Please distinguish between the Ground Floor Area and Total Floor Area for both the existing
building and proposed addition.
8. Please label the speed limit for Aviation Drive on the site plan.
9. Please label and provide the location of all utilities, including sewer and water lines, with the size
of lines, mains, and laterals.

10. Please correct the parking calculations. If the Total Floor Area is 13,600 square feet, the required
number of parking spaces is 55 (13,600 / 250 = 54.4 or rather 55 spaces). If part of the building has
another use, parking calculations should reflect the requirements of both uses as appropriate.
11. Please provide landscaping calculations indicating the percentage of landscaped and developed land
on the lot.
12. Please provide a woodlands calculation indicating the percentage of existing woodlands, as well as
the percentage of woodlands that will remain after development of the site plan has been completed.
13. Please provide a statement to the effect that no more than 50% of steep slopes and a maximum of
56.4% of woodlands may be disturbed in association with the development of the Airport Business
Center.
14. Please provide the use, name of owner, zoning, and property identification number of all adjoining
properties. This includes properties across right-of-ways. Staff has noted the needed corrections
on the enclosed site plan.
15. Please change the Property Identification Number (PIN) to 64F - 1 - 8. This is the PIN that will be
used after the consolidation of Lot 7 and Lot 8 is finalized.
16. Please be sure to include the revisal date on the final site plan.
After you have revised the site plan, please resubmit one copy so that I may verify the information contained
on the plan. I will then need all approved review agency comment sheets and five copies of the final site
plan for approval. Comment sheets are required from the following agencies: the Frederick County
Inspections Department, the Frederick County Fire Marshal, the Frederick County Engineer (Public Works),
the Airport Authority, the Virginia Department of Transportation, and the Frederick County Sanitation
Department. A review comment sheet will also be required by the Frederick County Health Department,
if a well or a drainfield exists or is proposed on the property.
