Box 2530 Winchester, Virginia 22603 Re: Inspection comments on Collision Repair Center Dear Mr. Dubik: I had the opportunity to inspect the above -referenced property for an occupancy permit on April 5, 2001. During my inspection, I noted several site improvements that have not been completed and, therefore, staff is unable to approve your request for an occupancy permit at this time. Staff would consider approving a temporary occupancy permit, if the cost for the remaining site improvements is secured in the form of a Bond or an Irrevocable Letter of Credit. If the owner of the property desires this action, please prepare an estimate(s) for the total cost of completion. I have listed the outstanding site improvements below: • paving of all required areas • planting of all interior and perimeter landscaping • buffer landscaping screen • dumpster pad gate and fence • all required striping and signage • soil stabilization and seeding of disturbed areas Staff will inform you of the total dollar amount required for the Bond or Letter of Credit once we have had the opportunity to review the estimates you provide us. This site plan, for the construction of a vehicle repair facility, meets all County requirements for development within the B3 (Industrial Transition) Zoning District. Site development includes the delineation of twenty-two (22) parking spaces, one (1) of which is handicap accessible. Adequate perimeter and interior landscaping are provided. The required Category B zoning district buffer, including a full screen element, will be accomplished using a combination of landscaping and elevation difference as delineated on the site plan. No inoperable vehicles (vehicle and/or parts thereof) will be permitted to be maintained on the property outside of a completely enclosed structure. A letter acknowledging this requirement, dated January 19, 2001 from Gregory S. Rhoe of Crider & Shockey, Inc., has been included in the site plan file. A copy of the letter is attached. I have provided you with several copies of the approved site plan. Please forward these approved plans to the owner and advise the owner to keep an approved copy for their files. Furthermore, the owner should ensure that an approved copy is maintained on the construction site throughout the development process. We will prohibit the use of the subject property as a junkyard via our lease with the collision center operator. All damaged vehicles on the premises will be there for repair only. Should a vehicle be "totaled" we will require that it be removed immediately or the failure to remove same will be a violation of our lease and give us the right to remove the vehicle ourselves as a fall back provision. The outdoor storage of a damaged vehicle for more than twenty-four (24) hours will similarly be a violation of our lease agreement giving us the same rights of removal. The collision center operator and Shockey both desire a "first class" operation. We believe the above provisions will both accommodate that desire and provide for compliance with county ordinances.
