The attached site plan, dated 2/21/02, has been approved by the Frederick County Department of
Planning and Development. This site plan is approved for a new parking lot in the southern corner
of the subject property. The parking lot will add 20 new parking spaces. All requirements for
development of a church in the (RA) Rural Areas Zoning District have been met. The new site plan
will be filed as the second addendum to the original site plan, approved on 2/15/01. The first
addendum was approved August 31, 2001 for the removal of some curb and gutter.

RE: Minor Modifications to Site Plan #56-00, Fellowship Bible Church Expansion
The attached plan,9'reflect a change to the approved site plan for the Fellowship Bible Church. The
owner has requested and staff has approved the use of prime and double seal surface with 6" of
compacted stone subsurface for the on -site pavement. Furthermore, staff has approved the
elimination of curb and gutter from the majority of the site. Curb and gutter will only exist around
the drop off area in the front of the new addition. The approved standards meet all pavement
requirements for a property in the Rural Areas Zoning District.

The Frederick County Department of Planning and Development administratively approved the above
referenced site plan on February 15, 2001. The site plan calls for several improvements to the existing facility,
as well as a sufficient amount of new development. Below is a list of the primary changes to the property.
• 89,580 total new square feet (SF) are proposed. This includes 71,700 SF for the proposed church
addition, 14,600 SF for a second floor over the existing building, and a 3,280 SF infill area.
• A 24 foot -wide private access road (or driveway) is proposed around the facility
• 16 parking spaces will be removed and 118 will be added.
• A total of 318 parking spaces are proposed, including 10 ADA spaces
As of this date, all comment sheets have been approved by the required departments and agencies. Future
issues that may arise with these agencies or departments must be addressed promptly.
I am providing you with several copies of the approved site plan. Please forward these to the appropriate
representative of the Fellowship Bible Church. Furthermore, please advise the applicant(s) that a copy should
be kept for future reference and an approved copy must be kept on the construction site throughout the
development proce-s. Once site development is complete, the owner is required to contact this office in order
to schedule an on -site inspection.

A partial VDOT review has been performed on the preliminary site plan dated 10/18/00
(received 10/25/00) for the referenced project.
Since your most previous site plan submittal to VDOT for review, an updated (1999) version of
traffic volumes on VDOT facilities has been developed and released. On future site plans

Dear Mr. John C. Lewis:
The status of the Fellowship Bible Church Site Plan remains pending due to several issues that were
not addressed in the revised copy. Below is a list of the issues that need to be added or changed to
the existing plan in order for the plan to be considered for approval. These are as follows:
Please provide the correct information for the adjoining property owners. The revised site
plan submitted to staff remains incorrect based on our records.
2. Please change the number of proposed parking spaces to 319 spaces including 10 handicap
spaces. This is not including the area listed as the future parking area.
Please change the width of parking entrances and driveways to 24 feet. 22' is the required
back-up space between spaces with a 90 degree angle. The required width of parking
entrances and driveways is 24' if two-way and 12' if only one-way.
After you have revised the site plan, please resubmit one copy so that I may verify the information
contained on the plan. I will then need all approved review agency comments sheets and at least five
copies of the final site plan for approval.

Upon review of the above -referenced site plan, the Department of Planning and Development is
requiring that you submit a revision. Below you will find a list of 11 issues that need to be addressed
in the final site plan. To assist you, I have written notes on the enclosed site plan which correspond
with these requests.
Please remember to sign the professional engineer stamp on the final site plan.
2. Please include the date of all revisions on the final site plan.
Staff recommends that you change the name of the proposed development to better represent
the actual improvements. For example, "Fellowship Bible Church Addition arrd
Improvements" is a more appropriate title for the site plan than "Fellolvship Bible Church. "
4. Please provide the name of the developer. If the developer is the same as the owner, please
provide a statement to that effect.
Please provide the Property Identification Numbers (PINs) for all adjoining properties. Staff
has provided this information on the reviewed copy of the site plan.
6. Please provide the posted speed limit of Apple Valley Road.
7. Please provide the height of the proposed additions on the site plan map.

Staff counts 486 total parking spaces, including 10 handicap spaces. Please revise the final
site plan to reflect this. Furthermore, please revise the incorrect numbers for the total parking
spaces per aisle. Staff has included the noted mistakes on the reviewed site plan. If staff
observations are incorrect, please advise.
9. Please label all proposed parking spaces on the site plan map and include the appropriate
pavement specifications for each area. If all proposed pavement is the same, a statement to
that effect would suffice if clearly labeled on the site plan map.
10. Please draw and label all underground and/or above ground power fines and their easements.
11. Please include the existing shed to the total floor area and recalculate the FAR to reflect this
difference.
12. Please explain, or more clearly show, what the infill area is. Staff inspection shows a fully
enclosed breeze -way between the three existing structures. According to this site plan, this
appears to be a sidewalk. If this area is to be enclosed, making the entire church one unit,
please clarify.
After you have revised the site plan, please resubmit one copy so that I may verify the information
contained on the plan. I will then need all approved review agency comment sheets and five copies
of the final site plan for approval. Comment sheets are required from the following agencies: the
Frederick County Inspections Department, the Frederick County Fire Marshal, the Frederick County
Engineer (Public Works), the Virginia Department of Transportation, the Frederick County Health
Department, and The Frederick County Sanitation Authority (and/or the City of Winchester to
address water & sewer utilities).

The Comprehensive Plans and Programs Subcommittee (CPPS) considered a request to allow for the
extension of public water and sewer service to the Fellowship Bible Church property during their
September 13, 1999 meeting. Representatives of Fellowship Bible Church advised the CPPS that
they are limited in their ability to expand the current facility to provide services for their growing
congregation due to the limited drainfield area and the inability of the well system to provide adequate
fire protection.
To adequately develop this site, the church desires to install a 2'/2-inch force main sewer line and a
water line of adequate size to provide fire protection. The Frederick County Sanitation Authority
(FCSA) requires developers to provide an eight -inch line for fire service which must be dedicated to
the authority; therefore, the force main sewer line would be private and the fire service line would be
public. Fellowship Bible Church would access the Apple Valley Water and Sewer System that is
being developed by the FCSA to serve their property. Correspondence from the FCSA, dated July
21, 1999 indicates that there is adequate capacity in the Apple Valley Water and Sewer System to
accommodate this request.
The CPPS felt that conditions had changed significantly since they recommended denial of a similar
request from Fellowship Bible Church in 1996. The recent adoption of the Southern Frederick Land
Use Plan extended the Sewer and Water Service Area (SWSA) boundary along the south side of
Apple Valley Road (Route 652) to the intersection with Middle Road (Route 628). This extension
places the SWSA boundary directly across Apple Valley Road from the Fellowship Bible Church
property, whereas, this boundary previously existed '/2 mile south. Furthermore, the 1996 request

proposed to connect to the City of Winchester Public Utilities system within the Westridge
Subdivision which was located 3/4-miles from this property, whereas this request would connect to
the Apple Valley Water and Sewer System which will ultimately be developed across from the
Fellowship Bible Church property when the Blackburn Limited partnership tract is developed. The
CPPS .recommended unanimous approval of allowing public water and private sewer service
extension to the Fellowship Bible Church property based on these conditions.
At the Planning Commission's public hearing on October 20, 1999, there were no citizen comments
regarding this request for extension of public water and sewer service. The Planning Commission
agreed with the recommendation made by the CPPS that the request was appropriate, based on the
two significant changes in conditions which had occurred since 1996. The Planning Commission
unanimously recommended approval of the request for the extension of public water and sewer
service.
Please find included under this agenda item a letter from Mr. Charles Richardson to Mr. Evan Wyatt,
dated July 19, 1999, correspondence from the Frederick County Sanitation Authority to Fellowship
Bible Church dated July 21, 1999, and a location map depicting the Fellowship Bible Church property

Dear Mr. Wyatt,
We a Fellowship Bible Church are hereby requesting permission to connect to Frederick
County water and sewer lines currently extended to the new Coke Cola plant on Apple
Valley Road. If our request is granted, we expect to install a 2 '/2 inch forced sewer line
and a water line adequate to provide fire protection. These lines would run approximately
three quarters of a mile on the southwest side of Apple Valley Road ( same side as the
coke plant). Our church facility is located at the intersection of Middle Road and Apple
Valley Road and currently uses two septic fields for waste disposal and a 340' deep well
for water service.
Our church was established at its present location in 1984 and grew to 150 in number by
1990. Since that time we have grown to over 700 in attendance at our three Sunday
services. While our core mission of worship, teaching and fellowship is our primary
focus, we are actively involved in the Frederick County community by means of non-
denominational youth programs (k through college age), pregnancy counseling, and food
programs for those in need, just to name a few. Our growth has compelled us to plan a
facility expansion program in three phases. The first phase will include a multi -purpose
building with a seating capacity of approximately 800 which alternatively can be used as a
gymnasium facility. This option of using the building for basketball, volleyball, and other
sports should enhance our outreach and also provide the youth of our community a
location to gather that is attractive, safe, and where wholesome activities are encouraged.
