Dear Mr. Camp:
The Global Stone Chemstone Clearbrook Plant desires a Building Permit for two
constructions which will give safer access and more fall protection for our employees
during rail car loading operations.
We propose to contract the fabrication and erection of a 3 foot wide x 13 foot long x
16 foot high metal platform having access by a 32 foot run of metal stairs.
In addition, we propose to contract the fabrication and erection of an 85 foot long steel
employee fall protection "tie oft" beam. The beam will be positioned 19 feet high.

The Frederick County Department of Planning and Development administratively approved the above
referenced plan on March 9, 2001. The site plan calls for the construction of two proposed utility buildings
and an ore crushing plant on the above referenced property. There are currently no adverse comments by any
of the required review agencies, however, be aware that you should address any future comment by these
agencies promptly.
I have provided you with three copies of the approved site plan. Please forward these to the appropriate
division of Global Stone Chemstone Corporation and be advised that a copy should be kept for future reference.
Also, be aware that an approved copy must be kept on the construction site throughout the development
process. Once site development is complete, the owner should contact this office to schedule an on -site
inspection.

Dear Scott:
Thank you for your recent revision of the Global Stone Chemstone Corporation Site Development Plan.
Unfortunately, at this time, there are three issues that need to be addressed before staff can consider approval.
These issues are listed below:
Please ensure staff that the plan was prepared by a professional engineer of the Commonwealth of
Virginia by providing a signed seal on the site plan.
2. Please state that the facility will not violate the setback requirements established in Section 165-88
of the Frederick County Zoning Ordinance. Furthermore, please state that the minimum setback for
the ore crushing plan is 300 feet plus 25 feet for every feet the structure is over the height limitation
of the EM Zoning District. The utility buildings can be no closer than 100 feet from any property
line and excavations shall be no closer than 100 feet from any property line or road. Also, the utility
buildings must be at least 75 feet from any road.
Please provide the owner, use, and current zoning of all adjoining property owners. An adjoining
property is any property that abuts any property in the site plan, and any property that is directly
across from a road.
After you have revised the site plan, please resubmit one copy so that I may verify the information contained
on the plan. I will then need all approved review agency comment sheets and five copies of the final site
plan for approval. Staff has received comment sheets from the Frederick County Fire Marshal and the
Department of Public Works. However, comment sheets are still required from the Frederick County Health
Department, the Virginia Department of Transportation, and the Frederick County Inspections Department.

I have had the opportunity to review the above -referenced site plan submitted to our department on
October 31, 2000. The following comments should be addressed and included in a revision of this
site plan. The submitted plan is also marked with these comments.
1. Underneath the date of the Zoning Administrator's signature, please provide a note specifying
that the site plan is valid for five years from the approval date. V
2. It appears as though a scale of 1:50 has been used for the site plan. Please state the scale on
the plan.
3. Please include the current use and zoning of all adjoining properties. I have noted the zoning
on the enclosed mark-up plan. X
4. A setback of 800' is specified as the minimum setback. However, the zoning ordinance states
a setback of 300'. From where does the 800' setback originate? X
5 Please state the posted speed limit of Quarry Lane and Brucetown Road..
6. if proposed, all new utilities are to be placed underground. Please provide a statement to that
effect, if new utilities are in fact proposed. v
7. With regard to parking, do the proposed additions increase the number of employees? If so,
please show the existing location of the parking area and provide additional spaces if
necessary. If no new parking is proposed as a result of this site addition, please provide a

8. Please include a statement regarding the location of all environmental features (steep slopes,
woodlands, floodplains, wetlands, sinkholes, streams, and drainage ways). If no such features
are to be disturbed with this development, please include a statement to that effect. ✓
9. The zoning ordinance specifies a maximum height of 45' unless an appropriate height
exception applies as stated in Section 165-24 of the Zoning Ordinance. Based upon the
review of previously approved site plans, height allowances have been granted. Therefore,
as long as the minimum setback is accomplished, a 70' height will be allowed.
After you have revised the site plan, please resubmit one copy so that I may verify the information
contained on the plan. I will then need all approved review agency comment sheets and five copies
of the final site plan for approval. Comment sheets are required from the following agencies: the
Virginia Department of Transportation, the Frederick County Health Department, the Frederick
County Inspections Department, and the Frederick County Fire Marshal.
