application. All required information must.be submitted prior to the final approval of any site plan.
The Department of Planning and Development will review the application to ensure that it is complete.
If any portion is not included or complete, the site- plan application will not be accepted and returned
to the applicant(s).

referenced site plan on January 16, 2001. This site plan, for the addition of a 5 0,000-sq uare- foot
maintenance building on 5.95 acres, meets all County requirements for development within the M 1
(Light Industrial) Zoning District. No additional parking or landscaping is required for this site
improvement.
I have provided you with several copies of the approved site plan. Please forward these approved plans

to be eligible for acceptance.

I have had the opportunity to review the above referenced site plan submitted to our department on
October 27, 2000. The following comments should be addressed and included in a revision of this site
plan. The submitted plan is also marked with these comments.
1. Please note that the parcel owned by Coca-Cola should be identified with PIN 63-A58A, rather
than 63-A-58.
v 2. Within Note ff 9 of the Project Summary, please modify the maximum sign height to 60', as that
is the maximum height for the M 1 district.
Y 3. Please provide a detail of the outdoor trash receptacle enclosure which includes the dimensions of

4.
In accordance with Section 165-33 of the Zoning Ordinance, the outdoor storage of products or
equipment in business and industrial districts must be screened from the view of surrounding
properties. Please provide the necessary screening, based on the requirements of Section 165-33.
5. Within the project summary, please change the maximum building height to 60 feet.
6. Please ensure that adequate measures are taken to secure the Phase III area from Phase H. The
parking areas, as well as the roadway, should be separated by some physical barrier. In addition,
the Phase Ili area should not be disturbed and should remain grassed over until such time as
development begins for that Phase.
Vol 7. Please include the size of proposed sewer lines to the building.

9_ The parking calculation considers that 40% of the total floor area will be devoted to office space
at the completion of both Phases. However, there is the possibility that a greater percentage of the
building would be devoted to offices uses. Therefore, staff would recommend designating an area
for future parking, should the need arise.
v 10. Using a loading space calculation of 1 for every 40,000 square feet of floor area, the required
number of loading spaces is 1 for each phase. Please modify the number of required spaces stated
in the Project Summary. In addition, please show the location and dimension of all proposed
loading spaces.
V 11. The number of hetz holly plants appears to be 115, rather than 118. Please ensure that the stated
number of plants is indicative of the number delineated on the site plan.
12. Please note that in accordance with the Board of Supervisors decision of June 14, 2000, the
overhead electric which currently serves the maintenance building on Lot 2 must be served by
underground electric when the main building is connected. Therefore, it is imperative that the site
plan reflect this requirement and that the contractor is aware of this requirement. I have included
a copy of the BOS decision.
13. Please note that the developed lot area figures are labeled Phase I and Phase H. To be consistent
with the rest of the site plan, please label these as Phase 11 and III, respectively.
After you have revised the site plan, please resubmit one copy so that I may verify the information
contained on the plan. I will then need all approved review agency comment sheets and five copies of the
final site plan for approval. Comment sheets are required from the following agencies: the Virginia
Department ofTransportation, the Frederick County Sanitation Authority, the Frederick County Inspections
Department, the Frederick County Engineer, and the Frederick County Fire Marshal.

Provide outlet protection at the outlet of all on -site culverts. Provide dimensions of the
outlet protection in accordance with the Virginia Erosion and Sediment Control
Handbook (vesch) specification 3.18.
2. Provide temporary sediment traps for each construction phase in accordance with vesch
specification 3.13. Provide a size and detail of the proposed sediment traps.
3. Provide a detail of the proposed drop inlet protection required for the project.
4. We recommend extending the concrete apron in front of the dumpster pad to avoid the
potential for pavement failure.
Once these comments are addressed, submit two (2) copies of the site plan for further
