This project consists of installation of a fire line to serve the existing facility and the proposed constriction which will fully develop the site. The existing development consists of a sanctuary and church school facility, a separate Christian School facility, bus garage, related parking and drive areas, and recreational areas. Tile proposed development consists of the immediate installation of two (2) classroom trailer facilities, a future gymnasium and athletic center, and the future sanctuary addition, as previously submitted. This complex is located on a parcel that fronts onto Valley Pike and is approximately one (1) mile north of the town limits of Stephens City, Virginia. This lot has a total area of 33.0541 acres. Although this site is located in Frederick County, it is served by the City of Winchester, Virginia Department of Public Works, specifically the main water distribution line. Due to the size of this complex, the fire marshal has concerns over the lack of an adequate fire line to serve this site and will not allow future development until an adequate fire line has been installed. The immediate need to install the additional classroom facilities requires that at least a portion of the proposed fire loop be installed at this time to provide coverage of the existing facilities and the proposed classroom units. Therefore for this phase of the development, the church is proposing to install the fire line from the main distribution line to the existing sanctuary and church school building aropnd the building to the north where it will terminate in the area of the existing garage which is where the classroom trailers will be installed. This portion of the water main, defined as Phase I Water Line on the site plan documents, will provide adequate coverage of the existing facilities and the classroom trailers. The remainder of the water main and related appurtenances will be installed at the time of construction of the sanctuary addition. The water usage for this site consists of the domestic water dernands of the church and school facilities and related fire flows required for coverage of these existing facilities. The criteria used for this design has been based upon the County of Frederick ordinances that require a 1000 gprn at a minimum residual pressure of 20 pounds per square inch (psi) for fire flow conditions. This fire line has been designed to serve only the Shenandoah Valley Baptist Church complex and as such the domestic needs of the facility have not been included. The domestic demands of the church are served by an independent tap on the 30" water distribution main and therefore will not impact the proposed fire line. Any additional services that may be tapped from the fire loop will be norninal and most likely not in use during fire flow conditions and therefore have not been included as part of the design. For fire flow conditions, one fire hydrant in the vicinity of the proposed classroom trailer units, which is in the most remote portion of the site was modeled. This condition is considered to be the worst case scenario. The required fire flow, as defined by the City of Winchester, at this remote location developed the greatest demand on the proposed water main system. The proposed system consists of a looped 8" water main system with related appurtenances that connects to a proposed 10" diameter distribution line that taps into the 30" main along the Valley Pike (U. S. Route 11) right-of-way. • page 1 PAINTER-LEWIS, P.L.C. Shenandoah Valley Baptist Church Complex - Full Development WATER SYSTEM DESIGN For the purposes of the design of this system, the existing fire hydrant on Valley Pike adjacent to the Bon Air Nursing Home was modeled as the source. This hydrant is located approximately 13,000 feet south of this site at an existing elevation of 770.00 ft. The existing test results of the hydrant reveal that static pressure is 68 psi and the hydrant will produce a flow of 1090 gpm at a residual pressure of 42 psi. These test results produce the following data for use in this design: Static Pressure: 68 psi Residual Pressure: 42 psi Minimum Pressure: 20 psi Design Discharge: 1,090 gpm Maximum Discharge: 1,518 gpm _> 156.88 ft. of Shutoff Head _> 96.89 ft. of Design Head _> 46,14 ft. of Maximum Operating Head @ 96.89 ft. of Design Head @ 46.14 ft. of Maximum Operating Head r Using these parameters and the maximum total demand of 1,000 gpm, the proposed Phase I system is capable of producing this flow of 1,000 gpm at a residual pressure of 34.39 psi which is greater than the required minimum of 20 psi. Using the same parameters and the maximum total demand of 1,000 gpm, the proposed system for the full development is capable of producing this flow of 1,000 gpm at a residual pressure of 40.47 psi which is much greater than the required minimum of 20 psi. The continuous loop enhances the system which will result in better service at full development of the site. The Haestad Methods Inc. WaterCAD version 1.0, copyright 1996, water design program was used to analyze this system. This system was designed using the steady state analysis for a looped piping system. All other review agencies have also approved this plan. The plan meets all requirements for the expansion of a church facility in the RA (Rural Areas) Zoning District of Frederick County. A list of the primary improvements associated with this site plan are noted below: • Construction of a 17,110 square -foot sanctuary addition to the existing facility owned and operated by Shenandoah Valley Baptist Church. The church is located at 4699 Valley Pike (Route 11). • Installation of two trailers to be used for bible school and other church -related classes. • Construction of a 22,260 square -foot athletic center with a partial mezzanine level. This building is only approved for operation and use by the church. • Construction of 380 new parking spaces. This will bring the total number of parking spaces for the entire site to 519 spaces, including 14 handicap parking spaces. You should submit a revision of the site plan which adequately addresses all comments. These comments are as follows: 1) Proposed Uses. Staff has a concern regarding the intent of the proposed gymnasium. The gymnasium is a perfectly acceptable use in the Rural Areas if it is an accessory use to the Church. However, if there will be a separate entity (business) operating the gymnasium it would not be a permitted use in the Rural Areas Zoning District. Please clarify this matter. I would prefer that you provide a statement on the site plan to the effect that the gym and other recreational facilities will be operated and managed by the church as an accessory use. It should also be noted that social centers, outdoor recreation, and athletic facilities are only permitted in the RA (Rural Areas) Zoning District with an approved Conditional Use Permit. 2) Church Spires & Towers. Please provide a reference to Section 165-24 B.(1)(e) in the project summary section of the site plan under the height information. 3) Proposed Red Cedar Trees. I am not an expert in tree biology, however, I do know that red cedar trees harbor a spore which severely decreases the productivity of apple trees & eventually kills them. Please remove the words "fire line" from the water main designation. The water main supplies water for domestic usage. 2. Please show valves within 10 feet of the hydrants. 3. Please show valve locations so that the valve spacing does not exceed 1,000 feet. 4. The water main proposed as Phase I water main exceeds the maximum length of 1,000 feet for a dead end main. In particular, the hydrant proposed will cause the overall dead end main to be nearly 1,300 feet long. Is it possible to revise the plan such that the dead end main will not exceed 1,000 feet? 5. The end of Phase I needs to terminate with a valve followed by one length of pipe. Please note this on the Plans. 6. The existing water service line should be tied in to the proposed 8-inch main, and metered. The tap should be 4-inches and ductile iron pipe to the meter. The existing water service must be abandoned and removed at the 30-inch water main. 8. Will the existing water service line be removed? 9. The Water Main design report notes that the system meets the flow requirements for a hydrant flow of 1,000 gpm with a residual pressure of 20 psi, based upon Frederick County Ordinances. However, since this system is connected to the City of Winchester water main, it should meet the requirements of the Winchester Standards that require a flow of 1,500 gpm with a 20 psi residual for non-residential structures. Please review and revise the Water Main design report. 10. The Water Main Design Report notes that the existing fire hydrant on Valley Avenue adjacent to Bon Air Nursing Home was modeled as the source. Please include the date/time of the hydrant test. Was it after the completion of the new 30-inch and 24- inch water transmission mains? 11. Please revise the details to reflect the latest City of Winchester Standard details. 12. Sheet 12/21: Please show the location/depth of the existing sewer force main crossing on the profile (near Sta. 13+00). Show the minimum clearance of 18 inches. 13.
