Please contact myself or another member of the planning staff if you have any questions or comments. 1. Why does the parking area need to be paved? The specific section in the Ordinance that requires all parking spaces to be paved is 165-27 E (1). The very last sentence of item (1) says that "in other cases, parking lots shall be paved with a minimum of double prime -and -seal treatment or an equivalent surface. "In other cases" is referring to anything other than the RP, R4, R5, MH 1, B 1, B2, and B3 Zoning Districts, shopping centers, office parks, and industrial parks, which are required to have a parking area that is paved with concrete, bituminous concrete, or similar materials. Would we allow a bond to be issued? If a bond would be beneficial to the developer, we would allow the pavement of the parking area and the sidewalk (other than that required for the handicap space) to be bonded. All other improvements, such as the widening of the driveway, would be required before a temporary occupancy permit can be issued. The maximum time period this could be bonded would be one year. After of which, you would be issued a permanent occupancy permit and the bond would be released if all requirements have been met. 3. Would it be appropriate to allow the developer to have two structures, a residence and a lodge, instead of both uses being located in one large building? No, a new Conditional Use Permit would be needed if you want to separate the two uses. Sincerely, J emy F. Below you will find a list of 14 issues that need to be addressed in the final site plan. To assist you, I have enclosed a numbered map which corresponds with these requests. l . Please be sure to sign the professional engineer stamp on Page 1 of 3. 2. Please be sure to include all revision dates on the final site plan. 3. Please provide information regarding the location and specifications of all outdoor lighting. Outdoor lighting should be directed so as to avoid casting light on adjoining properties. If no outdoor lighting is proposed, please provide a statement to that effect. 4. Please show the location of all proposed outdoor trash receptacles. If no such receptacles are proposed, please provide a statement to that effect. 5. Please show the location of all outdoor storage areas. If no such areas are proposed, please provide a statement to that effect. 6. Please show the location of all outdoor recreation facilities. If no such areas are proposed, please provide a statement to that effect. 7. Please show the location of all proposed signs. Smith, Greenway Engineering Re: Oddfellows; Site Plan #53-00 October 30, 2000 8. Please inform the applicant, that in addition to the entrance, the parking area will need to be paved. This should be included in the final site plan, with the necessary pavement specifications. In addition, the there should be 22 feet of paved area behind the parking spaces to allow for safe maneuvering. The current site plan only provides 16 feet. ,9� Please inform the applicant that the driveway may be gravel, however, it must be at least 24 feet in width to provide for two-way traffic. BYO. Please inform the applicant that the proposed residence must be occupied by the owner, employee, or watchman. Also, provide a statement to that effect. 11. Please provide the height of all buildings and structures. 12. Please show the location of all utilities, including power lines. ,J3. Please inform the applicant that the proposed sidewalk needs to provide pedestrian access to all parking spaces. The final site plan should address this. ✓44. Please provide a statement, beside the proposed tree line, to the effect that a full vegetation screen shall be maintained in healthy condition. The purpose of this is to ensure that the development is adequately screened from the neighboring residences. After you have revised the site plan, please resubmit one copy so that I may verify the information contained on the plan. I will then need all approved review agency comment sheets and five copies of the final site plan for approval. Comment sheets are required from the following agencies: the Frederick County Inspections Department, the Frederick County Fire Marshal, the Frederick County Engineer (Public Works), the Virginia Department of Transportation, and the Frederick County Health Department.
