All required information must be submitted prior to the final approval of any site plan. The Department of Planning and Development will review the application to ensure that it is complete. This site plan, for the development of a 173,416- square-foot outdoor storage area, meets all County requirements for the development of an outdoor storage area within the M2 (heavy industrial) zoning district. Please make note of the statement included on the site plan regarding the private road, Capital Lane, that runs to the west and south of the proposed outdoor storage area. Should this road become a state road right-of-way, the Trex Company is to bring the outdoor storage area into compliance with the outdoor storage setback and screening requirements. In addition, should the existing tree line adjacent to the American Woodmark property be removed, it is the responsibility of the Trex Company to plant the required outdoor storage screening in this area. I have provided you with three copies of the approved site plan. Please keep an approved copy for your files and forward two copies to representatives of the Trex Company. The following comments need to be satisfactorily addressed during the revision of this site plan. 1) Please completely address numbers 10, 15, 16, and 18, on the site plan checklist. In addition, please correct the disturbed area figure in the site data. 2) Please increase the detail regarding the existing Trex facility. In particular, please show the existing outdoor storage area and associated screening, parking spaces along with the relevant parking requirements, and the current parking calculations based upon the number of people now employed at the facility. The existing parking spaces should be as per site plan # 024-94 and be available to the employees at the site. The existing outdoor storage in this area should be separated from the parking area. Also, please note the number of both previously approved site plans for this facility, #025-93 and #024-94. 3) Please show the limits of the Route 652 widening plans. It would be appropriate to place the screening in the location shown, provided that they are outside of the above limits. Please ensure that the plantings will achieve the required screen. The number of plantings shown would be appropriate for approximately 500' of frontage. This should be sufficient to reach from Capital Drive to the existing treeline. Please verify that this treeline is where the adjoining American Woodmark Property, P.I.N. 63-A-115, begins. If this is where the Woodmark property begins, screening beyond this point would be unnecessary. In addition, please provide a further note on the site plan to the effect; Existing treeline performs the function of providing screening from the adjoining property. In addition, please detail the type of opaque screening to be used. It may be appropriate to provide an eight (8) foot high opaque fence in order to ensure the outdoor storage is completely screened. 6) Please revise the primary entrance from the outdoor storage onto Capital Lane. The entrace should intersect at approximately a right angle to Capital Lane and should align with the existing parking lot entrance on the opposite side of Capital Lane. In addition, the width of the secondary entrance should be at least twenty-four (24) feet. Please revise your site plan to reflect the comments specified in this letter and resubmit one copy for my review. The stormwater management plan is appropriate for this development. However, the Hoge Run analysis that was performed is not accurate using the rational method. With a watershed of over 1,300 acres, a TR-20 analysis is recommended. The estimated ten-year storm flow of Hoge Run will most likely be less than the estimated 887.0 CFS flow that you calculated. If you propose paving the parking area or further development, a stormwater detention pond will be required. 2. The proposed erosion and sediment control devices are adequate for this expansion. Tierney WE KEEP VIRGINIA MOVING CHAPTER 16 LUMBER YARDS AND WOODWORKING PLANTS SECTION F-1601.0 GENERAL F-1601.1 Scope: Lumber yards and woodworking plants shall comply with this chapter. F-1601.2 Permit required: A permit shall be obtained from the code official for any facility or operation in which more than 100,000 board feet (236 ml) of lumber is to be stored or processed. SECTION F-1602.0 FIRE SAFETY REQUIREMENTS F-1602.1 General: Structures in which forest products are stored or processed shall be maintained in a safe and sound condition as required by this code. ,1 F-1602.2 Open yard storage: Lumber shall be piled in stable J piles with a maximum height of 20 feet (6096 mm). F-1602.2.1 Driveways: Driveways between and around lum- ber piles shall be at least 15 feet (4572 mm) wide and maintained free from accumulation of rubbish, equipment or other materials. Driveways shall also be located so that a maximum grid system unit of 50 feet (15240 mm) by 150 feet (45720 mm) is produced. F-1602.2.2 Fences: Permanent lumber storage, operating under a permit, shall be surrounded with a suitable fence at least 6 feet (1829 mm) high, unless storage is located within a secured structure. F-1602.3 Operational fire hazards: The burning of shavings, sawdust and refuse materials shall only be under boilers, in furnaces, incinerators or refuse burners constructed and main- tained in accordance with the mechanical code listed in Chapter 44. A storage bin of noncombustible construction with a raised sill shall be provided at the boiler and other points where sawdust or shavings are utilized as fuel. F-1602.4 Smoking: Smoking shall be prohibited in accordance with Section F-312.0. F-1602.5 Yards: Weeds shall be kept down throughout the entire yard and sprayed as often as needed with a weed killer, or cut or grubbed out. Dead weeds shall be removed. 1 F-1602.6 Removal of debris: Debris such as sawdust, chips and shorts shall be removed from piling areas regularly and not less than every 3 months. Proper housekeeping shall be maintained at all times. F-1602.7 Fire protection equipment: A yard hydrant system installed in accordance with Section F-516.2 shall be provided for open storage yards. Portable water fire extinguishers with a minimum 4-A rating, or two portable fire extinguishers with a minimum 2-A rating each, protected against freezing where necessary, shall be located within 75 feet (22860 mm) of travel distance to the nearest unit at convenient and conspicuous sites providing access to the fire extinguishers in open yards. SECTION F-1603.0 WOODWORKING PLANTS F-1603.1 General: Woodworking plants shall be maintained in accordance with this section and NFiPA 91 and 664 listed in Chapter 44. F-1603.2 Refuse removal: Sawmills, planing mills and other woodworking plants shall be equipped with either refuse removal systems collecting and removing sawdust and shavings as produced or with suitable metal or metal -lined bins. The metal or metal -lined bins shall be provided with normally closed or automatically closing covers and installed at or near such machines. Shavings and sawdust shall be swept up and deposited in such bins at sufficiently frequent intervals to keep the premises clean. Blower and exhaust systems shall be installed in accord- ance with NFiPA 91 and 664 listed in Chapter 44. In particular, how the setback requirements relate to Section 165-33, outdoor storage. As you are aware, front yard setbacks are required wherever a lot abuts a road or street right-of-way. Capital Lane would be considered a road right-of-way. Within the M2 zoning district the front setback is seventy-five (75) feet from the front property lines. The area between the property line and front setback line would be considered the front yard area. Section 165-33 of the zoning ordinance states that outdoor storage shall not be located in any required front setback yard. It would be my interpretation that no outdoor storage could be located within seventy-five (75) feet of the Shawnee Drive and Capital Lane right-of-ways as this is considered a front yard area.
