SITE PLAN CHECKLIST
The checklist below indicates all the information that needs to be submitted as part of the site plan
application. All required information must be submitted prior to the final approval of any site plan.
The Department of Planning and Development will review the application to ensure that it is complete.
If any portion is not included or complete, the site plan application will not be accepted and returned
to the applicant(s).
Site Plan Package
1. One set of approved comment sheets are required from the following review
agencies prior to final site plan approval. It is recommended that applicants contact
the Department of Planning and Development to determine which review agencies
are relevant to their site plan application.

RE: Landscaping Scheme for Valley Cycle Center
Dear Mr. Myers:
Per our meeting of November 15, 2000, I am enclosing a copy of the approved landscaping scheme we
discussed for the parking area. As the required trees are in place, you need only plant shrubs between
the trees as shown on the enclosed copy of the site plan. Specifically, (23) boxwood, yew, or other
comparable evergreen plant may be used. These plants should be 24" to 36" in height and spaced
approximately 3' on center. As soon as the plants are in place, please contact this office for a final site
inspection. Once the inspection has occurred, the Zoning Administrator will release the irrevocable
letter of credit which was issued by F&M Bank -Winchester in the amount of $5,000.

Please ensure a copy of the approved permit assembly is kept at the job site
whenever working within the Route 17/50 rights -of -way. I would also like to

accordance with our Virginia Work Area Protection Manual.

Dear Mr. Myer:
This letter is to inform you that the Frederick County Department of Planning and Development administratively
approved Site Plan 4033-97 on April 10, 1998.
This site plan consists of a 7,000 square foot showroom and 9,000 square foot shop/parts warehouse. In
addition, there will be a total of 26 parking spaces on site, 2 of which will be disabled spaces. Furthermore,
landscaping which meets the requirements of the Frederick County Zoning Ordinance will be installed on the site.
Enclosed are two copies of the approved plan. You may provide your contractor with one copy, and
you may keep the other for your records. Please have the contractor contact our department to
schedule an on -site inspection once all improvements have been completed. Please be aware that
before a final certificate of occupancy can be approved, the street name "Myersons Drive" must
receive approval from Mr. Larry Phillips, Communication Center Supervisor.

The appropriate land use permits may now be applied for to cover work within the
Route 50 right-of-way. The permits are issued by this office and will require a minimum
processing fee, surety bond coverage, and the salary & expenses of a State assigned
Inspector.
Once satisfactory application has been made, a permit will normally take approximately
thirty days to process and issue.

RE: Revised Site Plan Review of Valley Cycle Center
Dear Mr. Oates:
I have reviewed the revised copy of the site plan referenced above. There are still a few revisions
that need to be made in order to satisfy our requirements. Please provide the following
information:
1) The proposed building is 16,000 square feet rather than the 17,000 square feet which is
indicated on the F.A.R. calculations.
2) Please provide an additional parking space for the outdoor display area. The Zoning Ordinance
states that when requirements result in a fractional space, the parking spaces required shall be the
next highest whole number. Thus, there should be a total of 27 automobile parking spaces on
this site.
X 3) Name of proposed street and speed limit
Please address these comments in addition to the comments provided by the required review
agencies. Once the revised site plan is satisfactory, I will need all approved review agency ,
comment sheets and five copies of the final site plan. Please keep in mind that the subdivision of
land must be completed before the site plan can be recommended for final approval. If you have

We have received the preliminary site plan dated 09/15/97 (received 10/16/97) for the
referenced project. Our review has been completed and we have the following
comments as shown in red on the plan sheet:
Sheet 2 of 5
1. The notes should be enlarged for clarity of information.
2. A Type III Barricade should be provided to deter ingress to adjoining property.
3. The width of the proposed entrance should be shown. Adequate space (minimum
50' between radii) should be allowed for when/if the proposed entrance becomes a
street at a later date.
4. A standard stop sign should be installed at the entrance, Independence Boulevard
and Route 50, locations.
5. At the end of the note concerning shared access, the following should be added: "In
the event such subdivision and dedication should take place, VDOT reserves the
option to review, revise and/or update the roadway to include right-of-way to the
then current standard."
6. The proposed slope flattening along Route 50 is permissible. However, no grading
whatsoever should be done within VDOT right-of-way prior to issuance of
appropriate land use permit(s) to perform such work.

referenced project. It appears all of our earlier review comments have been
satisfactorily addressed. Please advise the owner of our approval.
The appropriate land use permits may now be applied for to cover work within the
Route 50 right-of-way. The permits are issued by this office and will require a minimum
processing fee, surety bond coverage, and the salary & expenses of a State assigned
Inspector.
Once satisfactory application has been made, a permit will normally take approximately
thirty days to process and issue.

Upon review of the subject site plan, we offer the following comments:
1. Place a note on the plan indicating that issuance of a land disturbance
permit will be required by this office prior to commencing any site work.
2. The .35 percent slope of the proposed trickle ditch is not adequate to allow*
the water to drain properly. If possible, you need to achieve a one percent
slope for all grass -lined ditches.
3. Provide dimensions and sizes for the proposed sediment trap. Also,
indicate that the proposed sediment trap will be located at the stormwater
management pond culvert.
The stormwater calculations appear to be adequate to provide proper stormwater flow
control. The erosion and sediment control notes shown on the plans are very good. The erosion
and sediment laws are clearly delineated which is beneficial to not only the earthwork contractor
but our department as well when performing erosion and sediment control inspections.
Once these comments have been addressed, please submit two (2) copies of the plan for
further review. If you have any questions, do not hesitate to contact me.

Early in the review it appears previous actions concerning this portion of Westview
Business Centre indicate the intended use of the proposed street would be to access
additional lots south of its site. Plans dated 09/08/89 and 12/13/89 drawn by G. W.
Clifford & Associates and approved by VDOT show different street dimensions and
right-of-way.
We are returning the site plan to your office for clarification of use of the street as an
access to other properties. Once a determination can be established, please resubmit the
plan in the appropriate manner for further review.
