application. All required information must be submitted prior to the final approval of any site plan.
The Department of Planning and Development will review the application to ensure that it is complete.
If any portion is not included or complete, the site plan application will not be accepted and returned
to the applicant(s).

Dear Mr. Gilpin:
The Frederick County Planning Department administratively approved Site Plan #032-97 for the above
referenced site plan on November 5, 1997. This site plan, for the construction of a 50,000-square-foot
warehouse facility with an additional 2,500 square feet of office space, is located in the Stonewall Industrial
Park and meets all County requirements for development within the M1 (light industrial) zoning district.
I have provided Greenway Engineering with five copies of the approved site plan. It is my understanding
that they will be forwarding two approved copies to you. Please keep an approved copy for your files and
maintain an approved copy on the construction site. Once the site development has been completed, you
should contact this office to schedule an on -site inspection.

project. It appears all of our earlier review comments have been satisfactorily
addressed. Please advise the owner of our approval.
The appropriate land use permits may now be applied for to cover work within- the
Routes 860, F-732 and 862 rights -of -way. The permits are issued by this office and will
require a minimum processing fee, surety bond coverage, and the salary & expenses of
a State assigned Inspector.
Once satisfactory application has been made, a permit will normally take approximately
thirty days to process and issue.

We have received your preliminary site plan dated 08/16/97 (received 08/22/97) for the
referenced project. Our review has been completed and we have the following
comments as shown in red on the plan sheets:
1. The McGhee Road section on the north side of the site should be extended through
the site as three 12' (36') asphalt pavement. The entrance pavement taper should
be 36' long.
2. Sight distance should be provided at the proposed CG-11 entrances. Pavement
tapers should tie in to front the edge of gutter.
3. The types of end treatments should be shown on the plan sheet for culverts (ES-1,
ES-2, mitered, etc.) or a note indicating where end treatment may be found.
Indicate where information may be found, i.e. profile sheet, culvert chart, etc.
4. The proposed parking lot entrance from Route 860 should be 30' of pavement at the
end of the radii or at the right-of-way, whichever is farthest from the existing
pavement edge. This entrance should be treated the same as other entrances
including CG-11, radii, tapers, sight distance, etc.
5. The proposed construction entrance should be located at the southern entrance on
Century Lane where less overall conflict with traffic volumes will be experienced.
6. A half typical section should be shown for each entrance to include taper and CG.

7. The cross sections (A -A & B-B) should include the dimension details shown in red.
Additionally, the shoulder should be adequate for the high number of trucks using
the McGhee Road facility. (The dimensions for F-732 set up on the Route 37 plans
have become inadequate for current use.)

1) Please ensure that the Professional Engineer's Seal is signed and dated on the final site plan copies.
2) The subdivision of this parcel must be approved prior to final approval of this site plan. Also,
please revise the adjoining property information for the parcel located across the Century Lane
right-of-way. This should be consistent with the P.I.N. shown on the approved subdivision plat.
3) Please revise the location of the required setback adjacent to the state maintained cul-de-sac.
There should be a 75' front setback in this location.
4) It would be appropriate to make accommodations for the proposed phase two expansion at this
time. Please show the location of the phase two edge of gravel, the phase two grading plan around
the proposed addition, and the location of the trash dumpster enclosure and concrete pad in phase
two. In planning for this addition now, a site plan may be avoided at the time the proposed future
expansion is constructed.
5) Please provide a detail of the enclosure surrounding the trash dumpster.
6) Please revise the F.A.R. calculations as they pertain to the proposed phase two addition. The
additional square footage should be calculated against the site as a whole. This would result in a
phase two F.A.R. of 0.27.
7) Please provide the name, number and the location of the road right-of-way of the existing state
road onto which you will have direct access from your parking area. Any existing entrances within
200' of those you propose should be shown on the plan. In addition, please provide the speed limit
of existing adjacent roads.

8) The location and nature of all facilities necessary to meet Fire Code requirements shall be
approved by the Fire Marshal.
9) Please revise the parking and loading space calculations. The proposed office space would
generate an additional ten spaces raising the number required to 25. Should additional employees
be anticipated with the proposed phase two expansion, the additional parking spaces should be
accounted for at this time. In addition, two loading spaces would be required even when
considering both phases.
10) The width of the driveway portion of the parking lot should be increased to 24 feet.
11) Please show the location of any environmental features. If none are present, please make a note
to that effect on the site plan.
12) Please revise the landscaping plan. It would appear that the perimeter of the parking area is
approximately 560'. Therefore, 14 perimeter shade trees would be required. This brings the total
number of trees required to 18. Please locate some of these shade trees in front of the building,
adjacent to the parking spaces. In addition, please note the height of the evergreen hedge at the
time of planting. A minimum of 24 to 30 inches in height at the time of planting is appropriate.
Although not required, additional tree plantings would be desirable in the area adjacent to the edge
of the graveled loading area. These plantings would improve the site aesthetically and help to
screen the loading area from the adjoining right-of-ways. Staff would encourage you to evaluate
implementing this.
13) The stormwater management plan, and the soil erosion and sedimentation control plan, shall be
approved by the Department of Public Works.
Please revise your site plan to reflect the comments specified in this letter and resubmit one copy for my
review. Once I have verified the information contained on the revised site plan, I will need all approved
review agency comment sheets and five copies of the final site plan for approval. Comment sheets are
required from the following agencies: the Virginia Department of Transportation, the Frederick County
Sanitation Authority, the Frederick County Inspections Department, the Frederick County Engineer, and
the Frederick County Fire Marshal.
