All required information must be submitted prior to the final approval of any site plan. The Department of Planning and Development will review the application to ensure that it is complete. If any portion is not included or complete, the site plan application will not be accepted and returned to the applicant(s). Site Plan Package 1. This letter is to be considered your permit to do so. The following provisions will be required: • Work area protection signage is to be in accordance with the current Work Area Protection Manual while working on the right-of-way. • All work on the right-of-way is to be confined to the temporary entrance location only. • A minimum 6" depth of VDOT #1 (2-3 inch stone) course aggregate by 30' in width will be required. It is to be placed from the edge of pavement and extended back onto private property far enough to prevent the carrying of mud onto the roadway. • Positive drainage is to be maintained within the right-of-way at all times. • A wash rack will be required. • A 15" x 130' RCP culvert will be required. • Any disturbed areas of the right-of-way or damages to the pavement structure adjacent to this entrance will be repaired by you to our satisfaction. • This permit is being issued for 180 days. • All work is to be completed in accordance with the enclosed Virginia Erosion & Sediment Control Handbook, Specification 3.02. • The entrance is to be installed at the location shown on the site plan prepared by Greenway Engineering dated August 4, 1997. The Department of Transportation will not be held liable for suit should such result from this operation nor is it granting permission to grade on the property of others or disturb underground utility lines. The south entrance radius on Baker Lane should be a minimum 12.5' and should begin at the end of the existing CG-6 curb on adjoining property. 2. Sight distances and distance to nearest street or road should be shown at the site entrance. 3. The proposed edge of pavement of the north taper on the Baker lane entrance should be placed as an extension of the edge of pavement on the adjacent property to avoid the CG-6 jutting out into pavement (create a uniform pavement offset). Also overlay existing pavement at the southern edge of the entrance to Baker Lane edge of pavement. 4. The pavement taper length on both sides of Imboden Drive should be 40' to provide proper ratio. 5. A CG-12 curb ramp note (memo dated 07/02/97) should be on the plans. 6. A half typical sections should be shown to provide pavement structure and width at the taper widened pavement at each entrance. 7. The minimum size pipe allowed under entrances is 15". There were several items not addressed on the plans, but should be shown: 1. The proposed entrances should be shown as "Proposed CG-11 Standard Entrance". 2. All radii should be shown from face of curb when curb & gutter is to be installed. Eliminate the old 48' R at the Baker Lane entrance. 3. The ES-1 end section at the culvert ends should be shown on the plan sheet. 4. A title block should be shown for the Baker Lane taper as is shown for Imboden Drive, "Half Typical Section Baker Lane". 5. The drainage easement for culvert maintenance on Imboden Drive entrance should be stippled, hatched or shaded to increase visibility. These items were addressed in an earlier review and tend to compound review time for all concerned parties. Future reviews could be expedited by addressing all comments. Greenway, Inc. 151 Windy Hill Lane Winchester, Virginia 22602 Re: Buckley's Quality Print Center - Site Plan Comments Lot 2 Baker Industrial Park Frederick County, Virginia Dear Mark: Upon review of the subject site plan, we offer the following comments: 1) Sheet 2 of 4 Provide a concrete apron in front of the proposed dumpster to minimize the impact of the weight of the truck on -the pavement -section. The concrete detail -proposed for the dumpster appears to be adequate. 2) Sheet 2 of 4 Please provide this office a copy of the letter from Baker Lane Associates granting permission for off -site grading for our records prior to initiating any grading of the subject area. 3) Sheet 4 of 4 Previously, we discussed the impact of the drainage on the subject site. You indicated that the downstream channels would be adequate to contain the proposed ten-year design flows without overtopping. In addition, the chart contained on this page notes the channel capacity as well as the ten- year flow rate. Please provide a more detailed narrative describing your methodology for the proposed stormwater flows. Sercia Lespedeza is typically used in the eastern portion of the state and in steep slope areas. We recommend that you follow the guidelines in the 1992 Virginia Erosion and Sediment Control Handbook, Page III - 302, Table 3.32-C with the possible addition of a legume as well. The other portions of the seeding schedule are highly recommended and should provide an adequate stand of vegetation. 5) Sheet 4 of 4 Place a "horseshoe" Rock Check Dam on the inlet side of the proposed culvert to contain any erosion on -site in conjunction with the inlet protection that is indicated on the plan. If so, parking calculation and parking placement should be addressed for 'Phase 2'. Additionally, if 'Phase 2' is not to be site planned, why design and construct the entrance onto Imboden Drive? I would reserve the Imboden Drive entrance and the excess gravel area for construction during 'Phase 2'. The County would discourage the excess gravel areas during 'Phase I'as it will probably be utilized as parking, violating the zoning ordinance. Sheet 4 of 4 1) Buffer and screening requirements. The properties across Baker Lane are residential; therefore, a Category C buffer is required. The road right-of-way may be utilized as a distance buffer but additional landscaping will be required.
