This site plan, for the construction of a 4,272-square-foot veterinarian office, meets all County requirements for development within the B2 (Business General) zoning district. The site plan also calls for the provision of twenty-seven parking spaces, parking lot landscaping, and the future development of Hopewell Lane. As stated prior to the subdivision and development of this parcel, direct access to a state road from the existing uses on the remainder of the Dr. Fish land has been cut off. Subsequently, access to future development within the Dr. Fish site should be from Hopewell Lane. Any future division of land, or addition of uses where the only access to a state road is through the Fairman property, will, only be permitted if the access road through the Fairman property has been accepted into the state system. I have provided you with three copies of the approved site plan. Please advise the owner to keep an approved copy for their files and maintain an approved copy on the construction site. The pump station must be provided with controls for automatically starting and stopping the pump based on the water level. 2. The electrical motor control center and master disconnect switch shall be placed in a secure location above grade and remote from the pump station. 3. Each motor control center shall be provided with a manual override switch. 4. A highwater alarm with remote sensing and electrical circuitry separate from the motor control center circuity shall be provided. 5. The high water alarm must be audiovisual, and must be located in an area where it can be easily monitored. 6. If float type controls are used, they are to be placed so as to be unaffected by the flow entering the pump chamber. 7. When multiple pumps are used, controls are to be provided which automatically alternate the pumps. 8. All electrical conduits passing into the pump chamber shall be sealed with a water stop. 9. We recommend using an outlet pipe in conjunction with the temporary sediment trap to contain stormwater and sediment on -site. Ensure that the revised calculations will reduce the ten-year post -developed storm flows below the two-year, pre -developed rate. 2) Since a portion of the construction of Hopewell Lane has been included within this site plan, additional erosion control measures are required to contain sediment run-off on -site. Place silt fence and several rock check dams as indicated on the marked copy of the site plan. 3) The note for the proposed construction entrance needs to indicate that Frederick County can also require the wash rack if needed. 4) The proposed culverts require inlet and outlet protection. The details and notes on Sheet 3 of 3 are appropriate, however, you need to indicate where the devices will be placed. In addition, an erosion and sediment control narrative is required. 2) The stormwater management facility should be designed to release the proposed stormwater flows at a two year pre -development rate. Also, indicate whether an adequate channel exists downstream and provide a detail of the weir. 3) Place a note on the site plan to indicate that access to the building will be limited during a 100-year design storm due to inundation from stormwater flows. 4) Clearly indicate on the plan the area within the temporary drainage easement. 5) In order to receive site plan approval and obtain building permits, it will be necessary to provide this office a copy of Health Department approval for the proposed drainfield. 6) Indicate the location of the temporary construction entrance on the plan. 107 North Kent Street • Winchester.
