The checklist below indicates all the information -that needs to be submitted as part of the site plan
application. All required information must be submitted prior to the final approval of any site plan.
The Department of Planning and Development will review the application to ensure that it is complete.
If any portion is not included or complete, the site plan application will not be accepted and retumed
to the applicant(s).

1. One set of approved comment sheets are required from the following review
agencies prior to final site plan approval. It is recommended that applicants contact
the Department of Planning and Development to determine which review agencies
are relevant to their site plan application.

Dear Mr. Ricketts:
This letter is to inform you that the Frederick County Department of Planning and Development
administratively approved Site Plan #039-97 on January 20, 1998.
This site plan consists of a 24,346 square foot building (20,600 square foot warehouse and 3,746
square foot office area). In addition, there will be 14 warehouse parking spaces, 15 office parking
spaces, two truck dock doors, and one drive-in door provided. Furthermore, landscaping and
screening which meets the requirements of the Frederick County Zoning Ordinance will be installed
on the site.
Enclosed are two copies of the approved plan. You may provide your contractor with one copy, and
you may keep the other for your records. Please have the contractor contact our department to
schedule an on -site inspection once all improvements have been completed.

approval to allow Charles Ricketts permission for temporary grading on Lot 3 in

Dear Gary:
We have received your revised site plan dated November 10, 1997 for the referenced project.
It appears all of our earlier review comments have been satisfactorily addressed. Please
advise the owner of our approval.
This section of Independence Boulevard is currently not in the State's Secondary Road System.
However, all entrance and drainage features must meet State requirements if the street is to be
eligible for acceptance. . . •
An example on this site plan could be the proposed stormwater management detention ponds
and their holding perimeters. If the perimeters retain water against the Independence
Boulevard roadway fill +embankment at the existing 30 and existing 42 culverts under
Independence Boulevard, this would be a condition unacceptable at VDOT.
In order for Independence Boulevard to be accepted into the State's Secondary Road System,
it would be necessary to remove the 24" and 30" reducer collars to restore the existing culvert
sizes and capacities. It would also be necessary to install (build) retention (weir) dams on site
(outside of what would become VDOT right-of-way) with appropriate orifice discharges to match
existing culverts intake capacities.

RE: Second Revised Site Plan Review of Westview Business Center, Lot 5 (Charles Ricketts)
Dear Mr. Oates:
I have reviewed the second revised copy of the site plan referenced above. It appears that none of
the comments I made in my letter dated November 19, 1997 have been addressed. You still need to
provide the following information:
1) I'm not sure what the 44 in parenthesis refers to under the proposed use. If this refers to the
Standard Industrial Classification, this major group would be Water Transportation, which
is not a permitted use in the M-1 (Light Industrial) Zoning District. If you are considering
Motor Freight Transportation and Warehousing, it would be listed as Major Group 42; this
is a permitted use in the M-1 Zoning District.
2) The maximum building height in the M-1 (Light Industrial) Zoning District is 60 feet rather
than 35 feet.
Y 3) There are now 14 warehouse parking spaces on this site instead of 15, which makes the total
/ amount of parking spaces 29.
4) PIN 64-A-159F on the lower right-hand corner of the plan needs to have its acreage
indicated.
J 5) Please refer to the circled area on the copy of the site plan that I have returned to you; please
indicate what the rectangular area will be used for. If this will be an entrance serving Lot 4,
you will need to state so on this plan. Also, the 30 foot shared access easement needs to be
extended into this area, if trucks will be going over onto Lot 4 to back up to the loading dock
on Lot 5. In addition, you will need to provide a statement that you have the permission of
the owners of Lot 4 to perform grading on their property.

You also need to submit all of the approved review agency comment sheets. Please provide the
information on the site plan that VDOT requested in their November 13, 1997 letter concerning the
reducer collars and retention dams. In addition, please provide the information on the site plan that
the Inspections Department requested in their comment sheet dated December 9, 1997 regarding
�ADA requirements. Furthermore, please provide a copy of a recorded subdivision plat.
Once you have provided all of the requested information, you can resubmit five copies of the site plan
for final approval. If you have any questions, please do not hesitate to contact me.

Dear Mr. Oates:
I have reviewed the revised copy of the site plan referenced above. There are still a few revisions that
need to be made in order to satisfy our requirements. Please provide the following information:
1) I'm not sure what the 44 in parenthesis refers to under the proposed use. If this refers to the
Standard Industrial Classification, this major group would be Water Transportation, which
is not a permitted use in the M-1 (Light Industrial) Zoning District. If you are considering
Motor Freight Transportation and Warehousing, it would be listed as Major Group 42; this
is a permitted use in the M-1 Zoning District.
2) The maximum building height in the M-I (Light Industrial) Zoning District is 60 feet rather
than 35 feet.
3) There are now 14 warehouse parking spaces on this site instead of 15, which makes the total
amount of parking spaces 29.
4) PIN 64-A-159F on the lower right-hand corner of the plan needs to have its acreage
indicated.
5) Please refer to the circled area on the copy of the site plan that I have returned to you, please
indicate what the rectangular area will be used for. If this will be an entrance serving Lot 4,
you will need to state so on this plan. Also, the 30 foot shared access easement needs to be
extended into this area, if trucks will be going over onto Lot 4 to back up to the loading dock
on Lot 5. In addition, you will need to provide a statement that you have the permission of
the owners of Lot 4 to perform grading on their property.

We have received your revised site plan dated November 10, 1997 for the referenced project.
It appears all of our earlier review comments have been satisfactorily addressed. Please
advise the owner of our approval.
This section of Independence Boulevard is currently not in the State's Secondary Road System.
However, all entrance and drainage features must meet State requirements if the street is to be
eligible for acceptance.
An example on this site plan could be the proposed stormwater management detention ponds
and their holding perimeters. If the perimeters retain water against the Independence
Boulevard roadway fill embankment at the existing 30" and existing 42" culverts under
Independence Boulevard, this would be a condition unacceptable at VDOT.
In order for Independence Boulevard to be accepted into the State's Secondary Road System,
it would be necessary to remove the 24" and 30" reducer collars to restore the existing culvert
sizes and capacities. It would also be necessary to install (build) retention (weir) dams on site
(outside of what would become VDOT right-of-way) with appropriate orifice discharges to match

I have reviewed the site plan referenced above. Please provide the following information on a
revised copy:
1) Acreage of all lots included in the plan.
2) Provide a detail on Sheet 3 for the outdoor lighting.
3) Clearly denote where the existing and proposed shared access easements begin and end. Will
the tractor trailers backing up to the dock doors have enough room to maneuver within the
bounds of the easement? Will there be an entrance serving Lot 4 located within this easement?
4) State where the edge of pavement is located.
5) Since this is a spec building, how does one determine the number of employees a tenant might
have? If the number of employees exceeds fifteen (15), then an updated site plan will be required
at a later date. However, you may wish to provide additional parking on this site plan which can
state it will be a "Phase Two parking lot" so that another site plan is not required in the future to
address parking requirements.
6) If no steep slopes, woodlands, flloodplains, wetlands, sinkholes, streams, or drainage ways
exist, please provide a statement to that effect.
Please revise your site plan to address these comments, as well as the comments provided by the
required review agencies. Once the revised site plan is satisfactory, I will need all approved

Dear Mark:
Upon review of the subject site plan, we offer the following comments:
1) The proposed easement for the new stormwater management area located
on the north end of the site needs to encompass the entire area that will
be flooded during a ten-year design storm. From your calculations, it
appears that this elevation is 680.02 feet. Also, indicated the area and
elevation that will be flooded during a 100-year design storm. If the
water will overtop Independence Drive, indicate the elevation that
flooding will occur when the pond overtops.
2) Show a detail as to how the proposed reducers are to be installed at both
locations.
3) Sheet 4 of 4
Indicate the apron length of the outlet protection for the proposed 15
inch RCP located at the entrance of the proposed site.
4) Specify the dimensions and berm heights for both sediment traps that are
indicated on the plan.
5) The stormwater management plan appears to adequately address all
stormwater drainage requirements.
Once these items have been addressed, submit two (2) copies of the site plan for further

We have received the preliminary site plan dated October 22, 1997 (received 10/24/97) for
the referenced project. Our comments are as follow as shown in red on the plan sheets:
1. The entrance pavement width should be a minimum 30' at the end of radii. The radii
may be reduced if practical (e.g. no trucks entering) since this is a curb & gutter
condition. Please provide a copy of the shared access agreement for the entrance.
2. Safe sight distance looking east appeared to be slightly below the minimum. However,
with appropriate on site grading, sight distance can be achieved.
3. Indicate flow direction of surface storm water by use of flow arrows.
All miscellaneous comments shown in red should be addressed. When all the above
comments have been addressed, please provide five sets of revised plans for reviciv.
