application. The Department of Planning & Development will review the application to ensure that it is
complete prior to accepting it. If any portion of the application is not complete, it will be returned to the

The above referenced site plan was approved by staff on February 24, 2004. There are three phases
of the approved site plan. Phase one is approved for the construction of a 52,000 square foot
warehouse building. Phase two is approved for the construction of a 9,100 square foot
manufacturing building addition. Phase three consists of adding additional parking in the front
parking area. Landscaping, fire lanes, handicap access, fire hydrants, curb and gutter, asphalt
paving, and a category C zoning buffer, are required for this development as shown on the approved
site plan.
I am providing you with several copies of the approved site plan. Please forward these copies to the
appropriate representative(s). Furthermore, advise the owner(s) that a copy should be kept for future
reference, and an approved copy must be kept on the construction site throughout the development
process. Once site development is complete, the owner(s) should contact this office to schedule an

Addition and new building shall comply with The Virginia Uniform Statewide Building Code and
Sections 306, Use Group F (Factory and Industrial) of the International Building Code/2000.
Other Code that applies is CABO Al 17.1-98 Accessible and Usable Buildings and Facilities.
Please note section 3408.6 IBC for accessibility requirement for additions and alterations (ADA
20% rule for updates to the existing structure ).
New warehouse shall be HC accessible and all egress doors shall be accessible to a min. landing
for area of refuge on the exterior. No parking space shown at the building at this time or
accessible route. The sewer line shown between buildings shall not be below a 45 degree from the
bearing plain of the structures footing
HC parking appears to be in compliance however please note that the side walk on the accessible
route shall slope at less than P in 20' at elevation changes or shall be designed and permitted as a
ramp per CABO A117.1-98.
Design Professional lie. in VA shall seal the structural plans submitted for permit application and
special inspection requirements of Chapter 17 of IBC shall apply to this type of structure. (soils,
concrete, steel ect.)

Dear Mr. Kenney,
This letter is to confirm that Ruckman Engineering has checked the proposed warehouse
footing elevations relative to the relocated sanitary sewer line along the west side of the
building. According to the site plan prepared by Greenway Engineering, the finished floor
elevation of the warehouse will be 681.00'. This places the bottom of the concrete
footings at elevation 678.00'.
On the Greenway site plan, the relocated sewer is I I' to 12' from the face of the building.
This places the outer edge of the west side footings 10' to 1 I' east of the sanitary sewer
line. The deepest portion of the sanitary sewer, which is adjacent to the new warehouse
building, is at proposed manhole #2. The invert out elevation at manhole #2 is 669.1'.
This is roughly 9' below the bottom of the footings at the left front corner of the building.
In summary, these elevations place the sewer line outside the 45 degree line extending
downward from the edge of the building foundation. However, the proposed manhole #2
slightly encroaches inside the 45 degree line. As a result, footing "E" at the left front
corner should be roughly 2' deeper to account for the overdig area around the new
manhole. The footing could be poured 3' thick, instead of the 12" thickness shown on the
approved drawings, or the pier could be made 4' tall instead of the 2' tall pier shown on
the approved drawings. No other modifications need to be made to the foundation system
because of the relocated sewer line.

We have received your revised site plan dated November 10, 2003 for the referenced project. It appears
all of our earlier review comments have been satisfactorily addressed. Please advise the owner of our
approval. Also please provide six (6) sets of approved construction plans with signed seal for VDOT
distribution.
All standard VDOT items called for on the plan sheets should be those current on the date of installation
on the project.
The appropriate land use permit may now be applied for to cover work within the Route 1200, Baker
Lane right-of-way. The permit is issued by this office and will require a minimum processing fee, surety
bond coverage, and the salary & expenses of a State assigned Inspector. A copy of any/all recorded plats
of dedication for drainage easements or additional right-of-way required for implementation of this
proposed project should be provided to VDOT prior to issuance of any land use permits. Dedication
should be made to the Commonwealth of Virginia.
Once satisfactory application has been made, a permit will normally take approximately thirty days to
process and issue. Should you have any questions, do not hesitate to call.

Dear Mark:
Planning Staff has reviewed the above -referenced site plan, which was a revision of the site plan
submitted last November, to determine if administrative approval can be granted. At this time,
administrative approval is denied until the following issues are appropriately addressed, as well as
all issues of the other review agencies. Please review Staffs comments listed below and then
prepare a revised site plan which adequately addresses each concern. All except comment number
8 were included in staff s first review letter, dated December 10, 2003.
Review Comments:
1) Parking Location/Access. Please provide a handicap accessible sidewalk from the existing
parking lot to the Phase 1 warehouse building.
2) Truck Access To Loading Areas. The travel aisle to the loading areas appears to be
awkward at best. Please provide supportive information to staff which clarifies that the
turning radii and general access to the loading area is appropriate.
3) Outdoor Storage. Please provide a note on the site plan which requires the existing outdoor
storage to be completely removed from the site or relocated inside of the Phase I warehouse
building within 30 days of occupancy. This note should be located on the cover sheet, the
Phase 1 site plan and the overall site plan to ensure that this issue is not overlooked.
4) Lighting. Please show all proposed lighting and demonstrate how this lighting will be
shielded and directed away from adjoining properties to ensure that light pollution is
minimized to the utmost extent.

5) Landscaping Calculations. Please include the entire site, not just the proposed expansions,
into the landscaping calculations. Required landscaping shall be provided as necessary to
meet the total required landscaping for the entire site.
6) Curb & Gutter. Please provide curb & gutter along the right hand side of the proposed
ramp of the existing warehouse building, as illustrated on the proposed site plan.
7) Interior Landscaped Area Of Parking Lots. Please ensure that at least five per cent of the
interior of the parking areas is landscaped. This information should be provided as part of
the landscaping calculations of the site plan.
8) Relocated Trees for Phase 3. Please explain why there are 12 proposed relocated trees for
the Phase 3 front parking lot expansion, but only eight trees shown to be removed. Are these
four additional trees proposed new shade trees?
After you have revised the site plan, please resubmit one copy so that I may verify the information
contained on the plan. I will need all approved review agency comment sheets and at least five
copies of the final plan for final administrative approval. Comment sheets are required from the
following agencies: the Frederick CountylrtspectionsDepartment, theFrederickCountyDepartinent
of Public Works (County Engineer), the City of Winchester, the Frederick County Fire Marshal, the
Frederick County Sanitation Authority, the Frederick County Airport Authority, the Frederick
County Department of GIS, and the Virginia Departrent of Transportation.

Dear Mark:
Planning Staff has reviewed the above -referenced site plan to determine if administrative approval can
be granted. At this time, administrative approval cannot be granted until the following issues are
appropriately addressed, as well as all issues of the other review agencies. Please review Staff s
comments listed below and then prepare a revised site plan which adequately addresses each concern.
Review Comments:
1) Parking Calculations. The parking calculations of the proposed site plan are significantly
different to the currently approved parking calculations of S.P. #02-99. The key difference
appears to be that instead of the entire site being classified as a manufacturing use, the proposed
plan breaks down the parking calculations into three categories: office use, warehouse use, and
manufacturing use. Please provide an outline around these individual and total parking
calculations to more clearly show how parking calculations were determined. Please also show
all areas of office use on the site plan. Is there any office use proposed for the new warehouse
building (Phase 1)? If so, please show this area and modify the parking calculations as
necessary.
2) Parking Location/Access. Please provide appropriate access to the required parking for the
proposed warehouse building (Phase 1). As currently shown, no parking is provided directly
adjacent to the building and no sidewalks are offered for pedestrian access. Also, at least one
handicap space will need to be provided for this building, based on the eight required parking
spaces. Staff recommends that at least eight parking spaces be provided adjacent to the new
warehouse building.

3) Truck Access To Loading Areas. The travel aisle to the loading areas appears to be awkward
at best. Please provide supportive information to staff which clarifies that the turning radii and
general access to the loading area is appropriate. A sketch of a possible alternative plan is
provided on the attached site plan. This alternative plan would eliminate ten parking spaces,
bringing the total number of spaces to the minimum required.
4) Outdoor Storage. The statement that all outdoor storage will meet County requirements is
inappropriate, because the existing outdoor storage currently does not meet County requirements
because it is not fully screened. Please show the location of all proposed outdoor storage and
demonstrate how these materials will be fully screened from adjoining properties. If no outdoor
storage is proposed, then please provide a statement to that effect along with a statement that all
existing outdoor storage will be removed prior to the issuance of any future occupancy permits.
5) Lighting. Please show all proposed lighting and demonstrate how this lighting will be shielded
and directed away from adjoining properties to ensure that light pollution is minimized to the
utmost extent.
6) Landscaping Calculations. Please include the entire site, not just the proposed expansions, into
the landscaping calculations. Required landscaping shall be provided as necessary to meet the
total required landscaping for the entire site.
7) Dumpster. What will be happening to the existing dumpster? How will trash collection be
managed on this property? Please address these questions.
8) Curb & Gutter. Please provide curb & gutter at the orange highlighted locations shown on the
attached site plan.
9) Existing Silos. Please show all of the existing silos on the site plan.
10) Zoning Buffer. Please change the size of all trees to six feet at planting to ensure that the
required landscape screen height is achieved prior to the use of the Phase 1 warehouse building.
Please also provide the species of trees that will be used for this screen and the total number of
trees as well. Remember that at least one third of these trees must be deciduous (two inch
caliper), but the majority of trees must be evergreen (six feet tall). Staff also requires that the
location of the proposed berm and trees be clearly shown on the site plan. Based on the provided
plan, it appears that the berm and trees are only being provided for a portion of the property line.
Please change this to ensure that the berm and trees are provided for the entire property line
(449.1 V long).
11) Phasing Of Parking Lot Modification. Please provide a statement to the effect that the
proposed modifications to the existing parking lot will occur during Phase 1.

12) Gap Between Buildings. Please explain the intended use of the area between the proposed
manufacturing building addition and the existing metal building. This is the areas labeled as
existing concrete pad and the 15 feet wide space in front of the wall where the three dock doors
will be abandoned.
13) Fire Lanes and Signs. Please ensure that all improvements required to meet fire code, including
fire lanes and signs, are shown on the site plan.
14) Electric Connections. Please show how the proposed warehouse building and manufacturing
addition building will be comiected to electric. As noted, all utilities shall be located
underground.
15) Interior Landscaped Area Of Parking Lots. Please ensure that at least five per cent of the
interior of the parking areas is landscaped. This information should be provided as part of the
landscaping calculations of the site plan.
16) Zoning Administrator Approval Statement. Please provide a statement beside the Zoning
Administrator Approval Box to the effect that approval of this site plan is only valid for five
years from the date of Zoning Administrator approval.
17) Proposed Ramp. The proposed ramp/loading space does not appear to be accessible based on
the layout of the proposed parking spaces. How will a tractor trailer or other truck enter this
area?
After you have revised the site plan, please resubmit one copy so that I may verify the information
contained on the plan. I will need all approved review agency comment sheets and at least five copies
of the final plan for final administrative approval. Comment sheets are required from the following
agencies: the Frederick County Inspections Department, the Frederick County Department of Public
Works (County Engineef), the City of Winchester, the Frederick County Fife Marshal, the Frederick
CozrntySmtitationAuthority, the Frederick CountyAhporlAuthority, the Frederick CountyDepartinent
of GIS, and the Virginia Department of Transportation.
