GENERAL NOTES:
1. ALL WORK AND MATERIALS SHALL CONFORM TO THE CURRENT STANDARDS OF THE COUNTY OF FREDERICK,
VIRGINIA, THE VIRGINIA DEPARTMENT OF TRANSPORTATION, AND THE REGULATIONS OF THE AMERICANS WITH
DISABILITIES ACT, WHERE APPLICABLE.
2. EROSION AND SEDIMENT CONTROL SHALL CONFORM TO THE STANDARDS AND SPECIFICATIONS OF THE
COMMONWEALTH OF VIRGINIA AND THE COUNTY OF FREDERICK, VIRGINIA, WHERE APPLICABLE,
3, IT SHALL BE THE RESPONSIBILITY OF THE CONTRACTOR TO NOTIFY "MISS UTILITY" AT 1-800-257-7777 AT
LEAST TWO (2) WORKING DAYS, BUT NOT MORE THAN TEN (10) DAYS, PRIOR TO THE COMMENCEMENT OF ANY
LAND DISTURBING ACTIVITY.

INFORMATION WHICH HAS BEEN BASED ON U.S.C. & G.S. DATUM AND A CONTOUR INTERVAL OF TWO (2') FEET
HAS BEEN ESTABLISHED FOR THIS PROJECT.
8. NO SOILS REPORT WAS PREPARED FOR THIS PROJECT.
9. ALL RADII DESIGNATIONS INDICATE FACE OF CURB, EDGE OF PAVEMENT, OR EDGE OF STONE PAVEMENT,
WHERE APPLICABLE.
10. THE CONTRACTOR SHALL COORDINATE THE RELOCATION OF AND THE CONNECTION TO EXISTING UTILITIES
WITH THE APPROPRIATE UTILITY COMPANY, WHERE APPLICABLE.
CONSTRUCTION NOTES:
EROSION AND SEDIMENT CONTROL:
1, ALL EROSION AND SEDIMENT CONTROL MEASURES SHALL BE INSTALLED PRIOR TO ANY LAND DISTURBING
ACTIVITIES. ALL WORK SHALL BE DONE IN ACCORDANCE WITH THE CURRENT EDITION OF THE COMMONWEALTH
OF VIRGINIA EROSION AND SEDIMENT CONTROL HANDBOOK.
2. ALL WORK SHALL BE CONFINED TO THE DESIGNATED LIMITS OF CONSTRUCTION. FOR THIS PROJECT, THE
LIMITS OF CONSTRUCTION ARE DEFINED AS THE PROPERTY BOUNDARIES, THE U.S. ROUTE 50 (MILLWOOD PIKE)
R-O-W, AND THE VA ROUTE 796 (PURDUE DRIVE R-O-W).
3. NO DISTURBED AREAS SHALL BE DENUDED FOR MORE THAN THIRTY (30) DAYS. THE CONTRACTOR SHALL
STABILIZE ALL DENUDED AREAS WITHIN SEVEN (7) DAYS AFTER THE END OF CONSTRUCTION.
4. THE CONTRACTOR SHALL BE RESPONSIBLE FOR THE INSTALLATION AND MAINTENANCE OF ALL EROSION AND
SEDIMENT CONTROL MEASURES. ALL MEASURES SHALL BE INSPECTED DAILY AND AFTER EACH SIGNIFICANT
RAINFALL BY THE SITE SUPERINTENDENT OR HIS REPRESENTATIVE. ANY DAMAGED STRUCTURES SHALL BE
REPAIRED OR REPLACED BY THE END OF WORK THAT DAY.
5. UPON COMPLETION OF CONSTRUCTION, ALL PERMANENT EROSION AND SEDIMENT CONTROL MEASURES SHALL
BE INSTALLED, AFTER STABILIZATION, THE TEMPORARY EROSION CONTROL DEVICES SHALL BE REMOVED, AS
APPROVED BY THE LOCAL INSPECTION AUTHORITY. ALL VEGETATIVE COVER SHALL BE CHECKED REGULARLY
AND ANY DAMAGED AREAS SHALL BE REPAIRED, FERTILIZED, REPLANTED, AND MULCHED, AS NEEDED.
VEGETATIVE COVER SHALL BE INSTALLED ON A MINIMUM OF 6" OF TOPSOIL AND SHALL CONFORM TO THE
FOLLOWING SPECIFICATION:
SEEDBED PREPARATION:
A. SCARIFY THE TOP 1"-2" OF TOPSOIL AFTER THE FINAL GRADES HAVE BEEN
ACHIEVED,
B. ADD 3 TONS PER ACRE OF PULVERIZED AGRICULTURAL LIME (140 Ib/1000sf),

6. THE CONTRACTOR SHALL PROVIDE ADEQUATE MEANS OF CLEANING TRUCKS AND OTHER CONSTRUCTION
EQUIPMENT PRIOR TO ENTERING THE PUBLIC R-Q-W. A TRASH RACK SHALL BE USED AS PART OF THE
CONSTRUCTION ENTRANCE TO HELP IN THE CONTROL OF POTENTIAL MUD GENERATED AS PART OF THE
DEVELOPMENT OF THIS SITE. IF IT IS DETERMINED THAT THIS IS NOT SUFFICIENT, THEN A WASH RACK SHALL
BE INSTALLED, AS NEEDED. IT IS THE RESPONSIBILITY OF THE CONTRACTOR TO MAINTAIN CLEAN STREETS AND
TO ALLAY DUST AT ALL TIMES.
EXCAVATION AND GRADING:
1, TEST PITS SHALL BE EXCAVATED TO DETERMINE THE DEPTHS AND LOCATIONS OF ALL OF THE EXISTING
UTILITIES. IF CONFLICTS EXIST, THEN THE EXISTING UTILITIES SHALL BE LOWERED OR MOVED TO PROMOTE THE
CONSTRUCTION OF THE PROPOSED DEVELOPMENT.
2. ALL DELETERIOUS MATERIALS, DEMOLISHED DEBRIS, AND CLEARED AND GRUBBED MATERIALS SHALL BE
REMOVED AND PROPERLY DISPOSED OF OFF -SITE.
3. ALL TOPSOIL OR VEGETATIVE COVER SHALL BE EXCAVATED TO ITS FULL DEPTH AND STOCKPILED ON -SITE,
IF APPLICABLE, IN THE AREA AS DIRECTED BY THE OWNER'S REPRESENTATIVE FOR FUTURE FINISH GRADING.
4. ALL BORROW FILL MATERIAL, IF NECESSARY, SHALL BE OBTAINED BY THE CONTRACTOR AND APPROVED BY
A CERTIFIED GEO-TECHNICAL ENGINEER, ALL FILL MATERIAL SHALL BE PLACED IN LIFTS OF 8" OR LESS AND
SHALL BE COMPACTED TO 95% OF ASTM D-698 MAXIMUM DRY DENSITY, OR AS DIRECTED BY THE
GEO-TECHNICAL
ENGINEER,
5. NO BLASTING SHALL BE PERMITTED WITHIN 25 FEET OF EXISTING UTILITIES OR STRUCTURES WITHOUT
PERMISSION OF THE OWNER.
6. ALL LANDSCAPED ISLANDS, SLOPES, AND LAWN AREAS SHALL RECEIVE A MINIMUM OF 6" TOPSOIL
OBTAINED OFF -SITE OR FROM THE TOPSOIL STOCKPILE ON SITE, THE TOPSOIL SHALL BE GRADED AND RAKED,
PRIOR TO APPLICATION OF PERMANENT VEGETATIVE COVER.
7. ALL DISTURBED LAWN AREAS SHALL BE RESEEDED, FERTILIZED AND MULCHED AS NEEDED.
SANITARY SEWER AND WATER UTILITIES:
1. ALL SANITARY SEWER AND WATER UTILITY CONSTRUCTION SHALL CONFORM TO THESE PLANS AND SHALL
MEET ALL REQUIREMENTS OF THE STANDARDS AND SPECIFICATIONS OF THE FREDERICK COUNTY SANITATION
AUTHORITY (F.C.S.A.).
2. THE CONTRACTOR SHALL COORDINATE WITH, AND ARRANGE FOR INSPECTION BY F.C.S.A.
3. THE PROPOSED SEWER SERVICE LATERAL SHALL BE CONSTRUCTED WITH 4" DIA, SDR-21 PIPE AND RUN AT
A MINIMUM GRADE OF 2,08%. THE SERVICE SHALL BE CONNECTED TO THE EXISTING SANITARY SEWER
MANHOLE, AS INDICATED ON THE SITE PLAN. ALL WORK SHALL BE COORDINATED WITH THE F.C.S.A.
4. THE EXISTING WATER METER AND SERVICE LINE SHALL BE PROTECTED DURING THE CONSTRUCTION PROCESS
AND SHALL REMAIN IN SERVICE AT ALL TIMES.
5. FOR WATER AND SEWER SERVICES THAT CONNECT TO EXISTING LINES:
a) THE LOCATION OF THE SERVICE LATERAL IS TO BE COORDINATED WITH THE AUTHORITY'S ENGINEERING
ASSISTANT. AN APPLICATION FOR SERVICE MUST BE MADE AND FEES PAID BEFORE WORK WILL BEGIN.
b) THE AUTHORITY SHALL FURNISH AND INSTALL ALL 5/8", 3/4" AND 1" WATER SERVICES,
c) FOR ALL 1 1/2" AND 2" WATER SERVICES, THE AUTHORITY SHALL MAKE THE TAP AND BRING THE PIPING
TO THE PROPERTY LINE. THE CONTRACTOR IS TO FURNISH AND INSTALL THE METER VAULT ASSEMBLY.
THE AUTHORITY WILL INSTALL THE METER.
d) THE AUTHORITY WILL INSTALL ALL SEWER LATERALS.
STORM WATER MANAGEMENT:
1. STORM WATER FROM THE PROPOSED PARKING AREA SHALL SHEET FLOW ACROSS THE PARKING AREA TO
THE SOUTHERN AND WESTERLY PORTIONS OF THE PROPERTY. THE RUNOFF SHALL BE MITIGATED THROUGH THE
PROPOSED CONCRETE WHEELSTOPS TO AN ADJACENT AREA OF SOD. THE RUNOFF NOT ABSORBED SHALL BE
DIRECTED TO THE EXISTING DRAINAGE SWALES ALONG PURDUE DRIVE. THE RUNOFF FROM THE POST
DEVELOPMENT CONDITIONS ON -SITE RESULTS IN A NEGLIGIBLE INCREASE (<1 c.f.s. OF RUNOFF) FROM THE
EXISTING CONDITIONS ON -SITE, THE EXISTING DEVELOPED LAND AREAS PRODUCE A RELATIVELY LARGER
RUNOFF COEFFICIENT AND THEREFORE THE PROPOSED PARKING AREA WILL PRODUCE A RELATIVELY SMALL
INCREASE IN THE STORM WATER RUNOFF. THE PROPOSED GRADING IN ADDITION TO THE EXISTING TOPOGRAPHY

EROSION AND SEDIMENT CONTROL GENERAL NOTES
1. All work shall be done in accordance with the current edition of the Virginia Erosion and Sediment Control
Handbook and the standards and specifications of the County of Frederick, Virginia.
2. A Frederick County Grading Permit and permit fee ore required for this project. A pre -construction meeting with
the local program administrator is required prior to commencement of construction of this. project.
3. The local program administrator shall be given a one (1) week notice prior to the pre -construction conference,
the commencement of any land disturbing activity, and to the final inspection.
4. The contractor is responsible for the installation of any additional erosion control measures as may be deemed
necessary by the local program administrator.
SEDIMENT AND EROSION CONTROL NARRATIVE
1. Project Description:
The development of this project consists of the construction of a proposed parking facility, site grading and site
landscaping to accomodate the proposed business office.
2. Existing Conditions:
The existing 1.20 acre site is currently a developed with two existing (1) story structures that are to be renovated'
for proposed office space. The area around the structures is primarily open town. The site has 175 linear feet of
road frontage along Millwood Pike (U.S. Rte 50) and 300 linear feet of road frontage along Purdue Lane (V.A. Rte
796). The site shall be accessed from Purdue Lane. The site generally slopes from the rear property line adjacent to
the existing residential subdivision towards the Millwood Pike right-of-way where the storm water is conveyed to the
existing roadside storm sewer system. The finished grades will maintain this grading pattern and all storm water will
be conveyed to the existing system along Millwood Pike. This channel is port of a large storm drainage system that
flows to existing Sulphur Spring Run and controls the storm water runoff of the Millwood Pike service area.
3. Adjacent Areas:
The site is bounded on the north by single-family residential homes. The western property line is bounded by
existing Ryco Lane and a commercial property that is similar to the Business Office parcel. The eastern side is
bound by Purdue Lone (V.A. Rte. 796). The southern boundary is coincident Millwood Pike (U.S. Rte. 277)
right-of-way.
4. Soils:
On -site soils have been disturbed previously by the construction and use of the existing structures.
The soils map of Frederick County indicates the following soil types exist within this project area.
36B: Blairton silt loom: (2%-7% slopes).
Moderately deep, well -drained to somewhat poorly drained gently sloping soil type. Found primorly along heads
of drainage ways and in brood upland depressions. Slopes are smooth or slightly concave or convex and about
500 to 3500 feet long, spanning areas 3 to 200+ acres.
Hydrologic soil group C
5. Critical Areas:
Care should be taken in the construction of walks, ramps, and parking areas adjacet to the existing structures to
ensure positive drainage away from these structures. Care should also be taken to ensure that the existing roadside
ditch along Purdue Lone and the drainage pattern olong the Millwood Pike curb and gutter is protected during the
construction process.
6. Erosion and Sediment Control Measures:
a. Erosion and Sediment Control Measures sholl be installed prior to any land disturbing activities. The work shall be
confined to the designated limits of construction. For this project, the limits of construction are defined as the
property boundaries and the existing edge of pavement of Purdue Lane and the Millwood Pike right-of-woy.
b. No disturbed areas sholl be denuded for more than thirty (30) days, The contractor shall stabilize all exposed
areas within seven (7) days after the end of construction of that phase of the work. If possible, all natural
vegetation and/or mulching shall be used to protect areas exposed during development of the site. The existing
vegetation along the rear property lines shall remain in place and be protected during the construction process to
the greatest possible extent.
c. Soil stockpiles must be stabilized or protected with sediment trapping measures to prevent soil loss. Utility
trenches located outside of paved areas shall be seeded and mulched within two (2) weeks of backfilling.
d. Upon completion of construction, all permanent erosion and sediment control measures shall be installed. After
stabilization, the temporary erosion control measures shall be removed, as approved by the local program
administrator. All vegetative cover shall be checked regularly and any damaged areas shall be repaired, fertilized,
replanted, and mulched, as needed.
e- All properties adjacent to the site shall be protected from sediment deposition. This shall be accomplished by
installing perimeter controls such as silt fence barriers, as indicated on the plans,

7, Construction Sequencing:
PHASE I:
1. Site Preparation: Hand dig test pits over existing utilities to determine
their depth and actual locations.

b. Rough grading of site and installation of the fill material as needed.
d. Installation of the proposed utilities.

g. Installation of topsoil and stabilization of all lawn and
slope areas.
h. Installation of base and subbase materials.

8. Maintenance:
The contractor shall be responsible for the installation and maintenance of all erosion and sediment control
measures. All measures shall be Inspected daily and after each significant rainfall by the site superintendent or his
representative. Any damaged structures shall be repaired or replaced by the end of work that day.
a. The construction entrance sholl be maintained so as to control the amount of soil materials that may get
caught in the stone bed. If the stone becomes clogged with soil and mud, it shall be cleaned, or removed and
replaced, as may be deemed necessary. A trash rack shall be installed as part of the construction entrance
construction. If this measure fails to properly clean the construction vehicles, then a wash rock must be installed as
directed by the local program administrator.
b. The silt fencing shall be checked regularly for deposited sediment. If sediment is trapped, It shall be cleaned
carefully so as not to release the trapped sediment downstream or on adjacent properties.
c. All seeded and sodded areas shall be checked regularly to ensure that a good stand of grass is maintained,
Areas sholl be repaired, fertilized, and reseeded or resodded, as required.

EROSION AND SEDIMENT CONTROL GENERAL NOTES
1. All work shall be done in accordance with the current edition of the Virginia Erosion and Sediment Control
Handbook and the standards and specifications of the County of Frederick, Virginia.
2. A Frederick County Grading Permit and permit fee are required for this project. A pre -construction meeting with
the local program administrator is required prior to commencement of construction of this. project.
3, The local program administrator shall be given a one (1) week notice prior to the pre -construction conference,
the commencement of any land disturbing activity, and to the final inspection,
4. The contractor is responsible for the installation of any additional erosion control measures as may be deemed
necessary by the local program administrator.
SEDIMENT AND EROSION CONTROL NARRATIVE
1. Project Description:
The development of this project consists of the construction of a proposed parking facility; site grading and site
landscaping to occomodate the proposed business office.
2. Existing Conditions:
The existing 1.20 acre site is currently a developed with two existing (1) story structures that are to be renovated"
for proposed office space. The area around the structures is primarily open lown. The site has 175 linear feet of
road frontage along Millwood Pike (U.S. Rte 50) and 300 linear feet of road frontage along Purdue Lane (V.A. Rte
796). The site shall be accessed from Purdue Lane. The site generally slopes from the rear property line adjacent to
the existing residential subdivision towards the Millwood Pike right-of-woy where the storm water is conveyed to the
existing roadside storm sewer system. The finished grades will maintain this grading pattern and all storm water will
be conveyed to the existing system along Millwood Pike, This channel is port of a large storm drainage system that
flows to existing Sulphur Spring Run and controls the storm water runoff of the Millwood Pike service area.
3. Adjacent Areas:
The site is bounded on the north by single-family residential homes. The western property line is bounded by
existing Ryco Lane and a commercial property that is similar to the Business Office parcel. The eastern side is
bound by Purdue Lane (V.A. Rte. 796). The southern boundary is coincident Millwood Pike (U.S. Rte. 277)
right-of-way.
4. Soils:
On -site soils have been disturbed previously by the construction and use of the existing structures.
The soils map of Frederick County indicates the following soil types exist within this project area.
36B: Blairton silt loam: (2%-7% slopes).
Moderately deep, well -drained to somewhat poorly drained gently sloping soil type. Found primorly along heads
of drainage ways and in broad upland depressions. Slopes are smooth or slightly concave or convex and about
500 to 3500 feet long, spanning areas 3 to 200+ acres.
Hydrologic soil group C
5. Critical Areas:
Care should be taken in the construction of walks, romps, and parking areas adjocet to the existing structures to
ensure positive drainage away from these structures. Care should also be taken to ensure that the existing roadside
ditch along Purdue Lane and the drainage pattern along the Millwood Pike curb and gutter is protected during the
construction process.
6. Erosion and Sediment Control Measures:
a. Erosion and Sediment Control Measures shall be installed prior to any land disturbing activities. The work shall be
confined to the designated limits of construction. For this project, the limits of construction are defined as the
property boundaries and the existing edge of pavement of Purdue Lane and the Millwood Pike right-of-way.
b. No disturbed areas shall be denuded for more than thirty (30) days, The contractor shall stabilize all exposed
areas within seven (7) days after the end of construction of that phase of the work. If possible, all natural
vegetation and/or mulching shall be used to protect areas exposed during development of the site. The existing
vegetation along the reor property lines sholl remain in place and be protected during the construction process to
the greatest possible extent.
c. Soil stockpiles must be stabilized or protected with sediment trapping measures to prevent soil loss. Utility
trenches located outside of paved areas sholl be seeded and mulched within two (2) weeks of bockfilling.
Cl. Upon completion of construction, oil permanent erosion and sediment control measures shall be installed. After
stabilization, the temporary erosion control measures shall be removed, as approved by the local program
administrator. All vegetative cover sholl be checked regularly and any damaged areas shall be repaired, fertilized,
replanted, and mulched, as needed.
e. All properties adjacent to the site sholl be protected from sediment deposition. This sholl be accomplished by
installing perimeter controls such as silt fence barriers, as indicated on the plans.
f. The contractor shall be responsible for the installation and maintenance of all erosion and sediment control
measures.
7, Construction Sequencing:
PHASE 1:
1. Site Preparation: Hand dig test pits over existing utilities to determine
their depth and actual locations.
- Phase I Controls:
2. Installation of Erosion and Sediment Control Measures:
a. Installation of the construction entrance.
b. Installation of the silt fence along the Purdue Lane and Millwood
Pike right-of-way lines, as indicated on the plans.
PHASE II:
3. Site Construction Sequencing:
a. Stripping and removal of any debris and vegetative cover to its full
depth, as needed.
b. Rough grading of site and Installation of the fill material as needed.
d. Installation of the proposed utilities.
- Phase II Controls.
e. Curb and gutter installation.
f. Final Grading of site.
g. Installation of topsoil and stabilization of all lawn and
slope areas.
h. Installation of base and subbase materials.
1. Restoration and stabilization of unpaved areas.
j. Final paving.
k. Remove erosion and sediment controls, as approved by the inspector.
8. Maintenance:
The contractor shall be responsible for the installation and maintenance of all erosion and sediment control
measures. All measures shall be inspected daily and after each significant rainfall by the site superintendent or his
representative. Any damaged structures sholl be repaired or replaced by the end of work that day.
a. The construction entrance shall be maintained so as to control the amount of soil materials that may get
caught in the stone bed. If the stone becomes clogged with soil and mud, it shall be cleaned, or removed and
replaced, as may be deemed necessary. A trash rack shall be installed as part of the construction entrance
construction. If this measure fails to properly clean the construction vehicles, then a wash rack must be installed as
directed by the local program administrator.
b. The silt fencing shall be checked regularly for deposited sediment. If sediment is trapped, it shall be cleaned
carefully so as not to release the trapped sediment downstream or on adjacent properties.
c. All seeded and sodded areas shall be checked regularly to ensure that a good stand of grass is maintained.
Areas shall be repaired, fertilized, and reseeded or resodded, as required.
