' Project Description ' The purpose of this project is to construct 1 sanctuary. Construction of roadways, parking areas, storm and sanitary sewers, water lines and other associated items associated with this project will also be provided. The property to be developed is ' approximately 29.50 acres. One small basin will be constructed to manage the runoff from the entire project area, as well as various off -site contributions. The basin will be located southeast of the proposed sanctuary in a draw. IExisting Site Conditions ' Vegetative Cover — The property is covered in well -maintained mixed grasses. Topography — The topography ranges from rather flat on the central portion of the site to ' steep on the creek side of the site. Slopes range from 2% to 25%. Drainage Patterns — The site abuts Opequon Creek. The entire site drains directly into the creek to the south and the east. There are no natural ponds on the site. Adiacent Properties ' The site is bounded on the north side by Heath and zoned B-2, by Frederick County Sanitation Authority and zoned B-2, and by Stossel and zoned RA. The site is bounded on the east by Heath and zoned RA, by Village at Lakeside section VI and zoned RP, and by Frederick United Methodist Housing Development Corporation and zoned RP. The site is bounded on the south side by Rutherford and zoned RA. The site is bounded on the west side by a lot owned by Bennsky and zoned B-2, and by Dominion Trust Company and zoned RA. ' Pre -Development Condition Summar V ' The predominant amount of off -site storm -water runoff occurs to the North of the site, at the entrance to the site. For purposes of these calculations, the pre -developed drainage divide will be evaluated from the discharge point of the proposed sediment traps to the tsoutheastern and the southwestern portions of the site. The pre -development peak runoff was determined for the 2, 10, 25, and 100-year storms using the Rational Method in Hydraflow Hydrographs. Information from the peak runoff calculations is utilized as the basis for the allowable discharge from the storm -water management basin. Computer printouts for the pre -development runoff calculations are located in the Pre -Development Drainage Divide section. A small basin (Basin W) will be located in the southeastern portion of the site, and will collect all runoff from the site. The post -development peak runoff to the basin was determined for the 2, 10, 25, and 100-year storms in the same method as the pre -development runoff. Computer printouts for the post -development runoff calculations are located in the Post -Development Condition section. A summary of the post -development peak runoff follows in the storm - water routing section. Storm -water Routing The storm -water routing was performed using the Hydraflow Hydrographs program. The basin outlet structures were designed to ensure the total combined post -developed discharge from both proposed basins plus the undetained on -site flow is less than the pre -developed runoff rate. Computer printouts for the routings are located in the Post - Development Condition section. From the printouts the following peak storm -water discharges are below the allowable discharge. PROJECT DESCRIPTION ' The project consists of construction of roadways, parking, a sanctuary building and playground, and other items associated with the proposed commercial property addition. The total lot size is approximately 29.50 acres. ' EXISTING SITE CONDITIONS Vegetative Cover — The site is covered in well -maintained mixed grasses. Topography — The site sits near the top of its drainage basin with no significant drainage above it. It slopes toward three drainage points. The more significant point is in a small draw located southwest of the proposed sanctuary. 90% of all construction and land disturbance activities drain to this point. The rest of the construction and land disturbance activities drain to the small draw to the southeast of the proposed sanctuary. Slopes over the entire site are approximately 5%, with no slope greater than 25%. ADJACENT PROPERTIES The site is bounded on the north side by Heath and zoned B-2, by Frederick County Sanitation Authority and zoned B-2, and by Stossel and zoned RA. The site is bounded on the east by Heath and zoned RA, by Village at Lakeside section VII and zoned RP, and by Frederick United Methodist Housing Development Corporation and zoned RP. The site is bounded on the south side by Rutherford and zoned RA. The site is bounded on the west side by a lot owned by Bennsky and zoned B-2, and by Dominion Trust Company and zoned RA. SOILS The following soil is contained within the site. EROSION AND SEDIMENT CONTROL MEASURES 3 I n 1 Unless otherwise noted, the structural and vegetative practices shall be constructed and maintained according to the Minimum Standards of the Virginia Erosion and Sediment Control Law, Regulations and Certification Regulations and Specifications outlined in the latest edition of the Virginia Erosion and Sediment Control Handbook. The following summary(s) are for quick reference only and do not preclude any requirements or standards listed in the Virginia Erosion and Sediment Control Handbook. Also, other measures not specifically listed here or on the construction plans may be required to keep the site within regulatory compliance during construction. The need for such items may not be evident until the beginning of construction. The County Public Works Director will determine the need for additional erosion and sediment control measures. STRUCTURAL PRACTICES Temporary Construction Entrance - 3.02 One temporary construction entrance shall be constructed as shown on the Erosion and Sediment Control Plan. The entrance shall be maintained in a condition that prevents tracking or flow of mud onto public rights -of -way. This may require periodic top dressing with additional stone or washing and reworking of existing stones as conditions demand and repair and/or clean -out of any structures used to trap sediment. All materials spilled, dropped, washed or tracked from vehicles onto roadways or into storm drains must be removed immediately. During wet weather conditions, construction vehicle drivers will be required to wash their wheels prior to entering the highway. During the washing process, the contractor shall ensure that the runoff created by the washing process is passed through one of the sediment removing devices such as a section of silt fence. Water for washing operations shall be hauled to the site or shall be acquired from a hydrant installed at the site. This hydrant shall be installed in accordance with the County of Frederick specifications. The use of water trucks to remove materials dropped, washed or tracked onto the roadways will not be permitted under any circumstances. 2. Construction Road Stabilization - 3.03 Construction road stabilization shall be utilized wherever stone -based roads or parking areas are to be constructed, whether permanent or temporary, for use by construction traffic. Treated areas are likely to require periodic top dressing with new gravel. Seeded areas adjacent to road and parking areas shall be check periodically to ensure a vigorous stand of vegetation is maintained. Roadside ditched and drainage structures shall be checked regularly to ensure they do not become clogged with silt or other debris. 3. Silt Fence Barriers - 3.05 Silt fence barriers shall be installed at locations shown on the Erosion and Sediment Control Plan to filter sediment -laden runoff and decrease the velocity of sheet flows and low -to -moderate level channel flows. Wire reinforced silt fences are required 4. Temporary Sediment Basin - 3.14 Temporary sediment basin shall be constructed at the location shown on the Erosion and Sediment Control Plan. The temporary sediment basins shall remain in place after construction and final site stabilization are completed to serve as permanent stormwater management structures. Refer to the Erosion and Sediment Control Details for outlet design and retrofitting. 0 5. Dust Control - 3.39 The contractor shall take measures to reduce the surface and air movement of dust, ' which may present health hazards, traffic safety problems or harm animal and plant life during land disturbing and construction activities. GRASS ESTABLISHMENT 1. Topsoil Stockpile - 3.30 ' Topsoil shall be stripped from areas to be graded and stockpiled for future use. The County Erosion and Sediment Control Administrator shall approve stockpile locations. Stockpiles shall be temporarily seeded and protected with silt fence. When the topsoil is spread over the graded areas, it shall be placed in 2-4 inch compacted lifts. Topsoil hauled offsite shall be disposed of in an approved area as directed by the County Erosion and Sediment Control Administrator. 2. Temporary Seeding - 3.31 The topsoil stockpiles and all areas to be rough graded during the course of the project shall be immediately seeded with temporary vegetation upon completion of grading ' operations. The appropriate seed mixture will be dependent upon the time of year it is to be sown. The typical County seed mixture specification is shown on the Erosion and Sediment Control Details. The County Erosion and Sediment Control Administrator must ' approve any deviation from these mixtures. NOTE: Stabilization measures shall be applied to earthen structures such as dams, dikes, diversions, and sediment basin embankments immediately after construction of the said structure. ' 3. Permanent Seeding - 3.32 Permanent seeding shall be completed within seven days from achieving final grade of the site. MANAGEMENT STRATEGIES The following guidelines shall be utilized in the planning of construction: ' 1. The silt fence, the sediment basin, and the construction entrance and other measures intended to remove sediment shall be constructed as a first step in the land disturbing activity and shall be ' functional before up slope land is disturbed. These measures shall also be stabilized with vegetation prior to up slope land disturbance. 2. Construction shall be sequenced so that grading operations can begin and end as quickly as possible. 3. Temporary seeding and other stabilization shall follow immediately after the site is stripped of topsoil if it is determined that final grading will not begin within 30 days. 4. The developer shall be responsible for the installation and maintenance of all Erosion and ' Sediment Control practices. 5 I I NOTE: The contractor shall install sediment trapping and tree protection measures as the first ' step in construction. Once in place, the contractor shall strip topsoil and begin grading operations. The contractor shall ensure that at the end of each working day all erosion and sediment control ' measures are in place and functioning properly. This will be strictly enforced. These controls shall be in effect during the remaining development, which includes final grading, utility construction, and paving. ' CONSTRUCTION SEQUENCING NOTES: The following construction sequence shall be utilized to ensure that the proper erosion and sediment control practices are in place and fully operational prior to upslope land disturbance. Sequence"A" ' 1 — install the Construction Entrances. 2 — install Sediment Basin. 3 — install Silt Fences. ' STORMWATER MANAGEMENT CONSIDERATION ' Changes to parking areas will increase peak runoff. Compliance with this narrative and accompanying plan, the design will be in accordance with the county and state guidelines. ' PERMANENT STABILIZATION Permanent stabilization shall be applied to denuded areas immediately after final grade is achieved on any portion of the site. Temporary soil stabilization shall be applied within seven ' days to denuded areas that may not be at final grade but will remain undisturbed for more than 30 days. Permanent stabilization shall be applied to areas left dormant for more than one year. Seeding shall be conducted in accordance with the latest edition of the Virginia Erosion and ' Sediment Control Handbook. Permanently seeded areas shall be protected during establishment with straw mulch. Hydro -seeding also requires straw mulch protection. MAINTENANCE In general, all erosion and sediment control measures shall be checked daily and after each rainfall. The following items shall be checked in particular: ' 1. The silt fence and temporary construction entrances shall be checked for undermining, deterioration, and functioning ability. 2. All seeded areas shall be checked for adequate growth. If adequate growth is not evident, the area shall be re -seeded to prevent the soils from eroding. ' 3. It is difficult to see where the edge of roadway is due to the utility casement. A fire hydrant is required within 300 feet of all points of the stricture by Frederick County Code. I have indicated a preferred location if it will not be subject impacts. Fire Lane markings and signs will be required to ensure emergency vehicle access to the structure. Sheet C-3 shows the edge of the roadway. A fire hydrant was placed in the location where you proposed. See sheet C-4, note 8 on fire lame markings and signs. 2. Parking has not been clearly identified on the plan only that they exist. The existing and proposed parking has been identified on sheets C-3 and C-4. 18 spaces are to be added, including 6 handicapper! spaces. 3. The International Building Code requires an automatic sprinkler system for a fire area exceeding 12,000 square feet or where the occupant load exceeds 300 persons.
