application. The Department of Planning & Development will review the application to ensure that it is
complete prior to accepting it. If any portion of the application is not complete, it will be returned to the
applicant(s).
(1) One (1) set of approved comment sheets are required from each relevant review
agency prior to final approval of a site plan. It is recommended that applicants
contact the Department of Planning & Development to determine which review

Hi Marie,
I conducted a site inspection today (Nov. 29th) for the landscaping at the Allied
Systems site on Route 50 as well as the self storage site. I noted the following
that need to be replaced:
-Truss Plant/Main Building - 10 evergreen trees (dead or missing)
-Self Storage Site - 6 evergreen trees (dead) and 8 deciduous trees (dead/broken)
Please let me know when these trees have been replaced and I will conduct another
inspection. Please let me know if you have any questions.

Dear David:
Planning Staff has reviewed the above -referenced site plan to determine if administrative approval can
be granted. At this time, administrative approval cannot be granted. This site plan is denied until the
issues in this letter, as well as all issues of the other review agencies, have been adequately addressed.
Please review Staff s comments listed below and then prepare a revised site plan which adequately
addresses each concern.
Review Comments:
1) Perimeter Landscaping. The perimeter landscaping requires one tree per 2,000 sq. ft. of impervious
surface for the first 100,000 sq. ft. and one tree per 5,000 over 100,000. The plan calls for a total of 65
trees for perimeter landscaping. However, if there are 298,450 sq. ft., that would calculate to 90 perimeter
trees.
2) Plant List. The plant list states that 48 maple trees are required. Please change this to reflect the actual
number of required trees, and show the hedge plantings that will be used. Also, please revise the plan to
reflect the trees required.
After you have revised the site plan, please resubmit one copy so that I may verify the information
contained on the plan. Do not hesitate to contact me if you have any questions or concerns regarding this
letter.

Dear Mr. Lellock:
The Frederick County Department of Planning and Development administratively approved the above -
referenced plan on November 21, 2003. The site plan meets all requirements for development in the M1
(Light Industrial) Zoning District. Below is a list of the primary improvements of this development:
• Construction of a 40,000 square foot industrial building for warehouse/manufacturing use
• Construction of an 11,000 square foot building for storage
• 59 paved parking spaces, including two handicapped accessible
• Planting of 48 trees to provide parking lot landscaping
• Planting of 116 evergreen trees to provide complete screening of outdoor storage areas
• Curb, gutter, and paving of all loading areas, maneuvering areas, and travel aisles
Construction and completion of Arbor Court, as shown on the proposed site plan for this project, is required
prior to issuance of an occupancy permit for the proposed buildings. Also proposed with this development
is an outdoor storage area. Prior to use of that designated area for outdoor storage, the proposed evergreen
landscaping must be installed and inspected by Planning Department staff to ensure adequate screening.
I am providing you with three copies of the approved site plan. Please forward these to the appropriate
representatives. Furthermore, please advise the owner that a copy should be kept for future reference and
an approved copy must be kept on the construction site throughout the development process. Once site
.development is complete, the owner should contact this office to schedule an on -site inspection. This is
required prior to the issuance of an occupancy permit by the Department of Building Inspections.

Dear Sir/Madam:
We have reviewed the information provided on the referenced project. Based on this information
the following comments are offered:
1. Due to the close proximity to the airport runway FAA form 7460-1 must be filed with the
Federal Aviation Administration for review and comment. Upon receipt of the FAA Air
Space Determination Study, please forward a copy to my office for final review and
comment on behalf of the Airport.
2. All outdoor lighting should be shielded type to prevent light pollution to approaching or
departing aircraft.
3. Twenty-four hours prior to all crane operations, coordination must be made with David
Foley, Winchester Airport Operations Supervisor, in order to ensure coordination with
the Dulles approach center.
4. Due to the proximity of the site to the approach zone for Runway 14, outside burning
should be prohibited if possible and debris removed from the site. Should burning take
place, coordination with Airport Operations Supervisor must be made twenty-four hours
prior in order to allow ample time to notify Dulles approach center.

This is to acknowledge receipt of your revised plans dated October 13, 2003 for the referenced
project. The plans appear satisfactory and are approved. Please advise the developer
accordingly. Please provide six (6) sets of approved construction plans with signed seal for
VDOT distribution.
I offer the following comments:
• A preconstruction conference be held by the engineer and/or developer with the attendance of
the contractor, various County agencies and VDOT prior to initiation of work.
• Materials used and method of construction shall apply to current observed VDOT Road &
Bridge Specifications applicable during construction of this development.
• Our review and comments are general in nature. Should conditions in the field exist such
that additional measures are warranted, such measures shall be completed to the satisfaction
of the Department prior- to inclusion into the Secondary Road System.
• All drainage is to be carried within the right-of-way in ditch lines or gutters along the street to
a pipe or drainage easement.
• The contractor shall notify VDOT when work is to begin or cease for any undetermined
length of time. VDOT will also require 48 hours notice for inspections.

• Since this project does not directly access a VDOT facility, a land use permit is not required.
Care should be exercised at the point of access to the VDOT facility; no trash or mud debris
should be left on road surfaces.
• Any entrances constructed fi-om the referenced street(s) sliall meet VDOT minimum
standards. This is the developer's responsibility.
• Any signs to be installed will be in accordance with attacluments.
• I suggest any utilities and/or storm sewer- placed within the proposed right-of-way be
backfilled completely with C.R. Type 21-B Stone. This will greatly reduce the possibility of
any pavement settlement.
• A copy of any/all RECORDED PLATS of dedication to public use (the County of
Frederick) for drainage easements or additional right-of-way required for implementation of
this proposed project should be provided for VDOT review prior to issuance of any land use
pen -nit.

In response to the comment letter dated August 6, 2003, regarding the above referenced project, we
offer the following:

with floor area to lot area calculations. The Zoning Ordinance
FAR requirement for the M1 Zoning District is 1.0. Please revise
Sheet 1 to provide this calculation.

(evergreen) trees. An additional symbol representing the evergreens
was added to the plans.
S. Comment: Staff notes that you are proposing 2.S-inch caliper trees which is
more than the 'Zoning Ordinance requirement of two foot [inch]
caliper. At the time of site development, it will be required that

Upon review of the subject site plan, we offer the following comments:
1) It will be necessary to verify the adequacy of the downstream property to
determine if the off -site channel can adequately accommodate all of the point
source discharges proposed to drain through this area.
2) Provide a geotechnical report which includes all recommendations related to the
compacted fill on the site. The plans indicate that several units will be located over
the proposed 36 inch RCP storm sewer. Submit a certification letter from a
geotechnical engineer which indicates that little to no settlement will occur under
all of these foundations.
3) Indicate the 100-year storm backwater elevation created from the installation of
the proposed 36 inch RCP storm sewer as well as the existing elevation on the
plan. It will be necessary to ensure that no increase in the elevation will occur
from the installation of the storm sewer pipe.
4) Provide a benchmark indicator on the plan as a reference point based on the mean
sea level.
