application. The Department of Planning & Development will review the application to ensure that it is
complete prior to accepting it. If any portion of the application is not complete, it will be returned to the
applicant(s).
(1) One (1) set of approved comment sheets are required from each relevant review
agency prior to final approval of a site plan. It is recommended that applicants

Dear Mr. Tweedie:
The Frederick County Department of Planning and Development administratively approved the above -
referenced plan on August 6, 2003. The plan meets all requirements for development in the B2 (Business
General) Zoning District. Below is a list of the primary improvements of this development:
Phase 1:
• Construction of a carwash to include six bays
• Renovation of the existing house for use as office space and an apartment
• Thirteen Paved parking spaces
• Planting of 15 shade trees and 97 shrubs
Phase I
• Construction of a three -bay Automotive/Lube Service center
• Twelve Paved parking spaces
• Planting of ten shade trees and 20 shrubs
You have indicated a third phase of development for the site that will require an additional site plan. Curb
and gutter along the southern parking lot and travel aisle will be required at that time. I am providing you
with eight copies of the approved site plan. Please forward these to the appropriate representatives.
Furthermore, please advise the owner that a copy should be kept for future reference and an approved copy
must be kept on the construction site throughout the development process. Once site development is
complete, the owner should contact this office to schedule an on -site inspection. This is required prior to
the issuance of an occupancy permit by the Department of Building Inspections.

13. Landscaping calculations should be based on current Zoning Ordinance requirements; they
should be reflected on Sheet 8 and in the information table on Sheet 1. Please find enclosed
a copy of relevant sections of the Zoning Ordinance. The number of required parking lot
trees should be based on the amount of impervious surface for the entire site.
14. Remove the landscaping maintenance narrative on Sheet 8.
15. A hedgerow should be provided to shield parking located on the south side of the site and
also along Route 7.
16. Note that a Category A buffer is required against the M1 adjoining property. It appears to be
provided on the site plan, Sheet 8, but is not labeled as such.
17. Note that any areas of the site not used for buildings, structures, parking, loading, or
driveways should contain a groundcover of grass, trees, and flowers. This should be clearly
noted on the site plan.
18. Curb and gutter should be provided around the perimeter of all parking areas.
19. Please provide the location of all improvements necessary to meet the fire code requirements;
this includes fire hydrants, required bollards, and fire lanes.
20. A site plan fee is required before this site plan can be officially accepted.

Dear Niki:
Upon review of the subject site plan, we oiler the following comments:
1) It will be necessary to verify the adequacy of the receiving channel located below
the proposed curb cut along Route 7. it should be designed to accommodate a ten
(10) - year storm event. In addition, it will be necessary to ensure that no erosion
will occur over the slope located along Route 7.
2) Storm sewer line #S-7 indicates the use of a 45 degree bend. Because of the
potential for clogging, Frederick County does not permit the use of a bend. It will
be necessary to use either a manhole or a drop inlet for this location.
3) Verify that the channel which is located below sU-uctures three and five will not
erode from the stormwater that flows through it to the proposed stormwater pond.
4) Stormwater drains from the proposed entrance toward Cole Lane. Therefore,
indicate the flow path and verify that an acicquate channel exists to accommodate
the stormwater drainage from the entrance road and Cole Lane to flow into the
roadside ditch.
5) Provide a detail for all inlet protection in accordance with VESCH Standard 3.07
and 3.08. Silt fence is inadequate for inlet protection and therefore, can not be
utilized.

all of our earlier review comments have been satisfactorily addressed. Please advise the owner
of our approval. Also please provide three (3) sets of approved construction plans with
signed seal for VDOT distribution.
The appropriate land use permit may now be applied .for to cover work within the Route 762,
Cole Lane, right-of-way. The permit is issued by this office and will require a minimum
processing fee, surety bond coverage, and the salary & expenses of a State assigned Inspector. A
copy of any/all recorded plats of dedication for drainage easements or additional right-of-way
required for implementation of this proposed project should be provided to VDOT prior to
issuance of any land use permits. Dedication should be made to the Commonwealth of Virginia.
Once satisfactory application has been made, a permit will normally take approximately thirty
days to process and issue. Should you have any questions, do not hesitate to call.

This letter confirms our approval of the site plan for the proposed car wash site as reviewed in our
meeting of earlier this morning. This site is more particularly described as parcels 1 & 2 of Ash
Hollow Industrial and is situated at the southwest corner of Berryville Pike and Cole Lane As
stated by Randy Ritter (Section Leader — Maintenance & Construction at Shenandoah Gas), we
wish to be notified prior to excavation. In particular, when crossing our 6" wrapped steel
transmission main, please provide advance notice of (48) hours, as we will arrange to have an
inspector onsite while the utility crossing is performed.
We commend you in your effort to plan the site with consideration to protecting the cover on our
existing underground transmission facility.
