The Frederick County Department of Planning and Development administratively approved the above -
referenced plan on August 18, 2003. The plan meets all requirements for development in the B2 (Business
General) Zoning District. Below is a list of the primary improvements of this development:

Relocation of 12 parking spaces for office use
I am providing you with eight copies of the approved site plan. Please forward these to the appropriate
representatives. Furthermore, please advise the owner that a copy should be kept for future reference and

development is complete, the owner should contact this office to schedule an on -site inspection. This is
required prior to the issuance of an occupancy permit by the Department of Building Inspections.

Building additions shall comply with The Virginia Uniform Statewide Building Code and Sections
311, Storage, 304, Business of the BOCA National Building Code/1996. Other Code that applies
is CABO Al 17.1-92 Accessible and Usable Buildings and Facilities.
Please note section 1110.2.1 exception # 1 (the ADA 20% rule for additions and renovations)
The building shall comply with table 503 for Height and Area for type of construction or have
Fire Walls per section 707 ofBOCA-
Section110.1.3 of The VUSBC requires Asbestos Inspection Prior to Permit Issuance of
renovated structures built prior to January 1985.
Design Professional lic. in VA shall seal the structural plans submitted for permit application and
special inspection requirements of Chapter 17 of BOCA shall apply to this type of structure.

Dear Mr. Tweedie:
We have reviewed the,information provided on the referenced project. Based on this information
the following comments are offered:
1. Since the proposed addition is on the far side of an existing structure and do not appear
to exceed airspace height restrictions, FAA form 7460-1 will not be required to be filed.
2. All outdoor lighting should be shielded type to prevent light pollution to approaching or
departing aircraft.
3. Twenty-four hours prior to all crane operations, coordination must be made with David
Foley, Winchester Airport Operations Supervisor, in order to ensure coordination with
the Dulles approach center.
4. Due to the proximity of the site to the approach zone for Runway 14, outside burning
should be prohibited if possible and debris removed from the site. Should burning take
place, coordination with Airport Operations Supervisor must be made twenty-four hours
prior in order to allow ample time to notify Dulles approach center.

Dear Mr. Tweedie:
Thank you for the recent submission of the above -referenced site plan. I have completed a review of the plan
and would like you to address a few issues in a revision. I have enclosed a red -lined copy of the site plan
to clarify the concerns of staff. Please note the comments I have made below:
Correct the adjoining Fletcher property zoning information; the correct zoning is B3 (Industrial
Transition.
2. The setback information table on Sheet 1 should be revised to include existing building setbacks
and proposed setbacks with the building additions.
3. Add setback information on the site plan for the existing structures on the property.
4. Show existing parking in front of the building that is to be removed.
5. Indicate the location and dimensions of all proposed signs on the site, including business and
directional signs.
6. Provide existing outdoor lighting located on the site; upon inspection of the site, existing light poles
located in the front display parking lots are not shown on the site plan.
7. Show the location of all existing dumpsters located on the site on the site plan and provide
appropriate screening as required by the zoning ordinance.
8. Please indicate the use of the gravel, fenced area behind the building.
9. Provide the height of all buildings and structures on the site plan.
10. Square -footage information should be provided on the site plan for each additional proposed
building.
11. Provide loading space calculations and provide required loading spaces on the site.

12. Indicate in the parking calculations that the calculation of one per 400 square feet was based on the
requirements for motor vehicle sales.
13. A landscaped island should be provided at the end of the proposed parking bay in front of the
proposed building addition.
14. Label whether or not the eight proposed spaces in front of the proposed addition are for display
parking or not.
15. Note any environmental features, woodlands, floodplain, or steep slopes on the property. If there
are none located on the property, provide a statement to that effect.
16. Landscaping calculations should be based on current Zoning Ordinance requirements. The number
of required parking lot trees should be based on the total amount of impervious surface for the entire
site.
17. A hedgerow should be provided to shield parking located on the southeastern side of the parking lot.
18. The 12 parking spaces proposed for designation as office use should be relocated to be flush with
the curb and gutter and landscaped island at the end of the parking bay.
19. Please provide the location of all improvements necessary to meet the fire code requirements; this
includes fire hydrants, required bollards, and fire lanes.
20. A site plan fee is required before this site plan can be officially accepted.
After you have revised the site plan, please resubmit one copy so that I may verify the information on the
plan. I will then need all approved review agency comments and five copies of the final site plan for
approval. Comment sheets are required from the following agencies:
