The plans appear satisfactory and are approved. Please advise the developer accordingly. Please provide six (6) sets of approved construction plans with signed seal for VDOT distribution. This approval is contingent upon use of VDOT IIM-LD-158.9 dated March 8, 2005 to establish preliminary pavement structure for crossover and left turn lane. A traffic signal installation agreement should be drafted by owner/developer at 100% of the cost of installation to be borne by owner/developer. I offer the following comments: • A preconstruction conference be held by the engineer and/or developer with the attendance of the contractor, various County agencies and VDOT prior to initiation of work. • Materials used and method of construction shall apply to current observed VDOT Road & Bridge Specifications applicable during construction of this development. • Our review and comments are general in nature. Should conditions in the field exist such that additional measures are warranted, such measures shall be completed to the satisfaction of the Department prior to inclusion into the Secondary Road System. • All drainage is to be carried within the right-of-way in ditch lines or gutters along the street to a pipe or drainage easement. • The contractor shall notify VDOT when work is to begin or cease for any undetermined length of time. VDOT will also require 48 hours notice for inspections. • The appropriate land use permits shall be obtained before any work is performed on the State's right-of-way. The permit is issued by this office and will require a minimum processing fee, surety bond coverage, and the salary & expenses of a State assigned Inspector. • Private entrances will be installed in accordance with VDOT Standard CG-11. This is the developer's responsibility. • Any entrances constructed from the referenced street(s) shall meet VDOT minimum standards. This is the developer's responsibility. • I suggest any utilities and/or storm sewer placed within the proposed right-of-way be backfilled completely with C.R. Type 21-B Stone. This commercial project is a B-2 Zoning District by - right use, with no planned subdivisions nor public streets. Since the Board has not participated in a plan review exercise and may not be fully aware of the scale of this significant economic project, staff offers the following project description. Please contact staff should you have specific questions about this project. Staff continues to work Nvith the applicant to secure the prerequisite site plan approval for these by -right commercial uses. Provide the height for each of the buildings in the development. On the cover sheet the maximum height is specified as 60'. Only hotels and general office buildings ill the B2 call be GO'; all other uses must conform with the 35' requirement. Response: Maximum height for the 132 Zoning District has been provided on sheet 1. A following note has also been provided: "All building heights shall conform to Section 165-83 on the Frederick County Subdivision and Zoning Or(linance". Comment 12: Loading .Spaces. Many of the retail buildings are shown without loading spaces. Retail sites require one loading spruce for- the first 10,000 square feet of floor area. Sidewalks are shown around some of the road corners. Sheet 29 of 28 ('"that should be revised also) shows the locations of the proposed light poles; a detail of these types should be shown also. the total mounting height of some of these poles is shown to be 37'. Tltis needs to be revised because the maxintuun lteiglut in the B2 is 35'. Als•o, shorten• lights are suggested because of its proximity to Route 7 and interstate 81. Bank Area Comment 17: Stacking, Distance. The Zoning Ordinance requires a minimnun 90' stacking distance; this stacking distance steeds to be met for each latte. Shade the stacking area for the batik drive through areas and label the distance for each. Response: The 90' minimum stacking distance has been provided for each chive lane as noted. See sheet 7. Comment IS: Conct•ete Walkways. Label the ivaikways and widths oil the batik site and distinguish it from the grass areas. Response: Revised as noted. See sheet 7. The bardc site will be difficult to enter because of the large amount of traffic that will be utilizing the new road through the development. A left turn lane needs to be provided so that traffic that is stopped to enter the bank will not interfere with traffic going straight. 23) Stop Sian. Provide a stop sign at the exit to the bank. 24) Traffic Arrows. When vehicles enter the bank site there is only a traffic arrow pointing to the right. This arrow needs to be revised to show a right/left arrow for vehicles that want to enter the main bank facility so that they realize that they don't have to drive around the bank. Retail Buildings A-6 and A-7. 25) Dumpster Screening. The dumpsters for these sites are shown with bollards.
