Perkins: On behalf of Don Beyer Volvo, we are requesting your review and approval of a field revision to the ADA access to the approved Site Plan #13-05 Titled "Don Beyer Site Plan" as prepared by Dewberry an approved February 7, 2006. The proposed revisions are sketched on copies of sheets 1 and 2 of 15. Due to field conditions and an on -site meeting with .John Trenary of the Inspections Department on Thursday November 9`t', the owner is making some field revisions: 1. removal of all parking spaces in the common area between the two proposed buildings, and 2. placing a sidewalk accessing the northern building on its northern side, and 3. adding a I -IC parking space to the I -IC parking bay on the southern building. These changes are depicted on the attached sheets. The changes impact the Final site parking tabulation. There is a resulting tabulation of 199 parking spaces provided. Thcre is a I -IC parking space reduction from 6 spaces to 5 spaces as a result of these changes. All 5 required I -IC spaces for the project are still being accounted for. The required number of parking spaces is only 109 for the site and will reduce the additional spaces available on -site, after meeting the required 109 spaces, from 98 to 90. Both I -IC and regular parking criteria are still met with the changes proposed in the Field and do not impact any site zoning requirements. We are forwarding the revised pages to the Inspections and the Planning Departments for your records. We will be following up with the hnspections department on the adequacy of the slope of the new sidewalk for ADA accessibility. We understand through our conversations with the Inspections Department that these revisions satisfy the concerns they have raised. The site consists mostly of flat terrain with some local relief provided around the perimeter. It is on this perimeter that three stormwater management (SWM) ponds are proposed. This project will also include the following: ■ 1 - water system that connects to an existing 8" stub approximately 330' south of the site. ■ 2 — 4" sanitary laterals connecting to an existing 8" sanitary sewer line located on site. ■ 3 - storm inlets and associated storm sewer discharging into the stormwater management (SWM) pond A. The report provides the computations used to support the design of the storm drainage system, swm ponds, temporary erosion and sediment control, and water system. A narrative is provided with each system to describe the design approach used. Computations are provided after the respective narratives. Storm Sewer and Inlet Design The storm sewer system has been designed to control the 10-year storm event while the storm inlets have been designed to control the 2-year event. All drainage areas are assumed to be fully built out to ensure that the storm sewer system can handle future development. The storm sewer system discharges through two outfalls into Pond A. They discharge a combined total of 18.24 cfs into Pond A. This water is then detained and released at pre - developed conditions or less. ' Hydrology for storm sewers and inlets is calculated using the Rational Method. Therefore, quanity control is achieved by reducing the post -development discharges below pre -developed levels for the 2, 10 and 100-year storm. A summary of discharges is provided at the beginning of the ' calculations. The calculations for the SWM pond consist of pre -development, post -development and reservoir ' routing hydrographs, plus summary sheets for the 2, 10, and 100-year design storms and a reservoir report with stage/storage/discharge tables and outfall information. The barrel outfall is as indicated on the plans. The calculations were performed using the "Hydraflow Hydrographs" computer program by Intelisolve. This program utilizes the SCS TR-55 / TR-20 methodology, as well as analyzing the outfall barrel under both inlet control and outlet control. This will include excavating to elevation 735, Two feet below the permanent pool and outfall elevations (elevation 737.) to provide sediment storage (wet storage), as indicated on the plans. In addition, sediment shall be removed when the wet storage area has become half full, as indicated on the plans. The calculations indicate this sediment storage volume to be 24,848 cu. ft. which equals 4,254 cu. yd. The drainage map shows 10.7 acres draining to the site from Horton's Nursery across the street, but due to the undersized 15" culvert in front of Horton's, not all of the water generated from the Horton site can get through this existing 15" pipe. It is at this point that the flow splits with 14.4 cfs directed south on Rte. 11, while 7.7 cfs goes through the existing 15" pipe onto the Don Beyer ' Volvo site. Two temporary sediment traps have been designed for areas not captured by the temporary asediment basin, and are indicated on the plans. Upon final stabilization of the project the traps and sediment basin #2 shall be removed and the areas stabilized. We offer our responses to your comments dated 03/29/05. Comment: Magisterial District. This site is located in the Shawnee Magisterial District, not Back Creek. Response: The dnstlTct names have been revised. 2. Comment: Entrances and Alignment. The 2003 Comprehensive Policy Plan identifies this portion of Route 1 1 as a bLISi11CSS corridor and attempts to I11111t the IlLImbcr of entrances onto Route 1 1 . Accessory repair is generally associated with automobile dealerships; however, there does not appear to be any service bays on the buildings. If there are any service bays associated with these buildings they need to be shown along with the corresponding parking calculations. Response: The service bays are now shown on the plan. This site plan needs to state if wall -mounted Or light poles will be used. Also, if poles are being used through the parking lot, the locations need to be shown, the notation on Sheet 1 also needs to state that all outdoor lighting will be shielded to prevent glare oil road right-of-ways and adjoining properties. At this time, administrative approval cannot be granted. This site plan is denied until the issues in this letter, as well as all issues of the other review agencies, have been adequately addressed. Please review Staff s comments listed below and then prepare a revised site plan which adequately addresses each concern. Review Comments: 1) Magisterial District. This site is located in the Shawnee Magisterial District, not Back Creek. 2) Entrances and Alignment. The 2003 Comprehensive Policy Plan identifies this portion of Route 11 as a business corridor and attempts to limit the number of entrances onto Route 11. It is suggested that the northern entrance be eliminated (or made a right -out only) and the southern entrance be relocated to align with the existing entrance across Route 11. Also, please note that if this portion of Route 1 1 has a 451nph speed limit, the entrance spacing requirement is 200'. 3) Sneed Limit. Show the speed limit for this section of Route 11. 4) Sianaae. The location for any proposed signage needs to be shown on the site plan. Also, the 2003 Comprehensive Policy Plan states that only monument -style signs be used along the Route 11 commercial corridor. Please clarify if VDOT needs additional right-of-way for Route 11. 6) Utilities. On Sheet 1 of 14, under general notes, provide a note that all utilities will be located underground. On Sheet 2 of 14, label the water line that enters the back of the building. 7) Automobile Repair. Accessory repair is generally associated with automobile dealerships; however, there do not appear to be any service bays on the buildings. If there are any service bays associated with these buildings they need to be sho,,vn along with the corresponding parking calculations. 8) Adjoining Properties. The adjoining properties located across Route 1 1 need to be labeled. Also, the adjoining information for 75-3-20 is incorrect. 9) Setbacks. Please show the front 50' BRL in a darker font and show the five foot parking lot setbacks. 10) Outdoor Lighting. On Sheet 1 of 14, note 9 states that outdoor lighting fixtures to be designed by others. This site plan needs to state if wall -mounted or light poles will be used. Also, if poles are being used through the parking, lot the locations need to be shown. The notation on Sheet 1 also needs to state that all outdoor lighting will be shielded to prevent glare on road right-of-ways and adjoining properties. 11) Floor to Area Ratio. On Sheet 1 of 14, the general notes state that the FAR is 1.0. This is the maximum allowed. Provide what the FAR is for this site. 12) Dumpster and Screening. The dumpsters on the site must be screened by a six foot opaque board -on -board fence with a gate. Provide a detail on Sheet 13 for this screening. 13) Loading Spaces. The size of loading spaces are labeled incorrectly; revise the text to show 12' x 45' not 12' x 15'. Also, concrete tanks are proposed behind these loading spaces. It appears that these loading spaces are not easily accessed, as trucks will have to parallel park. The tanks need to be relocated to allow trucks to access these loading spaces easily. 14) Perimeter Landscaping. A hedge row needs to be placed along the parking spaces by the southern and eastern portions of the property. Also, the hedges are proposed as being four feet o.c. It is recommended that three feet o.c be used because this must be a continuous opaque hedge. 15) Landscaping Tabulations. Provide the impervious area of the site (0); it has been left blank. Also, under #6, there are two typos. Under the planting schedule, VIbUl'nUI71 is only allowed for ornamental landscaping, not screening, and Amur Maples are not on the approved list. If a maple is still desired, please consider Red, Sugar or Freeman Maples. 17) Landscaping Notes. Under the notes, state that all plantings will conform with §165-36B of the Frederick County Zoning Ordinance, Planting selection, planting procedure, and maintenance. 18) Special Limited Power of Attorney Form. Please have the property owner sign the attached Special Limited Power of Attorney Form prior to further review or approval. This form should be notarized and completed to grant the applicant (you) with authorization to represent them for this site plan. After you have revised the site plan, please resubmit one copy so that I may verify the information contained on the plan. I will need all approved review agency comment sheets and at least five copies of the final plan for final administrative approval.
