application. All required information must be submitted prior to the final approval of any site plan.
The Department of Planning and Development will review the application to ensure that it is complete.
If any portion is not included or complete, the site plan application will not be accepted and returned
to the applicant(s).

I understand that the Greenwood Road Church is seeking to get a final
CO, and their bond released. I further understand that the single issue
on site deals with parking lot striping/curbing. I suggest that if the
sole issue is the curbing (raised island), then we ought to just allow
them to stripe the island. Once striped, we could sign CO. Then they
could request that the bond be released.
Please let me know if other issues are on involved. Otherwise, I
suggest we contact the church to let them know that if the island is
striped, we'll proceed accordingly.

To confirm our conversation of the morning of February 13, 2002, the Greenwood United
Methodist church would request to reduce -the stone base oT our parking lot from the 8 inches
as shown on our site plan to 4 inches with 2inches of asphalt covering this base. Our existing
parking arqa-Tis-composed-of =pacted yellow hale.'We-feel -that this existing base and 8
inches of gravel would be excessive.
We will proceed to pave our fire lanes, entrance and exit ways, handicap parking areas and
parking lot with-4 inches of stone and-2-inches of asphalt.

Dear Steve:
The Frederick County Department of Planning and Development administratively approved the above -
referenced revised site plan on October 12, 2001. The site plan is approved for the following new
improvements:
• The, construction of a 25'x50' pavilion
• The construction of a 25'x50' fenced in playground
• The change of use of the church addition to an independent preschool
• The location of a business sign for the preschool. Note: A sign permit must be approved prior to
installation showing, exact -dimensions and details of the sign.
I am providing you with three copies of the approved site plan. Please forward these approved plans to the
owner and advise the owner to keep an approved copy for their files. Furthermore, the owner should ensure
that an approved copy is maintained on the construction site throughout the development process. Once site
development has been completed, the owner should contact this office to schedule an on -site inspection.

Re: Comments from Zoning and Planning in regards to Greenwood United Methodist Church
new addition.
On August 17, 2001, at approximately 1:30 pm, I spoke to Mr. Jeremy Camp of the Frederick
County Zoning and Planning Department regarding the Greenwood United Methodist Church
new addition. Mr. Camp was under the impression that new addition will be used as a day care.
1 informed him that it would be used as a preschool. He stated that this creates a parking problem
since there will be two use groups occupying the building. According to zoning codes, parking
must be provided for both use groups based on the number of occupants for the church and
preschool. For example if the number of occupants for the church is 123 and the number of
occupants for the preschool is 60, the parking count on the site plan (in accordance with code)
should indicate a total of 56 parking spaces. As of now, it is currently indicating 41 parking
spaces based on the church occupancy on the current site plan. I explained to Mr. Camp that the
preschool is independent from the church and will not be occupied during church hours. Because
of this, Mr. Camp said he would allow the parking count of 41 spaces to remain with the
following changes:
• Change the word "New Addition" on the site plans to "Proposed Preschool".
• Indicate on the site plan, the hours of usage for both the Church and the Preschool.
• Indicate on the site plan that the Proposed Preschool building is only being used as
a preschool and not a daycare center.
• Add to the parking calculations the required occupant per parking for the
preschool. The total occupancy for the preschool is 60 therefore the parking ratio
is 1 to 4 and would need 15 parking spaces.
• Submit to the Zoning Department a copy of the forms of approval from the
following agencies indicating the usage of the building (in other words it is being
used for a preschool).

I did mention to Mr. Camp, that the church would occupy the preschool during Sunday services
and during Sunday school. Mr. Camp said that the more information we indicate on the site plan
the less confusion there would be.

On behalf of Greenwood United Methodist Church, I affirm our committment to
complete the required site work on our property as approved for our reconstruction by
August 31, 2002. This committment has been discussed verbally and is financially
secured by a $35,000 performance bond. Our site plan (# 23-00) was approved on
10/10/00 by Ms. Amy M. Lohr and by Mr. Evan A. Wyatt.
We request that a temporary occupancy permit be issued at this time and will request a
permanent occupancy permit when we complete our site work, some of which depends
on the Virginia Department of Transportation schedule in regards to the widening of
Greenwood Road that required the demolition of our original sanctuary, built in 1856,
and relocation of our entrances and driveways.

The purpose of this memo is to record the revisions approved for the above -referenced site plan
regarding changes to the building footprint. The resubmitted site plan delineates a 4 foot addition to
the width of the sanctuary. The front setback is not further encroached upon. The side setback is
reduced to 89 feet, which is still well below the required 15 foot minimum. The additional square
footage does not result in additional seats in the sanctuary; therefore no additional parking is required.

of Public Works to ensure that the dollar figure is appropriate.

Dear Mr. Bonner:
I have had the opportunity to review the above referenced site plan submitted to our department on
May 3, 2000. The following comments should be addressed and included in a revision of this site
plan. The submitted plan is also marked with these comments.
1. Under the zoning administrator's approval, please provide a statement specifying that the site
plan is valid for five years from the date of approval.
2. , Please note that the location map should have a scale and should clearly identify the subject
parcel(s) associated with the site plan.
3. Please note that the subject parcels, as well as all adjoining parcels, are zoned RP
(Residential Performance). In addition, please note that Parcel 55-13-5 is actually Parcel 55-
3-5.
4. Please delineate the appropriate setbacks for the RP Zoning District. Specifically, a front
setback of 35 feet, side setbacks of 15 feet, and a rear setback of 50 feet applies.
�5. Please delineate the height and location of all signs, including those which alert motorists to
the one-way entrance proposed for the site. "Do Not Enter" signs may be appropriate as well
as pavement markings to indicate the flow of traffic.
6. Please provide information regarding all outdoor lighting for the site. If outdoor lighting is
proposed, please provide the location and specifications for such lighting. In addition,
provide a statement specifying that outdoor lighting shall not cast light onto adjoining
properties.
7. Please specify the dimensions of all proposed entrances from public right-of-ways.

plan, please provide a statement ensuring the underground placement of all new utilities.

in the church sanctuary. Please ensure that the information stated on the site plan meets this
requirement of one parking space for every three seats. In addition, a total of 52 regular
parking spaces requires three handicap parking spaces instead of two.

12. It does not appear as though any handicap ramps are provided. Please show the location and
dimension of handicap ramps. In addition, please note that handicap spaces must be paved
in accordance with ADA regulations.
13. Please note that the zip code specified in the project title (2260 1 ) does not correspond to the
zip code specified in the owner information (22602). Please ensure that this information is
consistent.
14. Please be advised that a lot consolidation should occur and must be accomplished before a
Certificate of Occupancy can be granted for the new building.
15. In the RP (Residential Performance) Zoning District, parking lots must be paved and curb
and gutter must be supplied. Given the sizable expansion of the parking lot, staff is of the
opinion that paving of the parking lot is necessary for this site. However, curb and gutter
will not be required.
16. In the RP Zoning District, all parking lots must be landscaped with appropriate plantings.
Perimeter parking lot landscaping is required in the form of one shade tree per 40 feet of

^o„:1 perimeter parking. Interior landscaping must be provided in the form of one shade tree for
every 10 parking spaces. It appears as though 16 shade trees will be required. Please include
a planting schedule with the following information: plant symbol, quantity, common name,
botanical name, size at time of planting, and any other necessary comments.
�- 17. Please provide a three -foot -high evergreen hedge, fence, berm, or wall to prevent headlights
�1A from shining onto adjoining residential properties. Please refer to the mark-up plan for
information regarding the location of this requirement.

permit will need to be applied for and issued to cover said work. The permit is issued by this office
and requires a fee and surety bond coverage.
Once satisfactory application has been made, a permit will normally take approximately thirty
days to process and issue. Should you have any questions, do not hesitate to call.

Dear Mr. Bonner:
Upon review of the subject site plan, we offer the following comments:
1. Show existing and proposed grades for the proposed site.
2. Provide erosion and sediment control measures for the site including but not limited to:
construction entrance and silt fence.
3. Provide drainage calculations for the site indicating the pre and post -developed run-off for
the site. The calculations may indicate that a drainage channel may be required to drain the
increased run-off down the slope towards the drainage divide west of the site.
4. Place a note on the plan indicating that prior to commencing site grading work, a land
disturbance permit shall be obtained from the Frederick County Public Works Department.
Once these comments are addressed, submit two (2) copies of the site plan for further
review. If you have any questions, do not hesitate to contact me.
