SITE PLAN CHECKLIST
The checklist below indicates all the information that needs to be submitted as part of the site plan
application. All required information must be submitted prior to the final approval of any site plan.
The Department of Planning and Development will review the application to ensure that it is complete.
If any portion is not included or complete, the site plan application will not be accepted and returned
to the applicant(s).
Site Plan Package
1. One set of approved comment sheets are required from the following review
agencies prior to final site plan approval. It is recommended that applicants contact
the Department of Planning and Development to determine which review agencies
are relevant to their site plan application.

Dear Austin:
The Frederick County Department of Planning and Development administratively approved the above -
referenced site plan on August 14, 2000. This site plan, for a 14,000-square-foot office and warehouse
facility, meets all County requirements for development within the B3 (Industrial Transition) Zoning
District. Specifically, the office area will comprise 4,000 square feet of the building, while the warehouse
component will occupy the remaining area. Thirty-eight (38) parking spaces have been provided,
including two handicap accessible spaces. Adequate interior and perimeter landscaping have been
provided in the form of 21 shade trees and a three -foot -tall evergreen hedge to mitigate the impact of
headlights on Welltown Road.
I have provided you with several copies of the approved site plan. Please forward these approved plans
to the owner and advise the owner to keep an approved copy for their files. Furthermore, the owner
should ensure that an approved copy is maintained on the construction site throughout the development
process. Once site development has been completed, the owner should contact this office to schedule
an on -site inspection.

Upon review of the revised site plan received on July 18, 2000, we offer the following
comment:
1. We recommend extending a concrete apron in front of the proposed dumpster pad. This
will prevent pavement failure in front of the pad when the trucks empty the dumpsters.
However, all of our previous comments have been addressed. Therefore, we recommend
approval of the subject site plan. We request that a copy of the final approved site plan be
forwarded to our office for our records.

Dear Austin:
Upon review of the subject site plan, we offer the following comments:
1. Place a note on the plan indicating that prior to commencing site grading work, a land
disturbance permit shall be obtained from the Frederick County Public Works Department.
2. You need to provide a seeding schedule based on the requirements set forth in the Virginia
Erosion and Sediment Control Handbook (vesch) specifications 3.31 and 3.32 for
temporary and permanent seeding respectively. We recommend the use of a seasonal nurse
crop to be included with the permanent seeding schedule.
3. You have indicated using inlet protection at the twin RCP culverts under the existing
entrance. A sediment trap shall be installed at this location to contain the erosion run-off
on -site. The sediment trap shall be constructed in accordance with the Virginia Erosion
and Sediment Control handbook (vesch) specification 3.13. Provide a detail of the
sediment trap on the plans.
4. The construction entrance shall have a wash rack installed in conjunction with the stone.
5. Silt fence needs to be extended as indicated on the marked copy of the site plan.
6. The plan indicates that there is a two (2) foot difference in grades between the outlet of
the proposed 15 inch ADS storm sewer and the invert of the twin RCP culverts under the
entrance. This area will need to be built up with soil and stabilized with rip -rap or a drop
inlet structure will need to be placed so that erosion will not occur at this location.

7. The heavy pavement section depicted on the plans indicates that you are proposing to use
4 inches of SM-2A. Since heavy trucks will be using this area, it is recommended that base
asphalt be placed under the SM-2A to adequately support the heavy truck loads.
Provide apron lengths for all the proposed outlet protection in accordance with vesch
specification 3.18.
Once these comments are addressed, submit two (2) copies of the site plan for further

Dear Austin:
I have had the opportunity to review the above -referenced site plan submitted to our department on April
17, 2000. The following comments should be addressed and included in a revision of this site plan. The
submitted plan is also marked with these comments.
1. In the professional seal and signature box, please change the words "Director of Planning" to
"Zoning Administrator."
2. Please provide the use, zoning, and Property Identification Number (PIN) of the properties to the
north and south of the subject property and across the Interstate 81 right-of-way.
3. Please provide all survey coordinates for the subject parcel. A reduced scale version of the parcel
could be used to depict the survey boundaries and all adjoining property information.
4. Please note that a 50' building restriction setback applies to the portion of the property along
Interstate 81. In addition, Welltown Road is classified as a collector road and, therefore, is subject
to a 35' front setback. Please adjust the site plan and the project information to reflect these
standards.
5. Please ensure that outdoor lighting will not spill onto adjoining properties by providing a statement
to that effect.
6. Please identify the proposed use of the gravel area to the rear of the building.
7. Please state the current use of the existing facility on the site plan.
8. Please provide a FAR calculation which includes both phases of development and provides a total
FAR at the completion of Phase II.
9. The project information indicates that the site plan is for Phase II development. However, sheet
two shows this stage of development as Phase 1. Please resolve this discrepancy.

10. Please show the location of the proposed electric service and identify all easements associated with
that utility.

12. Please note that a total of 38 parking spaces (including the two handicap spaces) have been
provided. Please change the notation on Sheet 1 to reflect this total.
,,�13. The site plan identifies two existing paved entrances from Welltown Road. However, only one
entrance appears to be in place. Please ensure that all proposed entrances are clearly delineated and
provide the width and specification of such entrances.
�14. Please note that the travel aisle at the rear of the proposed building must be at least 22' in width to
accommodate two-way travel. If this aisle is intended for one-way travel, please provide signage
and pavement markings to indicate such a traffic pattern.
V15. Within the landscape calculation, please note that an interior landscaping requirement of one tree
for every 10 parking spaces yields four additional trees.
16. In the landscape schedule, please identify the type of hedge to be used and delineate the specific
number of plantings to be used.
17. Please provide information regarding the location of all environmental features. If no such features
are present, please provide a statement to that effect.
18. Please ensure that notes 1, 3, 5, and 23 read as intended.
After you have revised the site plan, please resubmit one copy so that I may verify the information
contained on the plan. I will then need all approved review agency comment sheets and five copies of the
final site plan for approval. Comment sheets are required from the following agencies: the Virginia
Department of Transportation, the Frederick County Sanitation Authority, the Frederick County
Inspections Department, the Frederick County Engineer, and the Frederick County Fire Marshal.
