The proposed building lies within the Airport District which applies limits to the height of structures. The parcel lies within the Transition Zone and the maximum height of the building controlled by the Transition Zone. The criteria applicable to the building height are as follows: The Transition zone begins at a point measured 500 feet along the horizontal plane from the centerline of the runway as established by DELTA Airport Consultants, Inc. and at an elevation of 720 feet MSIL as stated in Section 165-98 of the Frederick County Zoning Ordinance. From that point, the height limit increases one foot vertically for every seven feet of horizontal distance. The site contains no significant environmental features. FIRM Community Panel No. 510063 1225B shows the site to be in Zone C, outside the limits of flood plain. 13. The site contains no outdoor storage areas other than a trash storage area. Trash will be contracted for removal by the individual tenants. 14. The site contains no outdoor, pole -mounted lighting All building mounted lighting fixtures will be designed to deflect glare away from adjoining properties and streets. FREDERICK COUNTY SANITATION AUTHORITY NOTES 1. All sanitary sewer and water supply construction shall conform to the current standards of the Virginia Department of Health and the Frederick County Sanitation Authority (the "Authority"). 2. Water service will be provided by an extension of the Frederick County Sanitation Authority water main located adjacent to Bufflick Road. A flow test was conducted by the Frederick County Sanitation Authority on January 3, 1996 on the fire hydrant located on the northern boundary of the Adorns parcel. The results were as follows: static pressure: 70 p.s.l. 44 open flow: 1061 g.p.m. residual pressure: 4 0 p. s.1' . 3 The CONTRACTOR shall coordinate with, and arrange for inspection by, the Authority. 4. Exact locations of water and sewer services on new lines are to be coordinated with the Authority's inspector 5. The Sanitation Authority shall install all water and sewer services that connect to existing lines. The location of the tap and the termination point of the lateral are to be coordinated with the Authority's assistant engineer. An application for services must be made and fees paid. 6. The Authority shall top all existing water lines. They will furnish the materials for and make the tap. The CONTRACTOR must make application for and pay the cost of this work. 7. The Sanitation Authority maintenance department is responsible for the installation of water meters. Before a permanent meter is set, they require.- 1) the frome and cover to be properly aligned with its meter box and yoke bar-, 2) the frame and cover to be set to the final grade of the lot; 3) the distance between the top of the cover and the yoke bar be between 18 and 21 inches-, 4) all components of the meter box assembly to be in proper working order. It is the developer's responsibility to have the meter box assembly installed correctly. 8. The contractor shall tie-in a new line to an existing manhole by core drilling the manhole. 9 A double check valve backflow prevention assembly is to be installed on any line (f ire or domestic) that goes into a building. The assembly is to meet ASSE Standard No. 1015 or 1013. If the assembly is mounted inside a building, a remote readout is required. CONSTRUCTION NOTES 1. The existing utilities shown on these plans ore based on available information. The CONTRACTOR shall be responsible for determining the exact location of all utilities before commencing work and for any damages which occur by the failure to locate and preserve these utilities. If the CONTRACTOR should encounter utilities other than those shown on these plans, the CONTRACTOR shall immediately notify the engineer and take the necessary and proper steps to protect the facility and assure the continuance of service. 2. The CONTRACTOR shall have approved construction drawings prior to the start of construction. At least one copy of approved plans and revisions shall be kept on -site at all times. 3. Cut and fill slopes shall not exceed 2-horizontal to 1-vertical unless otherwise called for on the plans. 4. Controlled Fills; A. Controlled compaction shall occur in all fill sections for pavement, trenches for utilities and in other areas as designated on the plans. B. Controlled fills shall be compacted to 98% density as determined by methods per standard proctor ASTM D 698. Density shall be verified by a qualified soils engineer. C Controlled fills shall be compacted in 8 inch lifts (loose thickness) to the specified density, beginning from the existing ground surface, unless otherwise approved in writing by a qualified soils engineer. D. The surfaces directly beneath areas to receive controlled fill are to be cleared, grubbed, and stripped of topsoil. The area is then to be sconfled and compacted to a depth of 6 inches to the some density as the controlled fill to be placed thereon. E. Fill material shall be taken from approved borrow areas. It shall be clean soil, free of roots, woody vegetation, oversized stones, rocks, sandy soil, or other objectionable material. 5. Blasting is not permitted within 25 feet of existing utilities without owner permission. 6. Pavement and storm sewer materiols called for on the plans refer to standard VDOT designations. 7. BENCHMARK: top bolt on fire hydrant - elevation = 731.91 8. All rodii indicate edge of gravel, edge of pavement or face of curb as applicable. 9. Where plans call for matching existing pavement 'in the public right of way, the CONTRACTOR shall provide cut joint or asphalt overlay as directed by VDOT. 10. The total area of disturbance on the site is approximately 2.0 acres. Storm water runoff will be directed to an existing storm water conveyance system. A detention facility is located off -site near Buffalo Lick Run. Existing Site Conditions The site is currently used commercial office space. Slopes range from 1.0 % to approximately 5.0%. Adjacent Areas The site is bordered on the east and north by the Bufflick Road right-of-way. The parcel to the west is zoned B2 and is used for commercial purposes. The land to the south contains the Route 645 right-of-way. Off -site Areas No off site disturbance or construction activities are anticipated. Critical Areas No critical areas have been identified on the site. Erosion and Sediment Control Measures 3.02 A 12*w by 70'1 temporary stone construction entrance with wash rock will be constructed at the proposed access to the construction area. The entrance shall be maintained in a condition which will prevent tracking or flow of mud onto the public rights -of -way. This may require periodic top dressing with additional stone or the washing and reworking of existing stone as conditions demand and repair and/or cleanout of any structures used to trop sediment. All materials spilled, dropped, washed, or tracked from vehicles onto roadways or into storm drains must be removed immediately. The use of water trucks to remove materials dropped, washed, or tracked onto roadways will not be permitted under any circumstances. 3.05 Silt fence will be installed in selected locations downstream from the construction areas as a first measure of construction. Silt fence will be installed around the downstream side of the topsoil stockpile. Silt fences sholl be inspected after each rainfall and at least daily during prolonged rainfoll. Any required repairs shall be made immediately. Damaged, decomposed or otherwise ineffective silt fence sholl be replaced. Sediment deposits should be removed after each storm event. They must be removed when deposits reach approximately one-half the height of the barrier. Any sediment deposits remaining in place after the silt fence is no longer needed shall be dressed to conform with the existing grade and stabilized. 3.09 Temporary diversion dikes will be installed along the southern limits of the proposed soil borrow area around the downstream perimeter of the work area. The dikes will be constructed with the on -site materials and will be seeded with the temporary seeding mix immediately after installation. The dikes shall be inspected after each rain storm and repairs made to the dike, flow channel, or outlet as necessary. 3.13 One temporary sediment trap will be installed as the outlet control structure for the temporary diversion dikes. The trap will be constucted with on site materials and will be seeded with the temporary seeding mix immediately after installation. The trop shall be inspected after each rain storm and repairs as necessary. 3.31 Temporary seeding in accordance with the E & S Std & Spec 3.31 will be applied to the topsoil stock pile and all areas which will not be brought to final grade within 30 days. Embankment or excavated slopes denuded for a period of greater than 30 days shall be temporarily seeded and mulched. To coincide with the anticipated construction dates, the seeding will consist of 50 pounds per acre of German Millet. All temporary seeding areas will be mulched in accordance with the schedule included herein. 3.32 All disturbed areas will be stabilized by permanent seeding in accordance with the schedule included herein. All building mounted lighting fixtures will be designed to deflect glare away from adjoining properties and streets. FREDERICK COUNTY SANITATION AUTHORITY NOTES 1. All sanitary sewer and water supply construction shall conform to the current standards of the Virginia Department of Health and the Frederick County Sanitation Authority (the "Authority"). 2. Water service will be provided by an extension of the Frederick County Sanitation Authority water main located adjacent to Bufflick Road. A flow test was conducted by the Frederick County Sanitation Authority on January 3, 1996 on the fire hydrant located on the northern boundary of the Adams parcel. The results were as follows: stotic pressure: 7 0 p. s.i. open flow: 1061 g.p.m. residual pressure: 40 p.s.i. 3. The CONTRACTOR shall coordinate with, and arrange for inspection by, the Authority. 4. Exact locations of water and sewer services on new lines are to be coordinated with the Authority's inspector. 5. The Sanitation Authority shall install all water and sewer services that connect to existing lines. The location of the top and the termination point of the lateral cire to be coordinated with the Authority's assistant engineer. An application for services must be made and fees paid. 6. The Authority shall top all existing water lines. They will furnish the materials for and make the tap, The CONTRACTOR must make application for and pay the cost of this work. 7. The Sanitation Authority maintenance department is responsible for the installation of water meters. Before a permanent meter Is set, they require: 1) the frame and cover to be properly aligned with its meter box and yoke bar; 2) the frame and cover to be set to the final grade of the lot-, 3) the distance between the top of the cover and the yoke bar be between 18 and 21 inches� 4) all components of the meter box assembly to be 'in proper working order. It is the developer's responsibility to have the meter box assembly installed correctly. 8. The contractor shall tie-in a new line to an existing manhole by core drilling the manhole. 9 A double check valve backflow prevention assembly is to be installed on any line (f ire or domestic) that goes into a building. The assembly is to meet ASSE Standard No. 1015 or 1013. If the assembly is mounted inside a building, a remote readout is required. CONSTRUCTION NOTES 1. The existing utilities shown on these plans are based on available information. The CONTRACTOR shall be responsible for determining the exact location of all utilities before commencing work and for any damages which occur by the failure to locate and preserve these utilities. The total area of disturbance on the site is approximately 2.0 acres. Storm water runoff will be directed to an existing storm water conveyance system. A detention facility is located off -site near Buffalo Lick Run, Existing Site Conditions The site is currently used commercial office space. Slopes range from 1.0 % to approximately 5.0%. Adjacent Areas The site is bordered on the east and north by the Bufflick Road right-of-way. The parcel to the west is zoned B2 and is used for commercial purposes, The land to the south contains the Route 645 right-of-way. Off -site Areas No off site disturbance or construction activities ore anticipated. Critical Areas No critical areas have been identified on the site. Erosion and Sediment Control Measures 3.02 A 12'w by 70'1 temporary stone construction entrance with wash rack will be constructed at the proposed access to the construction oreo. The entrance shall be maintained in a condition which will prevent tracking or flow of mud onto the public rights -of -way. This may require periodic top dressing with additional stone or the washing and reworking of existing stone as conditions demand and repair and/or cleanout of any structures used to trap sediment. All materials spilled, dropped. washed, or tracked from vehicles onto roadways or into storm drains must be removed immediately. The use of water trucks to remove materials dropped, washed. or tracked onto roadways will not be permitted under any circumstances. 3.05 Silt fence will be installed in selected locations downstream from the construction areas as a first measure of construction. Silt fence will be installed around the downstream side of the topsoil stockpile, Silt fences sholl be inspected after each rainfall and at least doily during prolonged rainfall, Any required repairs sholl be mode immediately. Damaged, decomposed or otherwise ineffective silt fence shall be replaced. 'Sediment deposits should be removed after each storm event. They must be removed when deposits reach approximately one-half the height of the barrier. Any sediment deposits remaining in place after the silt fence is no longer needed shall be dressed to conform with the existing grade and stabilized. 3.09 Temporary diversion dikes will be installed along the southern limits of the proposed soil borrow area around the downstream perimeter of the work area. The dikes will be constructed with the on -site materials and will be seeded with the temporary seeding mix immediately after installation. The dikes shall be inspected after each rain storm and repairs mode to the dike, flow channel, or outlet as necessary. 3.13 One temporary sediment trap will be installed as the outlet control structure for the temporary diversion dikes. The trap will be constucted with on site materials and will be seeded with the temporary seeding mix immediately after installation, The trap shall be inspected after each rain storm and repairs as necessary. 3.31 Temporary seeding in accordance with the E & S Std & Spec 3.31 will be applied to the topsoil stock pile and all areas which will not be brought to final grade within 30 days. The permittee will be required to replace the surface and base of the roads included under this permit in accordance with the Roads and Bridge Specifications and this Special Provision. 3. Backfill material shall include a miinimum of four (4") inches bedding materials (sand or #57 stone). The balance of the backfill shall be approved soil compacted to the bottom of subbase layer (Type 1, Size 21A or 21B). The entire backfill shall be free from wood, decaying material, asphalt, concrete, ice, frost, large clods, stones and debris, 4. Backfill material shall be compacted to a minimum of 95% of the theoretical maximum density at optimum moisture content, as determined by VDOT testing procedures, use mechanical tamping throughout the depth of the trench in six (6 inch layers to insure that adequate support is provided for the subbase layer (Type 1, Size 21A or 21B)L 5. It shall be the option of the Resident Engineer to request and review the backfill compaction test results and/or authorize an inspector to monitor the compactionL 6, Cuts in roads with Surface Course (SM) and Asphalt Concrete Base (BM) shall be replaced with ten (10") inches of Type 1, Size 21A or 21B aggregate compacted to 100 percent of the theoretical maximum density at optimum moisture content covering the entire trench width in addition to bench of Six (C) inches from all sides, this layer shall serve as subbase. An Asphalt Concrete base course (BM) of six (6") inch minimum thickness or match the existing base thickness, shall be placed over the subbase. A surface asphalt concrete course of a minimum of 1.5" (SM) shall be placed on top of the base (BM) covering the trench width. The asphalt concrete surface course shall be slightly higher (1/8"-1/4") than the existing surface to provide a smooth grade into the existing pavement surface. 7. Cuts in surface treated roads with aggregate base course shall be replaced with the same layers as roads with asphalt base (BM) except the subbase layer (Type 1, Size 21A) is reduced to six (6") inches and the (BM) layer to four (4") inches but still keeping a six inch bench.
