The checklist below indicates all the information that needs to be submitted as part of the site plan
application. All required information must be submitted prior to the final approval of any site plan.
The Department of Planning and Development will review the application to ensure that it is complete.
If any portion is not included or complete, the site plan application will not be accepted and returned
to the applicant(s).
Site Plan Package
1. One set of approved comment sheets are required from the following review
agencies prior to final site plan approval. It is recommended that applicants contact
the Department of Planning and Development to determine which review agencies
are relevant to their site plan application.

Dear Mr. Camp
Per our discussion this morning, H&W Construction is in agreement to install the
tree screen that encircles the perimeter of the Route 37 Self Storage Facility prior to any
certificates of occupancy is obtained for any of the storage buildings iri phase two. With
this agreement Fredrick County will release building permits for the buildings in phase
two so that construction may proceed. Once construction is complete and tree screen has
been installed Fredrick County will be notified so that an inspection can take place to
obtain the certificates of occupancy and release the bond with the county. Thank you for

The Frederick County Department of Planning and Development administratively approved the above -
referenced plan on July 1, 20b2. e p an is an a en um o the ongmal site plan, #32-00, which was
approved on August 29, 2000. The addendum, titled "Whitacre Self -Storage: Amended Site Plan" is
approved for the construction of two additional self -storage buildings and the modification of the phasing
plan. Also of importance, the relocation of the existing fire hydrant to a location three (3) feet from the curb
is a requirement of the new plan. All other requirements of the original site plan must be adhered to.
I am providing you with three copies of the approved addendum. Please forward these copies to the
appropriate representative. Furthermore, advise the owner that a copy should be kept for future reference,
and an approved copy must be kept on the construction site throughout the development process. Once site
development is complete, the owner should contact this office to schedule an on -site inspection.

Buildings shall comply with The Virginia Uniform Statewide Building Code and Sections 311,
Storage of the BOCA National Building Code/1996. Other Code that applies is CABO A117.1-
92 Accessible and Usable Buildings and Facilities.
Design Professional lic. in VA shall seal the structural plans submitted for permit application and
special inspection requirements of Chapter 17 of BOCA shall apply to this type of structure.

30 foot separation.
I've attached the comment sheets from the reviewing agencies. All have approved the plan. Regarding the
comments by the Fire Marshal concerning the fire hydrant, we have called for the existing hydrant to be
relocated. The Building Inspections comments are already addressed with notes on sheet 2 of the plans.
Please let me know if you need additional copies.
The owner does understand that future revisions will bear the minor site plan application fee.

which should allow the turning radius for emergency vehicles. The existing fire hydrant at
building A7, does not match the site plan location. During the site visit, it was notes] that
the roadway extension will decrease the current distance, although the hydrant will
exceed 3' from the curb, the owner proposes to install concrete steps to access the

Dear Ron:
I appreciate your revision ofthe site plan for Whitacre Self Storage. As we discussed previously, the proposed changes
to the site plan are relatively minor and do not require anew site plan at this time. I do, however, have a few comments
regarding the plan which you have submitted to Inc. These comments are as follows:
1) BuildincSpacing, I apologize for not inforniing you of this during our recent phone conversation, but a 3 0--foot
building spacing is required between all buildings of a self -storage facility. It appears that you have only
provided a distance of20 feet between Building B9 and Building B7. Please change as necessary. It is your
decision how you wish to handle this, but I suggest you simply decrease the length of Building B7.
2) Future Revisions. I was informed recently by I I&W Construction that the owners may desire to revise the site
plan again. It is my understanding they wish to add more warehouse buildings, similar to Building B9, along
the entire length of the west property line. If this is the case, I encourage you to show these changes now. A
new site plan application and fee will be expected for a future proposal of this magnitude.
3) Title. For clarification purposes, I request that you change the title so it reads as follows:

Revised Phasing and Two Proposed Additions
After you have revised the site plan, please resubmit for my review. [will need all approved review agency comment
sheets and at least five copies ofthe final plan for approval. Comment sheets are required from the Frederick Counly
Fire Marshal, the Frederick County Deparment of Bid1ding Inspeclions, and the Frederick County Department of
Public Works.

I have enclosed a revised site plan application for the Self Storage facility in Kernstown, off of Valley Avenue.
We've revised sheet 3 to show the new building arrangement and their phasing. Two copies of that plan are
provided here.
As we've discussed the only changes are at the south end of the site where we've added two small buildngs
along the south and west perimeter of phase 2, and reduced the size of four others.
Review agency continent sheets have been provided to the Building Inspector, Public Works and the Fire
Marshall. If you require others to review this change, please let me know.

The owner has revised the building layout which affects the pavement and curb alignment. I've attached two
copies of the proposed arrangement. Also, the phasing line between 1 and 3 has been revised. The
easternmost row of buildings will be in Phase 1. Phase 2 remains the same. Phase 3 will be the remaining
buildings at the southwest corner of the site.
As the basic arrangement and building area remains unchanged, I do not anticipate providing plans to review
agencies for further comment.

Dear Ron:
The Frederick County Department of Planning and Development administratively approved the above -
referenced site plan on August 29, 2000. This site plan, for the construction of a self -storage facility, meets
all County requirements for development within the B2 (Business General) Zoning District. The existing
dwelling on the property will be converted to an office, to be served by nine (9) parking spaces including
two (2) handicap accessible spaces. Twelve (12) additional parking spaces are situated throughout the self -
storage area. Per ordinance requirements, a double row of evergreen trees will be installed around the
perimeter of the site. All landscaping will be in place at the completion of Phase I.
I have provided you with several copies of the approved site plan. Please forward these approved plans
to the owner and advise the owner to keep an approved copy for their files. Furthermore, the owner should
ensure that an approved copy is maintained on the construction site throughout the development process.
Once site development has been completed, the owner should contact this office to schedule an on -site
inspection.

Dear Ron:
I have had the opportunity to review the revised site plan for Whitacre Self Storage. Please note the
following revisions:
Within the project summary, please state the maximum building height as 35' rather than 32'.
2. Within the PAR calculation, I arrive at a figure of 62,463 for the total area of Phase II rather
than 60, 375. Please ensure that this figure is correctly stated.
3. It is preferable to establish the entire landscape buffer when Phase I is developed so that the
plantings continue to mature through out each phase of construction. Please provide a
statement ensuring the installation of the landscape buffer at the completion of Phase I.
4. Please provide a landscape schedule which pertains to the plantings in the landscape buffer.
I have arrived at a figure of approximately 545 plantings based on the 8' o.c. requirement.
Approved review agency comment sheets are still needed from: the Virginia Department of
Transportation, the Frederick County Sanitation Department, the Frederick County Inspections
Department, and the Frederick County Fire Marshal.

Regarding VDOT's comment suggesting a velocity dissipater at the end of culvert C 1 A, please note, the
outflow for the 10 year design storm is less than 0.5 cfs. We've provided additional rip rap at that
location to protect to road embankment.

Dear Ron:
I have had the opportunity to review the above -referenced site plan submitted to our department on
June 2, 2000. The following comments should be addressed and included in a revision of this site
plan. The submitted plan is also marked with these comments.
1. Please ensure that all adjoining property uses, zoning, and PIN's are correctly identified on
the site plan. Specifically, please note that parcel 75-A-21) is zoned B3. In addition, Capitol
Meats is located on parcel 75-A4A and should be noted as a commercial use.
2. Please extend the five feet concrete sidewalk to serve all of the spaces in the proposed
parking area for the office building.
— 3. Please note that a maximum building height of 35' applies in the B2 district. Please correct
this information in the project summary.
- 4. It appears as though the warehouse area and FAR calculations for Phase II and III have been
reversed. Please ensure that each figure corresponds to the correct phase of development.
5. In accordance with Section 165-27.E(7), please note that the width of driveways serving
parking lots shall be 24' in width for two-way traffic. Therefore, the existing access road
must be paved and must be a minimum of 24' in width.
6. A category "A" buffer is required between the subject parcel and PIN 75-A-21). Please refer
to Section 165-37.D. for standards regarding the required buffer between the B2 and B3
zoned parcels.
7. Please note that in accordance with Section 165-44.E., recreational vehicles and boats must
stored within a completely enclosed area of the facility. With that in mind, please illustrate
how the proposed storage area will be completely enclosed prior to the development of Phase
II.

10. Please ensure that the owner provides a copy of the recorded plat for our subdivision records.

identification number (PIN) as directed by the Real Estate Division.
12. Please note that the required landscape buffer must be located around the entire perimeter
of the property. In addition, the location of the landscape easement (as detailed on Sheet 3)
extends onto Lot 1. Please note that any extension of the landscaping onto another property
must be accomplished per a recorded easement.
13. Please provide information regarding the size of individual units within self -storage
✓ buildings. In accordance with Section 165-44.C., individual units within buildings shall not
exceed 1,000 square feet in area. Please delineate individual units or provide a note
specifying that no individual unit within self -storage buildings is to exceed the maximum of
1.000 square feet.
After you have revised the site plan, please resubmit one copy so that I may verify the information
contained on the plan. I will then need all approved review agency comment sheets and five copies
of the final site plan for approval. Comment sheets are required from the following agencies: the
Virginia Department of Transportation, the Frederick County Sanitation Department, the Frederick
County Inspections Department, the Frederick County Engineer, and the Frederick County Fire

1. Due to the size of the drainage areas, provide sediment traps within Ponds A and B in
accordance with the Virginia Erosion and Sediment Control Handbook (vesch)
specification 3.13. Provide details and dimensions of the proposed sediment traps.
2. Provide details of the outlet structures for Ponds A and B.
3. Provide dimensions of all outlet protection and rip rap aprons indicated on the plan.
4. Include a copy of the off -site grading and erosion control plan with the site plan package.
