f SITE PLAN CHECKLIST The checklist below indicates all the information that needs to be submitted as part of the site plan application. All required information must be submitted prior to the final approval of any site plan. The Department of Planning and Development will review the application to ensure that it is complete. If any portion is not included or complete, the site plan application will not be accepted and returned to the applicant(s). Site Plan Package 1. Kent Street Winchester, VA 22601 Dear Mr. Lawrence, Pursuant to our telephone conversation this morning concerning the new electrical service for the Big Lots addition located at 1090 Millwood Pike. I am enclosing a copy of the site plan, which shows the existing conditions as well as the new pole location. I have spoken to Allegheny Power's engineer, Ms. Linda Good, regarding the necessity of a new pole. Apparently there is no choice in this matter, they must intercept the existing overhead wire thus requiring a new pole. Allegheny Power currently plans to mount the three-phase transformer required for the Big Lots, on the new pole. It is possible to use a ground -mounted transformer however; it will still be necessary to set the new pole. I wish to note that all service in the area is currently overhead and that the existing and proposed services are located behind the rear of the building. Approximately the top eight feet of the existing pole is visible above the building from Route 50. As you may be aware, Route 50 is elevated well above the site. Both the existing pole and new pole will not be visible from the front parking lot of the Big Lots store. In addition to the above, the site does not lead itself well to a ground mounted transformer or underground service run. We are concerned with the practicality of trenching across the existing drainage ditch. The aesthetic gain of requiring Underground service on this particular job is minimal and far outweighed by engineering and cost factors. The stone used in the large check dam within the pond needs to comply with the detail indicated in the Virginia Erosion and Sediment Control Handbook (VESCH) standard 3.20, Plate 3.20-1. Since there is more than two (2) acres of area draining into the pond, the check dam shall consist of class I rip rap and VDOT # 1 stone. 2. Place a note on the plan indicating that prior to commencing site grading work, a land disturbance permit shall be obtained from the Frederick County Public Works Department. 3. We recommend that a concrete apron be placed in front of the dumpster pad to accommodate the front wheel loading of the truck. This will prevent the failure of the pavement in front of the dumpster pad. 4. The drainage calculations appear to adequately address the on -site stormwater management requirements. Please note that outdoor trash receptacles are to be screened with a six-foot high opaque treatment, such as a board -on -board fence. Staff has found that plastic inserts in a chain link fence do not provide an opaque screening. 9. Please state the height of the proposed building. 10. Please provide a FAR (floor area ratio) calculation for the site. 11. Please provide a note insuring the underground placement of all new utilities. 12. Please provide information regarding the location and nature of fire lanes, hydrants, and all other requirements of the Frederick County Fire Marshal. 13. Within the parking tabulation, a floor area of 47,500 square feet is specified. However, in the calculation, an area of 50,300 square feet is identified. Please specify how this figure was calculated. If the area specified includes the Hoss' Restaurant, note that the parking calculation differs for retail areas and restaurants. One parking space is required for every 200 square feet of retail space and one parking space is required for every 100 square feet of restaurant space. 14. . It appears as though 25 new parking spaces have been added. Please ensure that the site plan and lease area tabulation correspond to one another. 15. In accordance with Section 165-27.E.(4), a raised island shall be installed at the end of all parking bays abutting an aisle or driveway. The island must be nine (9) feet in width and must be bordered by a concrete or rolled asphalt curb. Therefore, the concrete wheel stops are not acceptable. In addition, the island must be landscaped with grass, shrubs, or other vegetative materials. Please refer to the mark-up plan for information regarding the location of the required island. 16. Please specify the location of all steep slopes, woodlands, floodplains, wetlands, sinkholes or other environmental features. If no such features are present on site, please provide a statement to that effect. Please note that additional parking yields additional landscaping for the site.
