All required information must be submitted prior to the final approval of any site plan. The Department of Planning and Development will review the application to ensure that it is complete. Linaburg Fire Marshal August 13, 2002 Mr. Joe Stevens C/O Sheetz, Inc. 5700 Sixth Avenue Altoona, Pennsylvania 16602 Dear Mr. Stevens: This letter is in reference to Sheetz Store #186 at 1503 North Frederick Pike in Winchester, Virginia. As I have frequented this facility, my attention has been drawn to the parking of delivery vehicles. The loading space located on the northwest side of the building is quite small and not completed as the site plan indicated. Customer vehicles are continually parking at the end of the loading space, which does not allow delivery vehicles to have access. This in turn leaves the delivery trucks parked in the ingress / egress travel lanes around the building. Additionally, the 36' wide roadway at the rear of the building has been found obstructed and sometimes completely blocked with parked vehicles, some of which may be abandoned to enter the Kentucky Fried Chicken. The site plan dated April 26, 2002, by Painter -Lewis indicated that fire lanes shall be delineated as directed by the Frederick County Fire. Marshal. This can be found under construction notes #12 on sheet 3. The comment sheet from the Fire Marshal's Office, dated May 1, 2000, referenced this plan. The fire lane requirement states, "All curbage not identified as parking shall be painted as no parking". The Virginia Statewide Fire Prevention Code Section F-311.1 Designation (of fire lanes) states: the code official shall require and designate public or private fire lanes as deemed necessary for the efficient and effective operation of fire apparatus. Fire lanes shall have a minimum width of 18 feet. I propose that additional loading zone markings be placed on the northwest corner to deter customer parking and allow delivery vehicles access to this designated space. Furthermore, Director (540) 665-5618 Fire Marshal (540) 665-6350 Fax (540) 678-4739 with tractor -trailer type delivery vehicles, the rear curbage along the building may be best suited for their access. A 12' wide loading space the length of the building indicating delivery vehicles may help maintain access as well as prompt service. The curbage opposite of this, next to Kentucky Fried Chicken, needs to be identified as "Fire Lane - No Parking" with appropriate signage and markings. I hope that my observations do raise a valid concern. With the new school year about to begin I believe this situation will only become worse with the additional traffic. This site plan, for the construction of a new 4,315-square-foot Sheetz convenience store and gas station, meets all County requirements for development within the B2 (Business General) Zoning District. The existing Sheetz store will be demolished as specified by the site plan. Ample parking is provided in the form of thirty-nine (39) parking spaces, two of which are handicap accessible. The site plan also allows for adequate perimeter landscaping and a three-foot high evergreen hedge to mitigate the impact of headlights on adjoining properties. I have provided you with several copies of the approved site plan. Please forward these approved plans to the owner and advise the owner to keep an approved copy for their files. Furthermore, the owner should ensure that an approved copy is maintained on the construction site throughout the development process. Once site development has been completed, the owner should contact this office to schedule an on -site inspection. You have proposed to use an infiltration trench to provide stormwater management for the site. Currently, there is stormwater pond that provides management of the site's stormwater run-off. Frederick County does not allow the use of an infiltration trench for a stormwater management facility. Due to the local geology and existing soils, infiltration trenches can create the following problems: a. They are prone to clog due to sediments being introduced into the system. b. The surrounding subsoils do not permeate the stormwater over time. Due to the loading of stormwater, the soils will not infiltrate the proposed stormwater and the water remains standing in the trenches. C. In the limestone geology, infiltration trenches can cause localized sinkhole formation due to the solutioning of the subsoils. Therefore, an alternate stormwater management facility will need to be provided or you can provide a downstream adequate channel analysis in accordance with MS-19 of the Virginia Erosion and Sediment Control regulations. 2.
