The cbecklist shown below specifies the information which is required to be submitted as part of the site plan
application. The Department of Planning & Development will review the application to ensure that it is
complete prior to accepting it. If any portion of the application is not complete, it will be returned to the
applicant(s).
(1) One (1) set of approved comment sheets are required from each relevant review
agency prior to final approval of a site plan. It is recommended that applicants
contact the Department of Planning & Development to determine which review
agencies' are relevant to their site plan application. A list of potentially relevant

construction of a new 8,000 square foot auto parts store on an existing parking lot, located on the corner
of Warrior Drive and Ivory Court. Required site improvements include the following:
• A four (4) foot sidewalk around the new building.
• Two new parking lot trees and 77 shrubs along the road frontage of Ivory Court and Warrior
Drive.
• Construction of a dumpster pad with a six (6) foot wooden fence for screening.
• Removal of the existing gravel area located on the property.
I am providing you with three (3) copies of the approved site plan. Please forward these copies to the
appropriate representative(s). Furthermore, advise the owner(s) that a copy should be kept for future
reference, and an approved copy must be kept on the construction site tlu•oughout the development

Building shall comply with The Virginia Uniform Statewide Building Code and section 309, use
group M (Mercantile ) , and section 311 use group S (Storage) of the International Building
Code/2000. Other code that apply are ICC/ ANSI Al 17.1-98 Accessible and Usable Buildings
and Facilities.
All required man egress doors and 50%of the entrances shall comply with accessibility under
chapter 11 of the IBC and ICC /ANSI Al 17.1-98. The door locations is not indicated on the plan
at this time and shall be provided with an accessible route..
All structural plans submitted for permit application shall be sealed by a VA Design Professional.
Please note the requirements in Chapter 17 of the IBC for special inspections for this type of
structure.

Dear Tim:
Planning Staff has reviewed the above -referenced site plan to determine if administrative approval can
be granted. At this time, administrative approval cannot be granted. This site plan is denied until the
issues in this letter, as well as all issues of the other review agencies, have been adequately addressed.
Please review Staffs comments listed below and then prepare a revised site plan which adequately
addresses each concern.
Review Comments:
1) Special Limited Power of Attorney Form. Please have the property owner sign the attached
Special Limited Power of Attorney Form prior to further review or approval. This form should
be notarized and completed to grant the applicant (you) with authorization to represent them for
this site plan.
2) Signage. Provide the sign regulations (height, size, setbacks) on the coversheet of the plan.
3) Pedestrian Crossing. Striped pedestrian crossings should be provided where the sidewalks meet
the entrances.
4) Landscaping. Additional landscaping should be considered along Ivory Court to provide
additional screening for the adjacent residential uses. The hedge row along Warrior Drive could
be continued along Ivory Court.

addresses each concern.
Review Comments:
1) Special Limited Power of Attorney Form. Please have the property owner sign the attached
Special Limited Power of Attorney Form prior to further review or approval. This form should
be notarized and completed to grant the applicant (you) with authorization to represent them for
this site plan.
2) Zoning. On the coversheet under the site information section, the zoning states "business and
industrial zoning district", remove the portion about industrial.
3) Location Map. On the coversheet, the project overview map needs to include the adjoining
properties across Warrior Drive.
4) Parking Space Number. The tabulation states that there are 41 parking spaces being provided.
The dumpster pad sits behind two of these parking spaces and therefore the striping for these
spaces needs to be removed. Also, one additional space is needed to meet the required 40
sparking spaces.
5) Signage. The location of the sign for the business needs to be shown. Also, provide the sign

regulations on the coversheet of the plan.
6) Sidewalk. Show the existing sidewalk that runs in front of the site on Warrior Drive and Ivory
Court.
7) Stop Sign and Pedestrian Crossing. Stop signs should be provided at both entrances as well as
pedestrian crossing where the sidewalks are.
8) Loading Space. One loading space is required for this site.
9) Dumpster screening. The fence detail for the dumpster is six feet in height, however the
retaining wall that goes around three sides is only four feet in height, this wall needs to be
increased to six feet.
10) Dashed Lines. On sheet 3 there is a dashed line shown in the yard area behind the building as
well as a dashed line that connects to the dumpster, goes down and ends near the side of the
building. Label these areas so that it is clear what they are.
11) Landscaping. There are existing trees on the site that are for the parking lot landscaping,
provide the symbol used for these trees in the legend with their type. Also, the parking areas that
are facing the roads need to have a three foot high hedge row, fence, wall or berm.
12) Perimeter and Interior Landscaping. On the cover sheet under the landscaping section, it
states that there are 14 existing perimeter landscaping trees and 4 existing interior landscaping
trees (18 trees). The plan on sheet 3 only shows 16 trees in or around the parking lot.
13) Landscape Plan. Provide a statement to the effect that all plantings shall conform with § 165-
36B of the Frederick County Zoning Ordinance.
14) Zoning District Buffer. This zoning district buffer is a 50' full screen. The existing
landscaping does not meet the requirements of this screen. The plantings need to be
supplemented to ensure that there are three trees per linear feet (1/3 deciduous) and a 6' high
opaque hedge, fence, wall, mound or berm needs to be provided (the original site plan called for
a fence or berm) and the buffer elements need to be continued around the adjacent Shifflett
property. Also, the coversheet under the buffer section states that a category A buffer is being
used with an existing landscape buffer. This needs to be revised to a category B full screen that
needs to be supplemented.

After you have revised the site plan, please resubmit one copy so that I may verify the information
contained on the plan. I will need all approved review agency comment sheets and at least five copies of
the final plan for approval. Comment sheets are required from the following agencies: the Frederick
County Inspections Department, the Frederick County Department of Public Works (County Engineer), the
Frederick County Fire Marshal, the Frederick County Sanitation Authority, and the Virginia Department of
Transportation.
