Mr. Taylor was satisfied with the mowing, etc. that had been completed, but said that he had spoken with Greenway regarding blocking the pedestrian access through the fence and was told that someone from the County did not want the access blocked. I talked to Candice and she advised that it was Bill Ewing who did not want to block the access. Is Bill adamantly opposed to blocking the access or would he be agreeable to a gate, which would block the access for not, but could easily be opened or removed in the event that access was needed in the future? As a result, over 22 trees have died. We contacted you in March notifying you of this problem and upon my recent inspection I noticed that the trees have not been replaced. The trees were planted there in accordance with the Final Site Plan approved by Candice Perkins on September 26, 2005. The number of trees and exact placement was followed pursuant to the Final Site Plan. While I understand that you are permitted to do the work in accordance with an Easement Agreement, expecting the shopping center to eat this cost every time a repair is made is unreasonable and causes a financial hardship on the shopping center. We are requesting that you meet with Candice Perkins to decide how this will be handled. Whether the County would like to remove all of the trees along the sewer line Easement area or if they would like to replace any trees once the work is completed now and in the future, we would be in agreement to either of these solutions. We would like to voice our disapproval and concern regarding to some of the decisions that have been made regarding the project. This project has impacted our quality of life. We now gave gas pumps and parking lots to look at where we once had a natural, quiet setting. Much to our dismay, on Memorial Day weekend the trees that were between our homes and the project were removed. They provided a natural screening from the project and provided our homes and back yards with some shade. The project is now "in our faces" more than ever. We also have concern about the lights that will be added to Martins and other businesses and the parking lot lights. The trees would have provided us some screening from those as well. There is a road that nuns along the property line between us that will give traffic access to Martins and the other business. The trees would have provided some noise barrier and shield us from them as well. Some of us have been told that fence and trees will be planted between our properties and the project. It will take many years before those trees will provide us with shade and serve as any type of barrier. (See Sheet 17) Comment 7: Retail Loading Space and Parking. The loading space shown behind the retail building is not adequate. The three parking spaces should be relocated to provide the adequate size. Label the ojjice area for the pumps. Response: The office for the gas pumps has been labeled. (See sheet 6) Comment 17: Marlins Parking Lot. The parking spaces shown on the sides of the parking lot need to be revised. It isn't appropriate that vehicular trafc f •onr this entire area can gain access to the driving lanes. It seenns• that the Martins building should be moved back to provide for the adequate number of spaces along with a logical layout for the parking lot (this would also remove parking spaces fr•onn behind the retail building and provide a dunupster site). Response: Per our discussion during the meeting it is agreed that the travel ways are considered as parking area; the parking spaces along the sides of the parking lot are acceptable as originally shown. Response: Per our meeting 5' sidewalk has been added along Double Church Road and through the left side of our parcel (See Sheet 7). 5' sidewalk has been added to connect the adjoining Nottaway Subdivision to the site. Future sidewalks are shown on the right side of our parcel to be done with future site plan. (See Sheet 6 and 7) Comment 20: Lich liter Property. The approved MDP shows the adjacent Lichliter property as having access to this entrance; please clarify why this is not shown and where this properly will be getting access• from. Also, there are nnany improvements to Route 277 in front of this property and the Repass property; verify that an easement has been provided to do these improvements. Response: The Lichliter property is under contract to be part of the project site. At this time there is no plan for development of this parcel, therefore, no proposed entry is shown on the plan. In the plant schedule on Sheet 17, Sunnmersweet Clethra and Plemy's Carnet are only approved for ornamental landscaping and need to be changed to a plant approved for screening. Also, some of the evergreens in the plant list are shown at three to four feet in height. This needs to be clarified so that plants used for parking lot hedges are three feet and zoning district buf&,r trees are a mininnau offour feet. Response: We have changed the Clethra and Garnet to Chinese Junipers and Amure Maples. We have also changed the sizes in the plant schedule as requested. (See sheet 17) Comment 28: Plant Numbers. The plant schedule does not snatch what is required for the site. The parking lot trees alone total 161 deciduous trees and the plant schedule only shows 143 deciduous trees.
