The site plan is approved for the construction of the eleventh elementary school in Frederick County, Virginia. The public school will be located on Rosa Lane, which connects to Route 522 South via Justus Drive. Upon approval from the Planning Commission, the contractor will be able to begin construction of the building and site improvements. The contractor has already obtained his land disturbance permit, and has begun grading operations. We have addressed all of the comments from the Planning Department, and obtained approvals from all of the required review agencies with the exception of VDOT. The site plans for this project include entrances onto Rosa Lane which, although it is not in the state system yet, will be a state maintained road at some point in the near future. The design of these entrances is similar to that of the entrances at the adjacent Middle School, and should readily meet VDOT approval. We also submitted a traffic impact analysis for the intersection of Justes Drive and Route 522. This TIA indicates that a traffic signal will be required at the intersection when the new elementary school becomes operational. For the purpose of obtaining site plan approval from the Planning Department so that the project can be sent to the Planning Commission, we would like to receive an approval letter from VDOT indicating that the site plans are approved for construction perhaps with the condition that the traffic light be installed and operational at the intersection of Justes Drive and Route 522 prior to the new elementary school opening. Since the proposed addition is outside the airport support area and does not appear to exceed airspace height restrictions, FAA form 7460-1 will not be required to be filed. 2. This site does lie within close proximity to the flight pattern of the airport therefore we request all outdoor lighting be hooded and amber in color such as the type of light produced by high-pressure sodium light fixtures. The Property Owner must maintain the previously designated clearing and grading until construction begins by the Company. 6. Give the Company reasonable notice after final grading and before construction of paving or other final surface for streets and sidewalks so that the Company will have reasonable time within which to install facilities prior to such construction. 7. Cooperate with the Company in the installation of the facilities, including opening and closing any street. Allow open access to site by Company during gas facilities installation and to make available spoil deposit areas and material storage area B. If, subsequent to construction, the clearance or grade is changed in such a way as to require relocation of the underground facilities, the cost of such roloeation shall be bome by the Property Owner or their successor. 9. The first entrance into the school site is located very close to the curve on Rosa Lane and has the potential to be very dangerous when traffic increases on this road due to future development. 8. Bus Loop Entrance. The first entrance into the bus loop needs to be at a 90 degree angle. 9. Rosa Lane. Show the speed limit for Rosa Lane as well as the route number and right-of-way width.
