The checklist shown below specifies the information which is required to be submitted as part of the site plan
application. The Department of Planning & Development will review the application to ensure that it is
complete prior to accepting it. If any portion of the application is not complete, it will be retumed to the
applicant(s).
(1) One (1) set of approved comment sheets are required from each relevant review
agency prior to final approval of a site plan. It is recommended that applicants
contact the Department of Planning & Development to determine which review
agencies' are relevant to their site plan application. A list of potentially relevant

maintenance of one commercial entrance at the referenced location.
Please ensure a copy of the approved permit assembly is kept at the job site whenever working
within the Route 701 right-of-way. I wOLild also like to remind you of the need to erect and
maintaiIl proper traffic control in accordance with 01.11- Vil-g111iC1 Work Area Protection Manual.
You are required to contact Mr. Robert Hawkins at (540) 535-1824 at least 48 hours in
advance of the start of construction to arrange for any necessary inspections.

The application for site plan for this property appears to have little measurable impact on Route
701, the VDOT facility which would provide access to the property. Your design for the school
bus pickup area is approved.
If any work is performed on the State's right-of-way, a land use permit will need to be applied
for and issued to cover said work. The permit is issued by this office and requires a fee and
surety bond coverage.

The above -referenced site plan was approved on August 9, 2005. The site plan is approved for the
construction of a new school bus pickup facility and recreation vehicle storage area in Lake Holiday Estates.
Required site improvements include the following:
Bus Pickup Facility
• A paved parking lot that will be constructed in two phases. Phase I consists of 68 spaces (including
six handicap spaces) including wheel stops, a sidewalk, striping and landscaping. Phase II will consist
of 82 spaces and will include wheel stops, striping and landscaping.
• An 8' x 16' shelter along the sidewalk.
RV Storage Area
• A gravel parking/storage lot that contains 221 spaces with a paved entrance off of Masters Drive.
• Screening of the lot will be a six foot board -on -board fence and a double row of evergreen trees. Pin
Oak and Red Maples are located along the entrance and the front of the property.
I am providing you with five (5) copies of the approved site plan. Please forward these copies to the
appropriate representat ive(s). Furthermore, advise the owner(s) that a copy should be kept for future reference,
and an approved copy must be kept on the construction site throughout the development process. Once site
development is complete, the owner(s) should contact this office to schedule an on -site inspection. Do not
hesitate to contact me if you have any questions or concerns.

Dear Ron:
Planning Staff has reviewed the above -referenced site plan to cletermine if administrative approval can be
granted. At this time, administrativ,- approval cannot be granted. This site plan is denied until the issues in
this letter, as well as all issues of the other review agencies, have been adequately addressed. Please review
Staffs comments listed below and then prepare a revised site plan which adequately addresses each concern.
Review Comments:
1) HedQe Row. On Sheet 3 of 7, provide a notation that if this parking lot is used for anything other than
a bus drop-off or pick-up (events, overflow parking etc.), that a three foot high opaque evergreen
hedge row will be required.
2) RV Storage Area. The revised site plan depicts a chain lint: fence with opaque slats for screening of
the RV storage area. This type of screening is not permitted and needs to be revised to a six foot
board -on -board fence or a double row of evergreens.
After you have revised the site plan, please resubmit one copy so that I may verify the information contained on
the plan. I will need all approved review agency comment sheets and at least five copies of the final plan for
approval. Comment sheets are required from the following agencies: the Frederick County Inspections
Department, Frederick County Public iTorks and the Frederick County Fire Marshol.

Planning Staff has reviewed the above -referenced site plan to determine if administrative approval
can be granted. At this time, administrative approval cannot be granted. This site plan is denied
until the issues in this letter, as well as all issues of the other review agencies, have been adequately

adequately addresses each concern.
Review Comments:
1) Adioining Properties. On Sheet 2 of 7, provide the adjoiner information for the property
east of the school bus pickup facility.
2) Proiect Summary. On Sheet 3 of 7 under the project summary, change the proposed use to
school bus pickup facility.
3) Shelter. The shelter for the bus pick up area appears to be sitting in the grass, it would be
appropriate to provide a sidewalk to the structure.
4) Phases. There are two phases to this parking lot, include all the improvements to the phase 2
parking area (landscaping and paving) so that it is understood what improvements must be
made if they decide to construct the phase 2 area.
5) Parking Lot Landscaping. Provide a hedge row along Holiday Drive and the spaces facing
Redland Road consistent with § 165-27E(11)a of the Frederick County Zoning Ordinance and
include the hedge type in the plant schedule.
6) Planting Notes. Provide a statement that all landscaping must conform with § 165-36B of
the Frederick County Zoning Ordinance and that any plant substitutions must be approved in
writing by the Frederick County Planning Department.

We've prepared a site plan for a new school bus piclaip area and RV storage lot at Lake Holiday Estates.
The school bus pickup area is located on VA Route 701, at the intersection of White Oak Road. White Oak
Road is normally gated and closed to through traffic. A standard VDOT commercial entrance is proposed for
the bus entry. The exit will be onto White Oak Road, then back to Route 701. A parking lot is also provided.
No access from a state road to the parking lot is proposed.
Due to the rural nature and limited use of the facility, concrete curb wheel stops are proposed in lieu of the 6"
curb and gutter. This low impact style development limits concentrated flows. A majority of the lot sheet flows
onto Lake Holiday lands. A small detention pond is proposed to mitigate increase flow from the impervious
area.
Currently, the bus pickup site is the recreational vehicle storage area. This RV area will be relocated to a site on
Masters Drive, near- the water tank A paved entrance is proposed. The storage area will be gravel surfaced. For
the most part the lot will sheet flow to two detention structures that will transpose the somewhat concentrated
flows back to sheet flow.
Landscaping and site lighting are provided at both sites. At the RV site, large berms will help screen the facility
from Masters Drive. A security fence will also be provided. Other than electric service, no other utility
extensions are planned for either- site.
