application_ The Department of Planning & Development will review the application to ensure that it is
complete prior to accepting it If any portion of the application is not complete, it will be retained to the
applicant(s).
(1) One (1) set of approved comment sheets are required from each relevant review
agency prior to final approval of a site plan. It is recommended that applicants
contact the Department of Planning & Development to determine which review

The above -referenced site plan was approved on July 1, 2005. The site plan is approved for the
construction of a new 13,369sf animal shelter located off of Fort Collier Road behind the CFFW
Facilities. Required site inlprovenlents include the following:
Construction of a parking lot Nvith thirty (30) spaces (including two handicap accessible),
including curb and gutter, a sidewalk, striping, handicap access and landscaping.
Construction of a dumpster pad with a six (6) foot wooden fence for screening.
An eight foot high black chain link fence enclosure around the side of the building.
I and providing you with five (5) copies of the approved site plan. Please forward these copies to the
appropriate representative(s). Furthermore, advise the owncr(s) that a copy should be kept for future
reference, and an approved copy must be kept on the construction site throughout the development
process. Once site development is complete, the owner(s) should contact this office to schedule an on -site

Plamning Staff has reviewed the above -referenced site plan to determine if administrative
approval can be granted. At this time, administrative approval cannot be granted. This site plan
is denied until the issues in this letter, as well as all issues of the other review agencies, have
been adequately addressed. Please review Staffs comments listed below and then prepare a
revised site plan which adequately addresses each concern.
Review Comments
1) Zoning District Buffer. On Sheet 4 of 6, show the zoning district buffer and provide a
statement that it will be installed in conjunction with the CFFW expansion.
2) BuildinI4 Restriction Lines. The BRL adjacent to the Barber & Ross site is shown at 75';
revise the BRL to be 75' off of the right-of-way on this side. Also, the rear of the building is
located about 39' off of the right-of-way. Please advise if the site can be shifted closer to the
CFFW parking lot to be 75' off of the right of way.
After you have revised the site plan, I \will need all approved review agency comment sheets and at
least five copies of the final plan for approval. Comment sheets are required from the following
agencies: the Frederick County Department of Building Insj-)ections, the Frederick County Fire
Alarshal and the Sanitation Authority.

I'm writing to update you on changes in the Lord Fairfax Health District's management
team, specifically in our Environmental Health program. I know this program has
significant interaction with a variety of county and City government programs and so,
wanted to make sure you have up-to-date contact information.
Kelly Vanover is leaving his position as District Environmental Health Manager to join
the Virginia Department of Conservation, Parks and Recreation. His last day in the office
will be Friday, April 29, 2005. Recruitment actions are now in play to hire a new person
for this position. Interested persons can apply online through the Virginia Department of

In the interim, Steve Lee will serve as Acting Environmental Health Manager. Mr. Lee

We've prepare plans for a new animal shelter for Frederic]-, County. The site is located off of a private access
easement behind the CFFW Regional Detention Facility and the Barber and Ross manufacturing Facility in the
Ft. Collier Industrial Park. No new access onto state roads is proposed all utilities but sewer will be extended
from existing lines at the Community Corrections Facility site. All of these are off extensions being installed for
the new Work Release Facility. Sewer is extended from a manhole to the south. The site meets the County
requirements for landscaping, parking and setbacks.. Screening plans were previously approved for the CFFW,
CCF Site Plan.
The site drains to a detention pond constructed by the Work Release project. It is expanded slightly to account
for volume lost with the access road extension. Two copies of the Erosion Control Narrative with associated
stormwater calculations are provided.
