The above -referenced site plan was approved on September 18, 2006. The site plan is approved for the
construction ofa new 24,507 square foot retail center on Warrior Drive (Route 719). Required site improvements
include the following:
• Construction of a parking lot with 128 spaces (five handicap accessible), including curb and gutter,
sidewalks, landscaping and striping.
• Construction of a dumpster pad site with a six foot fence for screening.
• A ten foot asphalt walking/bike path along Warrior Drive and a sidewalk along Tasker Road to be built by
the developer.
• A 25' active portion ofa shared Zoning District Buffer with opaque fencing and landscaping.
I am providing you with four (4) copies of the approved site plan. Please forward these copies to the appropriate
representative(s). Furthermore, advise the owner(s) that a copy should be kept for future reference, and an
approved copy must be kept on the construction site throughout the development process. Once site development

Stores shall comply with The Virginia Uniform Statewide Building Code and use group
M ( Mercantile) of the International Building Code /2000 . Other Code that applies is
ICC/ANSI A 117.1-98 Accessible and Usable Buildings and Facilities.
HC parking appears to be in compliance. All requited egress doors and 50% of the

This is to acknowledge receipt of your revised plans with latest revisions dated September 12, 2006 for
the referenced project. The plans appear satisfactory and are approved. As discussed with your staff,
the plans have been updated with the latest versions of the applicable VDOT standard details, and the
CG-12 ramp for the bike path has been adjusted to show the ramp extending across the full width of the
path. Please advise the developer of this approval. Please provide six sets of approved construction
plans with signed seal for VDOT distribution.
I offer the following comments:
• Note that on the last page of the 'Supplemental Calculations for Warrior Drive Retail Center', the
projected flow (4.07 cfs) in the existing 15" CMP under NB Warrior Drive exceeds the pipe capacity
(3.30 cfs). If drainage problems are caused by this deficiency, it may be necessary to replace this
pipe.
• A preconstruction conference be held by the engineer and/or developer with the attendance of the
contractor, various County agencies and VDOT prior to initiation of work on the Warrior Drive
improvements.
• Materials used and method of construction shall apply to current observed VDOT Road & Bridge
Specifications applicable during construction of this development.
• Our review and comments are general in nature. Should conditions in the field exist such that
additional measures are warranted, such measures shall be completed to the satisfaction of the
Department.

• All drainage is to be carried within the right-of-way in ditch lines or gutters along the street to a pipe
or drainage easement.
• The contractor shall notify VDOT when work is to begin or cease for any undetermined length of
time. VDOT will also require 48 hours notice for inspections.
• The appropriate land use permits shall be obtained before any work is performed on the State's right-
of-way. The permit is issued by this office and will require a minimum processing fee, surety bond
coverage, and the salary & expenses of a State assigned Inspector.
• Any signs to be installed will be in accordance with the Manual on Uniform Traffic Control Devices
(MUTCD) and the approved plans.
• A copy of any/all recorded plats of dedication for drainage easements or additional right-of-way
required for implementation of this proposed project should be provided to VDOT prior to issuance
of any land use permit. Dedication should be made to the Commonwealth of Virginia.
• A copy of any/all RECORDED PLATS of dedication to public use (the County of Frederick) for
drainage easements or additional right-of-way required for implementation of this proposed project
should be provided for VDOT review prior to issuance of any land use permit.

1) Bike Path/Sidewalk. Shade the 10' bike path along Warrior Drive and clarify that the developer will
construct it.

3) Shared Buffer. Provide a legal reference for the shared zoning district buffer.

I) Revise the erosion and sediment control plan (Sheet 4 of 12) to reflect the
diversion dike to drain out tlu-ough a sediment trap. The plan currently proposed
the diversion dike to cross the silt fence located below the sediment trap. Provide
CalCLdatlons and details for the proposed sC(llmcnt trap as well as a grading plan for
the trap.
2) Provide outlet protection details and dimensions on the plan for culvert outlet "A"
in accordance with VESCiI Standard 3.18.
3) It appears that all of the off -site stormwater discharge from Warrior Drive will be
collected at structure B5 and piped through the new stormsewer system. This
measure will allow you to fill in the existing onsite drainage channel. However, the
erosion and sediment control construction sequence indicates that B6 to B5 will be
installed as a first step in the grading process. Because of this sequence, the runoff
stormsewer proposed to discharge at outfall "A" may not be installed immediately.
Consequently, it may be advantagous to install the complete run of onsite
stormsewer. If not, the sediment trap will be unable to accommodate the increased

flows created by the additional storm sewer.

7) Landscaping. Provide a note on Sheet 6 that states any substitutions must be approved in
writing by the Frederick County Planning Department.
8) Landscaping. The zoning district buffer needs to include one third deciduous trees. The
parking lot landscaping requires a minimum of 55 trees and the buffer requires 79 trees. A total
of 164 deciduous trees needs to be provided on the site, only 61 are current]), shown.
9) Zoning District Fence. There is a fence for the zoning district buffer shown on sheet 6 but the
location of the fence on the site has not been provided.
10) Plant Size and Type. T tie evergreen trees In the zoning district buffer must be a minlmun of

12) One Way Traffic. The lane behind the building is one way. Signs should be placed at the
entrance and exit of this lane stating that it is one way.
