The cbecklist shown below specifies the information which is required to be submitted as part of the site plan
application. The Department of Planning & Development will review the application to ensure that it is
complete prior to accepting it. If any portion of the application is not complete, it will be retumtd to the
applicant(s).
(1) One (1) set of approved comment sheets are required from each relevant review
agency prior to final approval of a site plan_ It is recommended that applicants
contact the Department of Planning & Development to determine which review

Dear Ron:
The Frederick County Department of Planning and Development administratively approved the
above -referenced site plan on September 13, 2005. The site plan is approved for the construction of
a 60' x 120' work release annex building located next to the Work Release Facility, in the Stonewall
Magisterial District. All requirements of the Frederick County Zoning Ordinance have been met in
the approved site plan, including review agency comments from all relevant review agencies.
I am providing you with five (5) copies of the approved site plan. Please forward these copies to the
appropriate representative(s). Furthermore, advise the owner(s) that a copy should be kept for future
reference, and an approved copy must be kept on the construction site throughout the development
process. Once site development is complete, the owner(s) should contact this office to schedule an on -
site inspection. Do not hesitate to contact me if you have any questions or concerns.

The attached revised site plan for the CCF Annex Building has satisfactorily incorporated the
Frederick County staffs comments presented during a meeting held on August 26, 2005. Staff
comments were provided by engineering, planning and development, inspections and, fire and rescue.
Because of the satisfactory compliance, we recommend that the site plan be approved for
Construction.

We've revised the Annex plans per comments received on Friday, 26 August. I've enclosed copies here for
approval. The changes are:
1. The access road has been shifted to the active portion of the buffer area.
2. A sidewalk has been extended to the west side of the Community Corrections Facility (CCF). This will
provide access to the parking lot for that facility.
3. A cleanout has been added to the 6" sewer lateral.
4. A rock check dam has been specified downstream of the project.
5. Handicapped parking is provided at the east side of the new building.
6. The development notes have been adjusted.

Staff is in receipt of the site plan for the above -referenced project, accepted on October 14, 2004. At this time,
the site plan is denied until the following comments are adequately addressed.
Review Comments:
1) Sidewalk. It appears that a sidewalk might be needed from the annex building to the work release
facility.
2) Access Road. Pavement is not allowed to be within the inportion of portioof the buffer. The access
road needs to be relocated to the active portion of the buffer.
3) Sianaae. On sheet 2 of 4 under notes, revise the 150sf to 100sf.
Once you have adequately addressed all of these comments, please resubmit a copy for my review. I will need
all approved review agency continent sheets and at least five copies of the final plan for approval. Comment
sheets are required from the following agencies: The Frederick County Dept. of Building Ins73ections,
Frederick County Engineer (Public Works), the Frederick County Fire Marshal, the Frederick County
Sanitation Azahorll),.

The Regional Detention Center is having to provide temporary housing for sonic of Its inmates while waiting
for the �Vork Release Facility (CCF) to be completed. We've prepared a site plan for a 7200 sq ft building to
be situated just north of the CCF, adjacent to the existing access loop road. As all of the inmates to be
hotised in this facility are existing, no additional parking is 1-equired. No new entrances to state roads are
proposed.
Utility extensions are shown on the plans. Watcr and sewer lines will be extended fi-om existing FCSA lines
on site. Gas and electric sei-vices will be extended by those companies. Telephone/cable will be extended
front the existing Regional Detention Facility system.
