application. The Department of Planning & Development will review the application to ensure that it is
complete prior to accepting it If any portion of the application is not complete, it will be returned to the
applicant(s).
(1) One (1) set of approved comment sheets are required from each relevant review

We have received your revised site plan dated December 14, 2005 for the referenced project. It
appears all of our earlier review comments have been satisfactorily addressed. Please advise the
owner of our approval. Also please provide four (4) sets of approved construction plans
with signed seal for VDOT distribution.
The appropriate land use permit may now be applied for to cover work within the Route 863
right-of-way. The permit is issued by this office and will require a minimum processing fee,
surety bond coverage, and the salary & expenses of a State assigned Inspector. A copy of
any/all recorded plats of dedication for drainage easements or additional right-of-way required
for implementation of this proposed project should be provided to VDOT prior to issuance of any
land use permits. Dedication should be made to the Commonwealth of Virginia.
Once satisfactory application has been made, a permit will normally take approximately thirty
days to process and issue. Should you have any questions, do not hesitate to call.

Dear Dennie:
The above -referenced site plan was approved on December 19, 2005. The site plan is approved for the
construction of a new 16,800sf office/warehouse (with accessory retail) facility for Davenport Insulation
located on Tyson Drive. This development consists of two phases. Phase one consists of 2,280sf of office,
2,520sf of accessory retail and 12,000sf of warehouse. Phase two consists of 20,000sf of warehouse/storage
area. Required site improvements include the following:
Construction of parking lot with 52 spaces (including three handicap accessible), including curb and
gutter, a sidewalk, landscaped islands, striping, and handicap access.
Construction of a dunipster pad with a six (6) foot wooden fence for screening.
Three 12' x 45' loading space.
I am providing you with three copies of the approved site plan. Please forward these copies to the appropriate
representative(s). Furthermore, advise the owners) that a copy should be kept for future reference, and an
approved copy must be kept on the construction site throughout the development process. Once site
development is complete, the owner(s) should contact this office to schedule an on -site inspection. Do not

Dear Candice:
The following represents Triad Engineering, Inc. responses to comment enumerated in a
telephone discussion with you from the Planning department, concerning the Davenport
Insulation site plan. Frederick County review comments are shown in italics. We are responding
on a point -by -point basis to correlate with our discussion by telephone.
Curb/Gutter— The area situated directly below the parking spaces and above the Storm
Water Management Pond needs to have curb and gutter. Per our telephone conversation
earlier this month with you and your office the changes have been made allowing CG-6 and
curb cuts to maintain the designed drainage pattern along the paved area in-between the
southern most parking spaces and the edge of pavement/landscaped area for the Storm
Water Management Pond (amended, see sheets C-04, C-05 and C-06).
I have included five sets of the revised site plan for your final approval per our telephone
discussion, as well as the appropriate review agency comment sheet from Frederick County
Sanitation Authority (FCSA). If you have any questions, please don't hesitate to contact me.

Dear Candice:
The following represents Triad Engineering, Inc. responses to comments enumerated in a letter
from the Planning department, dated November 8, 2005, concerning the Davenport Insulation site
plan. Frederick County review comments are shown in italics. We are responding on a point -by -
point basis to correlate with your letter.
1. Proposed Use - On sheet 2 under general notes, the proposed use is
office/retail/warehouse center. Accessory retail in the M1 is limited to 15% of the
building so the square footage dedicated to this use would exceed this amount and
needs to be reduced to a minimum of 2,520sf. The use for this site should be called
office/storage facility for building construction contractor (SIC 17) with accessory
retail. Amended (see general site plan note # 7, sheet C-02).
2. Signage - There are notes provided on sheet 2 that state future signs will be permitted
separately. While the sign permit may be separate, the sign location needs to be
provided for this site. Show the location of the "Davenport Insulation" sign. Added,
the sign is to be affixed to the building, note added to general site plan notes (see sheets C-
02 - note # 25 and C-08).
3. Entrances and Curb/Gutter- It appears that two entrances for one site is excessive.
The entrances should be combined so the site only has one commercial entrance on
Tyson Drive. The configuration could be revised as shown on sheet 4, also the areas
around the parking lot need to have curb and gutter. Per our telephone conversation
dated November 15, 2005, VDOT has approved the entrances as shown. No change has
been made per our previously mentioned telephone conversation.
4. Phase 11 Building - The pavement area should touch the future building site. The
pavement has been extended to the proposed location of the Phase II Building (see sheets
C-04, C-05, C-06 and C-12).
5. Landscaping - A few of the trees should be relocated as indicated on sheet 12. Also,
the type and numbers provided for evergreen hedge needs to be shown on sheet 12.
This hedge needs to be at least 3" in height and be planted 3-4 feet off center. Note
added for height, location, type and number plants for evergreen hedge(s) (see sheet C-12).
Location of trees has not changed per our previous telephone conversation dated November
15, 2005, regarding the location and type on VDOT approved entrance.

Planning Staff has reviewed the above -referenced site plan to determine if administrative approval
can be granted. At this time, adillimstrative approval cannot be Wanted. This site plan is denied
until the issues in this letter, as well as all issues of the other review agencies, have been adequately
addressed. Please review Staffs comments listed below and then prepare a revised site plan which
adequately addresses each concern.
Review Comments:
1) Proposed Use. On sheet 2 under general notes, the proposed use is ofliceh•ctail/warehouse
center. Accessory retail in the M1 is limited to 15% of the building so the square footage
dedicated to this use would exceed this amount and needs to be reduced to a minimum of
2.520sf. Tlie use for this site should be called off ice/storage facility for building construction
contractor (SIC 17) with accessory retail.
2) Signage. There are notes provided on sheet 2 that state future signs will be permitted
separately. While the sign permit may be separate, the sign location needs to be provided on
this site. Show the location of the "Davenport Insulation" sign.
3) Entrances and Curb/Gutter. It appears that two entrances for one site is excessive. The
entrances should be combined so the site only has one commercial entrance on Tyson Drive.
The configuration could be revised as shown on sheet 4, also the areas around the parking lot
need to have curb and gutter.
4) Phase II Building. The pavement area should touch the future building.
5) Landscaping. A few of the trees should be relocated as indicated on sheet 12. Also, the
type and numbers provided for evergreen hedge needs to be shown on sheet 12. This hedge
needs to be at least Y in height and be planted 3-4 feet off center.

The following represents Triad Engineering, Inc. responses to comments enumerated in a letter
from the Planning department, dated September 21, 2005, concerning the Davenport Insulation
site plan. Frederick County review comments are shown in italics. We are responding on a
point -by -point basis to correlate with your letter.
1. Site Area — On sheet 2 under general notes, provide the disturbed area of the project.
Note added, renumbered notes (see general site plan note # 6, sheet C-02).
2. Proposed Use — On sheet 2 under general notes, the proposed use is
manufacturing/distribution center. Wouldn't this use be a construction contractor's
office/facility? Amended (see general site plan note # 7, sheet C-02).
3. Parking requirements — On sheet 2 under general notes, the parking requirements are
only for employees. The proposed use also has office/retail that has a separate
parking requirement that needs to be included. Note added (see general site plan note #
10, sheet C-02).
4. Utilities — Provide a statement that all utilities must be underground. Note added for
underground utility placement (see general site plan note # 27, sheet C-2).
5. Signage — There are notes provided on sheet 2 that state future signs will be permitted
separately. While the sign permit may be separate, the sign location needs to be
provided for this site. Added (see sheets C-4 and C-8).
6. Building Dimensions — Note 19 on sheet 2 states "refer to architectural plans for exact
building dimensions". The exact building dimensions need to be shown on this site
plan as well. Added (see, sheet C-4).
7. Adjoining Properties — All of the information for each of the adjoining properties needs
to be provided, including properties across Tyson Drive. Deed book, page number,
zoning and use of each adjoining property added including the property directly across on
Tyson Drive (see sheet C-3).
8. Tyson Drive — Provide the route number and speed limit for Tyson Drive. Added (see
sheet C-3).
9. Entrances — The location of all entrances within 200'needs to be shown. All entrances
within 200' of the property are shown (see sheet C-3).
10. Building Use — The breakdown of the building (retail/office/warehouse) needs to be
shown on sheet 4. Note added (see note 7 sheet C-2 and sheet C-4).
11. Handicap Parking — The HC parking needs to be placed in front of the door as
indicated and a HC ramp needs to be provided onto the sidewalk. A HC ramp has been
added. The location of the HC parking has not been moved and is appropriate given the
grading constraints for the existing site conditions (see sheet C-4).
12. Sidewalks — On sheet 4, label the sidewalk and extend the sidewalk as indicated on the
plan. Added, (see sheet C-4).
13, Future Lot — There is text in the pavement area that states future lot; clarify what this
is. Text deleted, placed inadvertently (see sheets C-4 and C-5).

14. Dumpster Pad — The dumpster needs to be within an enclosure with a six foot board -
on -board fence for screening. A detail of the enclosure and fence needs to be
provided. Added (see sheets C-4 and C-8).
15. Outdoor Storage — There is a note on sheet 2 that states there will be no outdoor
storage. Sheet 4 shows a large pavement area; the use of this area needs to be
clarified. If there will be any outdoor storage or vehicle parking; this area will need
adequate screening. No outdoor storage or vehicle parking will occur in the paved areas
not designated as loading docks or employee parking. Pavement area is necessary for
anticipated turning radius/vehicle maneuverability and mobilization area (see sheet C-4 for
clarification).
16. Fence with Gate — Sheet 4 shows a fence and gate around the sides and rear of the
site. Clarify what type of fence this is. Note added (see sheet C-4).
17. Loading spaces — The loading spaces have not been shown on sheet 4. Show the
location of the spaces and stripe them. Location and stripes added (see sheet C-4).
18. Phase 11 Area — The phase 2 area needs to be completed as it is currently a box with no
access. If the property owners plan to construct this building within five years, all
access and utilities to this building needs to be provided on this plan. If they are not
planning to construct the building within five years, it needs to be removed from this
plan and submitted as an addition at a later time. Per our telephone call discussion on
10/18/2005 with you, the building shown on sheet C-4 is shown to facilitate the engineering
calculations for the full site development that will occur within 5-years. It is shown as the
maximum size that doesn't violate the Frederick County Zoning Ordinance. Any utilities to
the site would occur once an exact size and layout by the Architect/Builder selected by the
client and would conform to any easements, ordinances requested at a future date (see sheet
C-4).
19. Landscaping — This zoning district requires at least 25% landscaped area; show a
breakdown of how much landscaped area has been provided. Also, this site requires
interior and perimeter landscaping. One tree per 2,OOOsf of impervious surface is
required along with one tree per ten parking spaces. While the interior parking is
shown, the perimeter landscaping has not been provided. Provide the square footage
of impervious surface and associated trees. A three foot high evergreen hedge is also
required where parking spaces face roads or adjoining properties. Amended, (see
landscaping notes, sheet C-12).
20. Landscaping — Notes need to be provided that state all plantings must conform with
165-36B of Frederick County Zoning Ordinance, and that any plant substitutions must
be approved in writing by Frederick County Planning. Amended, (see landscaping notes,
sheet C-12).
21. Tree Location — Three trees at the front of the property appear to be within the ROW of
Tyson Drive and need to be moved back. Amended (see sheet C-12).
22. Grass Area — /t appears that pavement might not be needed to the building as
indicated on sheet 4, and would be better landscaped. Amended per our telephone
conversation on 10/18/2005 with you including the statement that CG-6 curb and gutter would
not be placed around the new landscaped areas provided that no parking is intended at those
locations (see sheet C-4 and C-12).
23. Fire Lane — The gravel fire lane should be revised to show a paved loop around the
entire building. Noted and amended. The location of the Phase 2 building and exact size
are pending architect/builder plans and the appropriate fire lane would be placed during
phase 2 in accordance with the Frederick County Zoning Ordinance (see sheet C-4).
I have included one set of the revised site plan for your review, as well as the appropriate review
agency comment sheets. Once approval is obtained from VDOT, FCSA, Fire Marshal, and the
Engineering and Inspection Departments, I will forward those on to you. If you have any

The Authority's Water and Sewer Standards and Specifications are available at www.fcsa-watcr.com.
The water and sanitary sewer portion of these plans are valid for two years from date of FCSA approval.
Water and sewer lines are to be constructed in accordance with these plans and shall meet all Authority
requirements.
4. The contractor shall coordinate with, and arrange for inspection by, the Authority.
When an existing water main is tapped for the installation of a new line:
a) The Authority shall furnish all labor and material.
b) The developer/contractor must:
1. make application and pay deposit
2. mark the tap location.
6. The contractor shall tie-in a new sewer line to an existing manhole by core drilling the manhole.
Exact locations of water and sewer services on new lines are to be coordinated with the Authority's
Inspector.
The Authority's maintenance department shall furnish and install all water meters through 2" in size.
It is the developer's/contractor's responsibility to have the meter box assembly installed correctly.
Before a permanent meter is installed:
a) The meter box, with its frame and cover, must be properly aligned with the coppersetter.
b) The frame and cover shall be set to final grade.
c) The distance between the top of the cover and the coppersetter shall to be between 18 and 21 inches.
d) All components of the meter box assembly shall be in proper working order.
9. For water and sewer services that connect to existing lines:
a) The location of the service lateral is to be coordinated with the Authority's Engineering Assistant.
b) An Application for Service must be made and fees paid before work will begin.
c) The Authority shall furnish and install all 5/8", 3/4" and I" water services.
d) For all 1 1/2" and 2" water services, the Authority shall make the tap and bring the piping to
the property line. The contractor shall furnish and install the meter vault assembly. The
Authority will install the meter.
e) The Authority will install all sewer laterals.
10. Any water service line must have a backflow prevention assembly (double check valve or RPZ,
as required). I -lie assembly must meet ASSE standard No. 1015 or 1013.
11. All fire lines shall have a (ire service meter assembly and a back(low prevention assembly (detector
double check valve or RPL, as required). The assembly shall meet ASSE standard No. 1048 or 1047.

11) Handicap Parking. The FIC parking needs to be placed in front of the door as indicated and a
HC ramp needs to be provided onto the sidewalk.
12) Sidewalk. On sheet 4, label the sidewalk and extend the sidewalk as indicated on the plan.
13) Future Lot. There is text in the pavement area that states future lot; clarify what this is.
14) Dumpster Pad. The dumpster needs to be within an enclosure with a six foot board -on -board
fence for screening. A detail of the enclosure and fence needs to be provided.
15) Outdoor Storage. There is a note on sheet 2 that states there will be no outdoor storage. Sheet 4
shows a large pavement area; the use of this area needs to be clarified. If there will be any
outdoor storage or vehicle parking, this area will need adequate screening.
16) Fence with Gate. Sheet 4 shows a fence and gate around the sides and rear of the site. Clarify
what type of fence this is.
17) Loading Spaces. The loading spaces have not been shown on sheet 4. Show the location of the
spaces and stripe them.
18) Phase II Area. The phase 2 area needs to be completed as it is currently a box with no access. If
the property owners plan to construct this building within five years, all access and utilities to this
building needs to be provided on this plan. If they are not planning to construct the building
within five years, it needs to be removed from this plan and submitted as an addition at a later
time.
19) Landscaping. This zoning district requires at least 25% landscaped area; show a breakdown of
how much landscaped area has been provided. Also, this site requires interior and perimeter
landscaping. One tree per 2,000sf of impervious surface is required along with one tree per ten
parking spaces. While the interior parking has been shown, the perimeter landscaping has not
been provided. Provide the square footage of impervious surface and the associated trees. A
three foot high evergreen hedge is also required where parking spaces face roads or adjoining
properties.
20) Landscaping Notes. Notes need to be provided that state all plantings must conform with 165-
36B of the Frederick County Zoning Ordinance, and that any plant substitutions must be
approved in writing by Frederick County Planning.
21) Tree Location. Three trees at the front of the property appear to be within the ROW of Tyson
Drive and need to be moved back.
22) Grass Ai -ea. It appears that pavement might not be needed adjacent to the building as indicated
on sheet 4, and would be better landscaped.
23) Fire Lane. The gravel fire lane should be revised to show a paved loop around the entire
building.
