The site plan is approved for the construction of a new 12,000sf office/warehouse facility for Shenandoah Valley Water Company located on McGhee Road. Required site improvements include the following: • Construction of a parking lot with 13 spaces (including one handicap accessible), including curb and gutter, a sidewalk, landscaped islands, striping, and handicap access. • Construction of a dumpster pad with a six (6) foot wooden fence for screening. • Two12' x 45' loading spaces. • A Zoning District along the rear of the property; half of this buffer contains a 50' woodland screen and the other half contains a six foot berm and three trees per ten linear feet. I am providing you with seven (7) copies of the approved site plan. Please forward these copies to the appropriate representative(s). Furthermore, advise the owner(s) that a copy should be kept for future reference, and an approved copy must be kept on the construction site throughout the development process. Frederick County review comments are shown in italics. We are responding on a point -by -point basis to correlate with your letter. 1. Use — On Sheet 2 under general site plan notes, there are still two references to manufacuturing. Replaced designated use; (see general site plan note # 6, sheet C-2). 2. Notes — On Sheet 2, provide a note that all utilities must be underground. Your response letter stated that note # 9 addressed this comment, but this only refers to parking. Note added for underground utility placement (see general notes, note # 9 — located in the upper left hand corner of sheet C-2 and general site plan notes, note # 26 — located in the lower right hand corner of sheet C-2 ). 3. Zoning District Buffer— The notes provided on sheets C-2 and 4 regarding the reduced distance buffer need to be removed because the property does not qualify for a reduced buffer. The application for site plan for this property appears to have little measurable impact on McGhee Road, future extension of Route 861, the VDOT facility which would provide access to the property. Text amended to state "Route 861 (Future Extension)", (see sheets C-3 and C-4). 2. On Sheet C-2, replace the VDOT General Notes with the latest version revised May 1, 2004 (copy attached). Replaced VDOT General Notes with revised version dated May 1, 2004 (see sheet C-2). 3. On Sheet C-3, this section of McGhee Road should be designed as "Route 861 (Future Extension)". On Sheet C-4, include a 15" entrance culvert pipe to carry the roadway ditch across the proposed entrance. This will keep the roadway drainage in the existing ditch on the ROW and separate from the on -site drainage. Due to the constraints of the site and the minimal road frontage, adding a second culvert under the driveway where it connects to the existing cul-de-sac would be awkward, to say the least. Drainage from Route 861 and the neighboring property to the east joins together at the western edge of our property anyways. We feel that our current layout is adequate to convey on and off site drainage in an economical way. A drainage easement has been added to the 19"00" driveway culvert on Sheet C-6 to assure VDOT that drainage conveyance will remain along the VDOT right-of- way. 5. On Sheet C-4, indicate the entrance to conform to VDOT standard CG-11, and curb and gutter to conform to VDOT standard CG-6. These standard detail sheets should be included on sheet C-8. Note added - VDOT standards CG-11 and CG-6 (see sheet C-4 and C-8). 6.
