Dear Ron:
Upon review of the subject site plan, we offer the following comments:
1) The stormwater provision 4VACSO-30-40 19.b(t) has been removed fi-om
Frederick County's Erosion and Sediment Control Ordinance. We will require that
a routing be performed that compares the time of concentrations from the large
drainage area in comparison to the proposed site. Although we realize that this
study may result in the same conclusion, it will document the actual channel size
- and provide details of this drainage area. Also, it will be necessary to include the
proposed 100-year water surface elevations for the site to ensure that the structure
will not be flooded.
Once these comments have been addressed, submit one (1) set of the revised plan and
drainage study for our review.

Dear Ron:
Planning Staff has reviewed the above -referenced site plan to determine if administrative approval can be granted.
At this time, administrative approval cannot be granted. This site plan is denied until the issues in this letter, as
well as all issues of the other review agencies, have been adequately addressed. Please review Staffs comments
listed below and then prepare a revised siie plan which adequately addresses each concern.
Review Comments:
1) Site Plan Application. The site plan application needs to be signed.
2) Proffer Page. On sheet 2 of 9 on the proffers page, there is a drawing included at the bottom. It is
unclear why this was included as it was not in the rezoning file.
3) Adjoining Properties. On sheet 2, some of the adjoining information is difficult to read because of the
tree cover on the aerials. Provide the deed book page number for the church property.
4) Sidewalks. Provide a sidewalk or asphalt path along Martinsburg Pike and a crosswalk over the entrance.
Also, the sidewalk by the building should be extended as noted on sheet 4.
5) Stop Sian. Provide a stop sign at the entrance.
6) Ice Cream Stand. The ice cream stand should be relocated to the grass area behind the restaurant. This
would provide access to the stand off of the sidewalk. If the stand is to remain as shown on the plan, a
sidewalk and area for customers to stand will need to be provided.
7) Dumpster Location. Provide a dumpster site on the property and a detail of the enclosure.
8) Driving Lanes. The driving lane needs to be increased to 24' along the northern property line.
9) Buffers. B2 against RA residential requires a category B buffer. A buffer is required along the Jobe
property.
10) Loading Space. One loading space is required for the site. It seems that the proposed gravel drive area
might be used as a loading area. This area needs to be paved if it will be used for unloading of materials,
and increased in size to accommodate truck turn around and parking.
11) Dedications. Please indicate if any ROW dedication is needed for Route 11.
12) Signage. Provide the location of any proposed signage on the site. Also, the signage area under
the notes on sheet 4 needs to be changed from max area of 150sf to 100sf.

13) Landscaping Notes. On sheet 6, provide notes that state all plantings shall conform with § 165-
36B of the Frederick County Zoning Ordinance and that any plant substitutions must be
approved in writing by the Frederick County Planning Department.
14) 20' Landscape Buffer. The 20' landscape buffer needs to include a two foot berm and increase
the caliper of the trees to two inches.
15) Surveyed Boundaries. Provide the boundaries on sheet 4 as well as 3.
After you have revised the site plan, please resubmit one copy so that I may verify the information
contained on the plan. I will need all approved review agency comment sheets and at least five copies of
the final plan for final administrative approval. Comment sheets are required from the following agencies:
the Frederick County Inspections Department, the Frederick County Engineer, the Frederick County Fire
Marshal, the Frederick County Sanitation Authority, and the Virginia Department of Transportation.

The old Woolen Mill in Clearbrook has been purchased and is being converted to a restaurant. A 2107 foot
addition to the existing 3530 SF facility is proposed. Additionally a small ice cream stand, as an accessory use, is
proposed for pedestrian traffic only along the Clearbrook Park property. All utilities are existing to the building.
A fire hydrant is located at the site. Approximately 205 feet of 6" waterline will need to be relocated.
Storm runoff discharges to Clearbrook Run. Numerous small water quality/detention ponds are provide to
control discharge.
A 20 foot buffer- is provided along Route 11 for a landscaped screen. Additionally a 10 foot buffer/screen is
required along the southern park boundary. These details, along with the trees required by the additional parking
area are provided.
The existing entrance to Route 11 will be improved as required by the MDP and according to VDOT Standards.
Sewer service is provided by new private sewer grinder pumps discharging to a new 2" force main owned by the
FCSA. This main shall be installed along the Route 11 right-of-way. Details are provided on the plan.
