At this time, administrative approval cannot be granted. This site plan is denied until the issues in this letter (additional comments may be provided during second review), as well as all issues of the other review agencies, have been adequately addressed. Please review Staff's comments listed below and then prepare a revised site plan which adequately addresses each concern. Review Comments: 1) Lot Consolidation. A consolidation of the two parcels will be required before the site plan will be approved (42-A-253 and 42-A-253A). The new property line that is shown is incorrect; both properties need to be totally consolidated. 2) AdioininI4 Properties. All adjoining properties must be shown, including properties across Route 522. 3) Details. Provide a detail for the curb and gutter. 4) Gas Pump Number. Sheet 1 states that there are eight proposed gas pumps; the truck fueling area being added does not have eight pumps. 5) Truck Radius. Provide assurance that the trucks going to fuel will be able to make the turn as indicated on sheet 2 without going into the grass. 6) Directional Arrows/Signs. Provide directional arrows and signs to direct trucks to the left driving lane if they access through the middle entrance. 7) Landscaping. As stated in the previous comments, parking lot/impervious surface landscaping is required. Show the landscaping along with the impervious surface calculations. 8) Disturbed Area. Sheet 1 states that there is only 1,400sf of disturbed area for the site. By my calculations, the truck parking area alone is over 30,000sf. Also, a parking lot island is required as indicated on sheet 2. 10) Deceleration Lane. There is a deceleration lane shown "by others". This site plan is already installing the crossover; the deceleration lane shown should being constructed at the same time. Also, after the first entrance, there is a "deceleration lane per VDOT standards"; while labeled, this land is not shown. 11) Proposed Additions. This site plan shows many of the items that were approved on SP#50-04 as still being proposed. Any of the items that were approved with the previous site plan need to have "proposed" or "new" removed, and state that they were approved with SP#50-04. After you have revised the site plan, please resubmit two copies so that I may verify the information contained on the plan. Please note that additional comments will be provided to you once the scale of the plan is corrected. I will need all approved review agency comment sheets and at least five copies of the final plan for approval. With a new truck lot, driving lanes and pump area, it appears that there will be more than 1,400sf of disturbed area. 12) Zoning. The parcel is labeled with a zoning of B3, revise to show B2. 13) Car and Truck Traffic. This site needs to be designed so that truck and car traffic do not mix. Signage and striping (no trucks/trucks only) needs to be provided on the site.
