The checklist shown below specifies the information which is required to be submitted as part of the site plan
application. The Department of Planning & Development will review the application to ensure that it is
complete prior to accepting it If any portion of the application is not complete, it will be returned to the
applicant(s).
(1) One (1) set of approved comment sheets are required from each relevant review
agency prior to final approval of a site plan It is recommended that applicants

A VDOT review has been completed on the final plat dated February 2, 2007 for the referenced project.
The plat appears to reflect the information shown on the approved project plans and is therefore approved
by this letter.
The application for subdivision of this property appears to have significant measurable impact on Route 11,
Martinsburg Pike, the VDOT facility which would provide access to the property. This section of street is
currently not in the State's Secondary Road System. All entrance design and drainag6 features must meet
State requirements if the street is to be eligible for acceptance. A complete set of construction plans will be
required for review.
We are returning 4 signed copies of the plat to your office, one copy is being retained for our work file.
Please provide one copy of the plat of dedication fully signed and recorded at the appropriate
County Clerk's Office prior to the issuance of any land use permit from VDOT.

This is to acknowledge receipt of your plans as revised December 1, 2005 for the referenced
project. The plans appear satisfactory and are approved. Since no work under this project is
anticipated to take place on VDOT right -'of -way, a separate VDOT-issued land use permit will
not likely be required. Please provide 2 sets of approved construction plans with signed seal
for VDOT distribution.
I offer the following comments that are recommended for Inclusion In the final plans:
1. On sheet C01, add a note to indicate where the CG-6 curb and gutter terminates at the
beginning of the right -turn lane on Yardmaster Court. Because of the several lines on the
plans at this point, it is difficult to determine the end point of the curb and gutter.
2. On sheet COI, there is a label of 24' next to the site entrance. It is not clear what this
dimension applies to. Was it a previous dimension that has now changed and needs to be
removed?
3. On sheet CO2, indicate the VDOT standard detail EW-1 for the headwall, structure no.
15.

In addition, I offer the following general comments that pertain to VDOT approval of the project
site plans:
• Our review and comments arc general in nature. Should conditions in the field exist such
that additional measures are warranted, such measures shall be completed to the satisfaction
of the Department prior to inclusion of Yardmaster Court into the Secondary Road System.
• All drainage is to be carried within the right-of-way in ditch lines or gutters along the street to
a pipe or drainage casement.
• Since Yardmaster Court is proposed for acceptance into the State Secondary Road system, all
entrances constructed from that street shall meet VDOT minimum standards, as Indicated in
the approved site plans. The contractor shall notify VDOT when work is to begin or cease
for any undetermined length of time. You are required to contact Mr. Bob Hawkins at (540)
535-1824 with at least 48 hours notice to arrange for any necessary inspections.
• Should any work take place on VDOT road right-of-way, the appropriate land use permits
shall be obtained before any such work is performed. The permit is issued by this office and
will require a minimum processing fee, surety bond coverage, and the salary & expenses of a
State assigned Inspector.
• Any signs to be installed will be in accordance with the plans and MUTCD requirements.
• A copy of any/all RECORDED PLATS of dedication to public use (the County of
Frederick) for drainage easements or additional right-of-way required for implementation of
this proposed project should be provided for VDOT review prior to issuance of any land use
permit. This includes the revised plat covering the proposed drainage easement along
Yardmaster Court to the double 30" culvert crossing.

The above -referenced site plan was approved on December 20, 2005. The site plan is approved for the
construction of a new 84 Lumber facility located on Servicemaster Court. This site includes the following:
• Building 1 — 34,450sf (retail/office/storage)
• Building 2 — 20,OOOsf (storage)
• Buildings 3-5 — 9,600sf each (storage)
Two future 6,OOOsf storage sheds
Required site improvements include the following:
Construction of a parking lot with 42 spaces (including two handicap accessible), including curb and
gutter, a sidewalk, landscaped islands, striping, and handicap access.
• Construction of a dumpster pad with a six (6) foot wooden fence for screening.
• Three 12' x 45' loading spaces.
• A six foot board -on -board fence to screen all outdoor storage.
• A 100' Category C Zoning District Buffer with a full screen along the northern property line and part
of the eastern property line.
I am providing you with three copies of the approved site plan. Please forward these copies to the appropriate
representative(s). Furthermore, advise the owner(s) that a copy should be kept for future reference, and an
approved copy must be kept on the construction site throughout the development process. Once site
development is complete, the owner(s) should contact this office to schedule an on -site inspection. Do not

I offer the following comments:
• A preconstruction conference be held by the engineer and/or developer with the attendance of
the contractor, various County agencies and VDOT prior to initiation of work.

• Our review and comments are general in nature. Should conditions in the field exist such

• The contractor shall notify VDOT when work is to begin or cease for any undetermined
length of time. VDOT will also require 48 hours notice for inspections.
• The appropriate land use permits shall be obtained before any work is performed on the
State's right-of-way. The permit is issued by this office and will require a minimum
Processing fee, surety bond coverage, and the salary & expenses of a State assigned Inspector.
• If mailboxes are to be placed along the roadway fronting lots, a minimum of 4' shall be
between the edge of'pavement and the front of mailbox as shown on the attached sketches
and VDOT Standard RFD-1 (copy attached).
• Private entrances will be installed in accordance with VDOT Standard CG-11. This is the
developer's responsibility.
• Any entrances constructed from the referenced street(s) shall meet VDOT minimum
standards. This is the developer's responsibility
• Any signs to be. installed will be in accordance with attachments and FHWA MUTCD.
• I suggest any utilities and/or storm sewer placed within the proposed right-of-way be
backfilled completely with CR. Type 21-B Stone. This will greatly reduce the possibility of
any pavement settlement.
• A copy of any/all RECORDED PLATS of dedication to public use (the' County of
Frederick) for drainage easements or additional right-of-way required for implementation of
this proposed project should be provided for VDOT review prior to issuance of any land use
permit.

Planning Staff has revie,,ved the above -referenced site plan to determine if administrative approval
can be granted. At this time, administrative approval cannot be granted. This site plan is denied
until the issues in this letter, as well as all issues of the other review agencies, have been adequately
addressed. Please review Staffs comments listed below and then prepare a revised site plan which
adequately addresses each concern.
Review Comments:
1) Yardmaster Court. A road plan for Yardmaster Court has not been submitted to the county.
A road plan needs to be provided to this department if the property owners have already had
it approved by VDOT. If not, details of the road need to be shown on this plan.
2) ZOI11Ilg District Buffer. The buffer needs to be extended to both property lines as indicated
Oil sheet 3 of the site plan. There is reference to a "plantable" buffer area on the plan; all
areas adjacent to RA zoned land require a complete buffer.
3) Notes. On sheet 2 of the site plan, notes need to be provided that state (1) all utilities must
be underground, and (2) all lighting must be shielded to prevent glare onto adjoining
properties or road right of ways.
4) Symbol. There is a black dot shown on sheet 2 that is not in the legend. Also, some of the
symbols in the legend are wrong.
5) Fence. Provide a detail for the board -on -board fence.
6) Screening. Clarify if storage building 2 will have \valls or if it will just have a roof. If it
only has a roof, the board -on -board fence will have to be extended.
7) Special Limited Power of Attorney. SLPA's need to be provided giving the designer
permission to create and make changes on this plan (Adams Development to the designer).

1) Provide stormsewer and storm structure calculations, profiles and details for the
subject development. The storm sewer system shall be designed to accommodate
a ten (10)-year design storm.

Review Comments:
1) Magisterial District. Provide the Magisterial District on the coversheet; this property is in
the Stonewall Magisterial District.
2) Location iMap. The location map on sheet 2 needs to have a scale of 1 "=2000' and needs to
show all roads and properties within 1,000'.
3) Proposed Description. On sheet 2 under the proposed description, the lot number has been
left blank.
4) Curb and Gutter. Curb and gutter (minimum of CG-6) is required around the entire
parking area.
5) Sidewalks. A sidewalk needs to be provided next to the retail/office area by the parking lot.
A handicap ramp needs to be provided onto this sidewalk as well.
6) Stop Sign. Provide a stop sign at the intersection of the 84 entrance and Yardmaster Court.
7) Yardmaster Court. A road plan for Yardmaster Court has not been submitted to the county.
A road plan needs to be provided to this department if the property owners have already had
it approved by VDOT. If not,.it needs to be shown in this plan.
8) Outdoor Storage. Outdoor storage is required to be screened by a six foot opaque element.
This opaque element may be a six foot board on board fence or a double row of 6' evergreen
trees. The site plan only shows a six foot chain ]in]< fence; this needs to be revised.
9) Dumpster Location and Screening. The dtunpster has been placed in the future addition.
A permanent location for the dumpster needs to be provided. Dumpsters need to be screened
by a six foot board -on -board fence. A detail of this fence and a gate detail need to be
included in the plan.
10) Setbacks. There is a five foot pavement setback from all property lines; the western
pavement area doesn't appear to meet this setbacl<.

11) Hatched Areas. There are hatched areas around the sides and rear of the site which are
shown on sheet 2; label these areas as it is unclear what they are.
12) Pavement Detail. A pavement detail needs to be provided on the site plan.
13) Perimeter and Interior Landscaping. Perimeter landscaping is calculated on total
impervious area. On sheet 3 there appears to be 303,OOOsf of impervious area which would
require 91 perimeter trees. Including the interior (parking space) trees, 96 deciduous trees
are required for the perimeter/interior landscaping. Please note that these trees are a separate
requirement from the required trees for the zoning district buffer and are in addition to the
number of trees required for that buffer. The landscaping plan needs to be revised to show
all required trees.
14) Zoning District Buffer. The buffer needs to be extended to both property lines as indicated
on sheet 3 of the site plan. Also, a breakdown of the number of trees needs to be provided.
Three trees per ten linear feet (1/3 being deciduous) are required for this buffer. The buffer
appears to be approximately 727 feet in length, which would require a total of 219 trees (143
evergreen and 73 deciduous).
15) Planting Schedule. On sheet 3 under the planting schedule, provide spacing for the English
Yew of three foot off center.
16) Lighting. The location and type of any outdoor lighting needs to be provided on the plan.
17) Notes. On sheet 1 or 2 of the site plan, notes need to be provided that state (1) all utilities
must be underground (2) all lighting must be shielded to prevent glare onto adjoining
properties or road right of ways. On sheet 3, notes need to be provided that state (1) all
planting shall conform with §165-3613 of the Frederick County Zoning Ordinance (Plant
selection, planting procedure, and maintenance) and (2) any plant substitutions must be
approved in writing by the Frederick County Planning Department.
18) Special Limited Power of Attorney. SLPA's need to be provided giving the designer

A VDOT review has been completed on the final plat dated January 31, 2005 for the referenced
project. The plat appears to reflect the information shown on the approved project plans and is
therefore approved by this letter.
The application for subdivision of this property appears to have significant measurable impact on
Route 11, Martinsburg Pike, the VDOT facility which would provide access to the property.
This section of street is currently not in the State's Secondary Road System. All entrance design
and drainage features must meet State requirements if the street is to be eligible for acceptance.
A complete set of construction plans will be required for review.
We are returning four (4) signed copies of the plat to your office, one copy is being retained for
our work file. Please provide one copy of the plat of dedication fully signed and recorded at
the appropriate County Clerk's Office prior to the issuance of any land use permit from
VDOT.
