The rail spur shown on sheet 3 needs to be labeled. 4) Driving Lanes. The driving lane next to the loading space for Building 4 is only ten feet in width; a minimum of 12' is required (more recommended due to large vehicles). Also, provide directional arrows around Buildings 3 and 4 to indicate that it is one-way only around the back of the building. 5) Outdoor Storage. Provide a note on sheet 3 that no outdoor storage is proposed. 6) Impervious Area. On sheet 6, the landscaping calculations shown are based on one tree per 40 linear feet. Provide the impervious area for the site and base the tree count on 1/2000sf. 7) Tree Location. On sheet 6, some of the trees appear very close to the pavement of the driving lanes. Please ensure that the trees are at least three feet from the edge of pavement. 8) Tree Type. The White Adler is not on the approved tree list; please revise the tree type. 9) Review Fees. Stonllwater Analysis Provide an accurate topographic neap delineating the drainage areas and nlaxinuurl drainage paths associated witll each area. A inap with two (2) foot contours will illost probably be required to accurately define the drainage divides associated with the proposed developnlcnt. Existing culverts should be shown on this neap. The drainage maps should reflect the prc- and post-developnlcnt conditions. 2. Provide calculations to support the tinges of concentrations (Tc) shown in the developnlcnt of the Iwdrographs. 3. The plan indicates that the downspouts on the west side of building #3 will be captured in an eight (8) inch PVC pipe and diverted to the SWM. The project description indicates that the project development \vill include the construction of 66.750 square feet of buildings to be used for offices and warehousing. The proposed site plan indicates 78,600 square feet (four buildings) of building construction. Correct this discrepancy accordingly. b. Based on our rcview of inf'ornlation provided by Mr. Willard and his attorney, it appears that BUIICIIIIg 113 Is Intended to be used as a recycling facility for construction debris. This use IS highlighted oil Sheets 3 and 6. The operational inforlliation provided Indicates that the facility \\'OUI(I COIISIItUtc a transfer statloll under the Solid Waste Chapter in the Frederick Count\' COLIC. and under the Code private transfer stations are prohibited in Frederick County. Therefore, the site plan cannot be approved with the aforesaid rec\•cling facility to be located on the property. The goal of this Recycling Station is to process seventy percent (70%) of the material brought into the facility. By implementing this process, the recycled C&D materials are being redistributed to various manufacturers for future uses. The recycling and redistribution of these materials means the 30 cubic yard containers, weighing an average of 3.50 to 4.00 tons, are not being dumped into the landfills, thereby extending the lile of the landfills and saving the environment. Operating Procedures and Personnel: The recycling process begins with the separation of the materials into five (5) difTerent categories. These categories included: wood, plastics, metal, paper and corrugated cardboard. The Labor Force needed for this operation will require sixteen to twenty (16 — 20) employees. These employees will consist of Plant Manager, Sales Representatives, Office Staff, Equipment Operators and Laborers. Based on our review of information provided by Mr. Willard and his attorney, it appears that Building 103 is intencled to be used as a recycling facility for consh�ction debris. This use is highlighted on Sheets 3 and 6. The operational information provided indicates that the facility Would constitute a transfer station under the Solid \Vastc Chapter in the Frederick Count\' Cocle• and under the Code private transfer stations are prohibited in Frederick County. Therefore, the site plan cannot be approved with the aforesaid recycling facility to be located on the property.
