The above -referenced site plan was approved on January 30, 2006. The site plan is approved for the
construction of new automobile sales facility located off ofCole Lane. Required site improvements include
the following:
A 1,008sfsales building with a sidewalk on three sides.
A parking lot with a total of 34 spaces (one handicap accessible and 28 display spaces), including curb
and gutter, landscaped islands, striping, and handicap access.
Construction of a dumpster pad with a six (6) foot wooden fence for screening.
I am providing you with three copies of the approved site plan. Please forward these copies to the appropriate
representative(s). Furthermore, advise the owner(s) that a copy should be kept for future reference, and an
approved copy must be kept on the construction site throughout the development process. Once site

following comments:
1. The application of site plan for this property appears to have measurable impact on Route
762, the VDOT facility which would provide access to the property. If any work is
performed on the State's right-of-way, a land use permit will need to be applied for
and issued to cover said work. The permit is issued by this office and requires a fee
and surety bond coverage.
2. Any work on VDOT right of way shall be adhere to all requirements of the Virginia
Work Area Protection Manual. This is available on the web at www.VirginiaDot.org.

Structure shall comply with The Virginia Uniform Statewide Building Code and section
304 use group B (Business) of the International Building Code/2003.(IBC 2003 was
adopted Nov. 16, 2005 however the 2000 edition of the IBC can be used up to one year
from the date of code adoption). Other code that applies is [CC /ANSI Al 17-98

Dear Ms. Perkins:
The following is in response to your comments dated November 22, 2005.
Comment 1: Property Identification Number. Provide the property identification
number (PIN) on the site plan.
Response: The PIN for the site can now be found on the cover sheet.
Comment 2: Owners Information. Provide the owners information on the
coversheet.
Response: The owner's information can now be found on the cover sheet.
Comment 3: Notes: Provide a note on sheet 2 that all utilities must be
underground.
Response: A note has been provided on sheet 2 indicating that all utilities
must be underground. See the last entry in the third column.
Comment 4: Parking Space Tabulations, Sheet 2 states that there are six
proposed spaces, five employee spaces and one handicap space.
The number of display spaces needs to be shown under this
tabulation.
Response: The parking space tabulations have been corrected and now
include a total. See sheet 2.

Comment 5: Surveyed Boundaries. The surveyed boundaries of the property
need to be shown on sheet 3.
Response: The surveyed boundaries of the property can now be found on
sheet 3.
Comment 6: Parking Lot. There is a parking lot shown on sheet 3 that is not
striped. If this parking lot is to be used for the car lot, it needs to be
striped and the parking space numbers provided on sheet 2. If this
parking lot is not being used, it needs to be removed from the plan.]
Response: The above -mentioned parking lot has now been striped and
included in the parking tabulations on sheet 2.
Comment 7: Site Exit. The car lot exit on sheet 3 needs to be revised as shown
to prevent vehicles from going the wrong way.
Response: The site exit has been revised as requested by using pavement
striping — the curb in question already exists. See sheet 3.
Comment 8: Sidewalk. The sidewalk needs to be extended around the building
as depicted on sheet 3.
Response: The proposed sidewalk has been extended around the building
on three sides. See sheet 3.
Comment 9: Signage. The sign shown on sheet 3 needs to be moved back, the
setbacks for freestanding sign is ten feet from the property line.
Response: The location of the proposed sign has been moved out of the
10-foot setback. See sheet 3.
Comment 10: Parking Space Location. There are areas that appear to be parking
bays located near the building that are not striped. It appears that
the building and dumpster pad could be shifted south to permit the

front area to be striped and used for display vehicles. Also, the
parking bay that is east of the building could be angled to allow for a
reduced aisle width.
Response: The bays near the building have been striped. The location of
the dumpster pad has been revised. The client prefers the
perpendicular parking for the area nearest the car wash.
Comment 11: Do Not Enter Signs. Provide these signs as indicated on sheet 3.
Response: A detail for the two proposed do not enter signs has been
added to the lower right portion of sheet 2.
Comment 12: Landscaping Notes. Provide notes on sheet 5 that state that all
plantings will conform with § 165-36B of the Frederick County
Zoning Ordinance, Planting selection, planting procedure, and
maintenance, and any plant substitutions must be approved in
writing by the Frederick County Planning Department.
Response: The above requested notes have been added to sheet 5.
Comment 13: Hedges. Three-foot hedgerows need to be provided as indicated on
sheet 5.
Response: A 3-foot hedgerow consisting of Chinese hollies has been
added to sheet 5 pursuant to meeting with staff.
Comment 14: Tree Numbers. Interior trees (1/10 parking spaces) need to be
provided for all possible parking spaces. While this site is currently
only shown with six parking spaces, many more could be striped.
Response: A total of 17 interior trees have now been provided. See sheet
5.

The following is in response to your comments dated November 22, 2005.
Comment 1: Property Identification Number. Provide the property identification
number (PIN) on the site plan.
Response: The PIN for the site can now be found on the cover sheet.
Comment 2: Owners Information. Provide the owners information on the
coversheet.
Response: The owner's information can now be found on the cover sheet.
Comment 3: Notes: Provide a note on sheet 2 that all utilities must be
underground.
Response: A note has been provided on sheet 2 indicating that all utilities
must be underground. See the last entry in the third column.
Comment 4: Parking Space Tabulations. Sheet 2 states that there are six
proposed spaces, five employee spaces and one handicap space.
The number of display spaces needs to be shown under this
tabulation.
Response: The parking space tabulations have been corrected and now
include a total. See sheet 2.

Comment 5: Surveyed Boundaries. The surveyed boundaries of the property
need to be shown on sheet 3.
Response: The surveyed boundaries of the property can now be found on
sheet 3.
Comment 6: Parking Lot. There is a parking lot shown on sheet 3 that is not
striped. If this parking lot is to be used for the car lot, it needs to be
striped and the parking space numbers provided on sheet 2. If this
parking lot is not being used, it needs to be removed from the plan.]
Response: The above -mentioned parking lot has now been striped and
included in the parking tabulations on sheet 2.
Comment 7: Site Exit. The car lot exit on sheet 3 needs to be revised as shown
to prevent vehicles from going the wrong way.
Response: The site exit has been revised as requested by using pavement
striping — the curb in question already exists. See sheet 3.
Comment 8: Sidewalk. The sidewalk needs to be extended around the building
as depicted on sheet 3.
Response: The proposed sidewalk has been extended around the building
on three sides. See sheet 3.
Comment 9: Signage. The sign shown on sheet 3 needs to be moved back, the
setbacks for freestanding sign is ten feet from the property line.
Response: The location of the proposed sign has been moved out of the
10-foot setback. See sheet 3.
Comment 10: Parking Space Location. There are areas that appear to be parking
bays located near the building that are not striped. It appears that
the building and dumpster pad could be shifted south to permit the

front area to be striped and used for display vehicles. Also, the
parking bay that is east of the building could be angled to allow for a
reduced aisle width.
Response: The bays near the building have been striped. The location of
the dumpster pad has been revised. The client prefers the
perpendicular parking for the area nearest the car wash.
Comment 11: Do Not Enter Signs. Provide these signs as indicated on sheet 3.
Response: A detail for the two proposed do not enter signs has been
added to the lower right portion of sheet 2.
Comment 12: Landscaping Notes. Provide notes on sheet 5 that state that all
plantings will conform with § 165-36B of the Frederick County
Zoning Ordinance, Planting selection, planting procedure, and
maintenance, and any plant substitutions must be approved in
writing by the Frederick County Planning Department.
Response: The above requested notes have been added to sheet 5.
Comment 13: Hedges. Three-foot hedgerows need to be provided as indicated on
sheet 5.
Response: A 3-foot hedgerow consisting of Chinese hollies has been
added to sheet 5 pursuant to meeting with staff.
Comment 14: Tree Numbers. Interior trees (1/10 parking spaces) need to be
provided for all possible parking spaces. While this site is currently
only shown with six parking spaces, many more could be striped.
Response: A total of 17 interior trees have now been provided. See sheet
5.

Dear Mr. Bader:
Planning Staff has reviewed the above -referenced site plan to determine if administrative approval
can be granted. At this time, administrative approval cannot be granted. This site plan is denied
until the issues in this letter, as well as all issues of the other review agencies, have been adequately
addressed. Please review Staffs comments listed below and then prepare a revised site plan which
adequately addresses each concern.
Review Comments:
1) Property Identification Number. Provide the property identification number (PIN) on the
site plan.
2) Owners Information. Provide the owners information on the coversheet.
3) Notes. Provide a note on sheet 2 that all utilities must be underground.
4) Parking Space Tabulations. Sheet 2 states that there are six proposed spaces, five
