Below are remarks addressing the review listed by the item number from your November 17, 2005 review. Item 1 - Special Limited Power of Attorney. SLPA's need to be provided giving the designer permission to cerate and make changes on this plan (Adams Development to the designer.) An SLPA between Barbara Grove and POTESTA is attached. Item 2 - Curb and Gutter. Curb and gutter is required along the parking spaces by the sidewalk. Curb and gutter are shown on revised plans. Also, a loading ramp has been added in front of the 12 foot overhead door to ramp froth the parking lot to finish floor elevation. Item 3 - Impervious Area. On the coversheet under parking landscaping, it states that there is 4,80 square feet of impervious parking area and under the landscaping section, there is 14,800 square feet of impervious surface. The tree calculations need to be based on total impervious (pavement) area. IJ'there is a total of 14,800 square feet of new pavement, eight perimeter trees are required. The site has 10,300 feet2 of new pavement area which includes the parking area. APPENDIX B Stom»eater Management & Engineering Calculations Brief for Winchester Harley Davidson (0103-05-0532); November, 2005 STORMWATLR MANAGEMENT AND ENGINEERING CALCULATIONS BRIEF Winchester Hrurley Davidson Storage Building Site Plan 1.0 INTRODUCTION Winchester Harley Davidson is proposing to construct a 4800 square foot storage building on their Lot# 64-A-159T, located at the corner of US Route 50 — Millwood Pike and Independence Drive, Shawnee District, Frederick County, Virginia. The storage building will be located on the 90' x 134' footprint designated as "Future Storage Building" located in the northwest portion of the site plan developed by Greenway Engineering, Inc. (GREENWAY), titled "Winchester Harley Davidson", Frederick County Job Number.07-04. The proposed storage building will have an access road coruiecting to an existing parking lot. It will Include curb and gutter access road, loading and parking areas, which allow for 11 parking spaces as well as two loading areas. One loading area will have a loading dock with an elevation difference of four feet below the building finished floor elevation. This loading area slopes away from the building to allow drainage from the loading dock to a 10 foot curb -cut, therefore eliminating a need of a drop inlet and culvert stormwater system at the loading area. The other loading area at the front of the building will be ramped to the finished floor elevation. Drainage will flow from the building, channeled via the curb and gutter parking and road access areas, to the same 10 foot wide curb -cut which drains to the storm inlet of the 3 foot concrete culvert, designated S4 on GREENWAY's site plan. Storm inlet S4 drains to the storm sewer system to the detention pond. Its is Potesta & Associates, Inc. (POTESTA)'s understanding that the GREENWAY design of the stormwater management (SWM) system of the site took into account the future development of the Harley Davidson property, as well as the future development of adjacent properties. Therefore, this calculation brief will detail POTESTA's evaluation on whether the GREENWAY SWM design will accept the increase of stormwater runoff created by the proposed storage building and its associated parking and access, and that further modification of the existing SWM Culverts, drop inlets, and retention pond will not need to be modified. 2.0 EVALUATION OF THE IMPACT THE PROPOSED STORAGE BUILDING WILL HAVE ON THE EXISTING STORMWATER MANAGEMENT GREENWAY used the Modified Rational Method to determine the peak runoff flows for 2, 10, and 100-year design storm for the site to design the SWM pond. They also presented the 10-year design storm data to size the storm inlets and culverts. We evaluated this site using the Rational Method Stormwater Management & Engineering Calculations Brief for Winchester Harley Davidson (0103-05-0532); November, 2005 Page I with the 10 year design storm to verify both the culvert and the detention pond affected by the proposed storage building. 2.1 Greenway Design The majority of the location of the proposed storage building is within the 2.52 acre drainage area designated by GREENWAY (See Figure 1 and 2 in Appendix A,) which drains to the storm inlet of a 3 foot diameter concrete culvert (S4). GREENWAY estimated the "run-off 'coefficient value (C) to be a conservative C = 0.70 for this area, which is consistent with "light industrial" areas (approximately 65% impervious.) Also, GREENWAY estimated the offsite "run-on" from the adjacent 5.20 acres, which also drains to S4, at a future development runoff coefficient of C = 0.70 (see inset in Figure 1 of Appendix A.) The combined post development peals flow from these two drainage area, draining to S4 and then to the pond was estimated by GREENWAY to be 36.21cfs. (See Figure 3 in Appendix A and following table.) The proposed grading of the parking area and the surrounding landscaped area will direct the storm runoff into the drainage area that drains to S4, thereby increasing the drainage area by 0.03 acres to 2.55 acres (see Figure 4 in Appendix A.) To evaluate the impact the proposed storage building will have on the SWM system, the existing "weighted" runoff coefficient for the onsite 2.55 acres with the proposed building was used instead of the conservative value of 0.70. Using conservative estimates for the runoff coefficients, "impervious" (C = 0.90) and "pasture with heavy soil" (C=0.45), we estimate the existing condition "weighted" runoff coefficient value for this area to be approximately, C = 0.64. The offsite 5.2 acres remained at the future development runoff coefficient of C = 0.70. Results are summarized below. Therefore the pond is sufficient to allow for the increase in storm runoff from the proposed storage building. "CulvertMasterOO " (see Figure 4 in Appendix A). These values exceed both the estimated 10-year design storm runoff s shown above. 2.4 Curb -Cut Sizing The grading plan of the proposed storage building allows all of its storm runoff to flow to the curb -cut located at storm inlet S4.
