Dear Ms. Perkins:
Attached please find a revised Site Plan (22" x 34") sheet with the proposed minor field
revisions to the approved Site Plan #SP-78-05. The minor field revisions are:
Moved fire hydrant from 14+34.22 STA to 14+94.22 STA. This new location
is still within 300 feet of all portions of the structure.
2. Changed radius of entrance to 50 feet to allow for semi -trailer exit from
loading area. The drainage from proposed site shall not be affected.
3. Extension of existing drainage culvert.
4. Corrected control point.
Also attached is a letter size copy of the subject site, from the approved site plan,
showing the original proposed locations. Thank you for your cooperation in this matter.

FIRE do RESCUE
1. Burning of land clearring debris requires a permit from the
Fire Marshal. Burning cof construction debris on site is
prohibited.
2. Access for emergenciy vehicles must be maintained at all
times during construction. Temporary street signs and
addresses must be posted as construction begins. Parked
vehicles and staging or construction materials are prohibited
within 20' of fire hydrants. Fire Hydrants are not to be
obstructed at any time.
E LANE SPECIFICATIONIS
1. Fire lanes shall be on all plans or drawings, If applicable.
2. Fire lanes are to be a minimum width of 18 feet.
3. Fire lanes shall be diesignated in either of the following
ways:
A. Double yellow, six (;6) inch lines shall be used to mark
pared areas.
B. Painting of curbing yellow.
C. By painting of yelloow hatch marks of six (6) inches in
width with no more thorn ten (10) inches between hatches on
the entire area being daslgnafed as a fire lone.
4. Signs shall be twelves 12 b eighteen 18 inches with a

white background, with red two (2) inch block letters with
the wording "NO PARKINIG FIRE LANE Authority of Fire Chief".
Any other color combinc3tion or wording needs to be approved
by the Fire Chief.
5. Signs shall be postecd on all corners of the fire lone, and
then no further than fifity (50) feet apart along the remaining
length of fire lane areal. Signs shall be a minimum height
of seven (7) feet to fhe bottom of the sign and a maximum
height to the top of siign shall be nine (9) feet. Any other
height needs to be appiroved by the Fire Chief.
6. Any existing markings which will be within the fire lone
area after their establiishment shall be removed so as not to
create confusion.
7. The fire lane shall ble maintained on a regular basis to
insure these lanes can 'be easily recognized. Maintenance
shall include repainting on lines or curbing, replacement of
signs, etc., as deemed inecessary by your maintenance
personnel or the Fire Department.
8. After the establishment of the cited fire lanes, local law
enforcement officers shall enforce these areas clear at all
times.
9. Fire lanes elsewhere on site may be required as
construction develops.
AIRPORT NOTES
1. All outdoor lighting will be of amber color of the shielded
e to minimize ossibile light pollution on aircraft entering

2. Controlled burning miust be coordinated with Airport staff no
less than twenty-four hours prior to start.
3. All cranes will be required to have an aviation obstruction

FREDERICK COUNTY SANITATION AUTHORIT
1. The Authority's Water and Sewer Standards and Specifications
are available at www.fcso-water.com.
2. The wafer and sanitary sewer portion of these plans are
valid for two years from date of FCSA approval.
3. Water and sewer lines are to be constructed in accordance
with these plans and shall meet all Authority requirements.
4. The contractor shall coordinate with, and arrange for
Inspection by, the Authority.
5. When an existing water main is topped for the Installation of
a new line:
a) The Authority shall furnish all labor and material.
b) The developer/contractor must:
I. make application and pay deposit
ii. mark the tap location
6. The contractor shall tie-in a new sewer line to an existing
manhole by core drilling the manhole.
7. Exact locations of water and sewer services on new lines are
to be coordinated with the Authority's Inspector.
8. The Authority's maintenance department shall furnish and
install all water meters through 2' in size. It is the developer's
/contractors responsibility to have the meter box assembly
Installed correctly. Before a permanent meter is installed:
a) The meter box, with its frame and cover, must be property
aligned with the copper setter.
b) The frame and cover shall be set to final grade.
c) The distance between the top of the cover and the copper
setter shall be between 18 and 21 inches.
d) All components of the meter box assembly shall be in
proper working order.
9. For water and sewer services that connect to existing lines:
a) The location of the service lateral is to be coordinated with
the Authority's Engineering Assistant.
b) An Application for Service must be made and fees paid
before work will begin.
d) For all 1 !4" and 2" services, the Authority shall make the
tap and bring the piping to the property line. The contractor
shall furnish and install the meter vault assembly. The
Authority will install the meter.

EROSION AND SEDIMENT CONTROL PLANS
Project Description
Preparations for the construction of the proposed project will include the rough grading of approximately 34,000 SF of
unimproved land.
Existing Site Conditions
The construction area is; recently graded lawn located in the Northwest corner of recently improved site. The site
drains toward the northeast, east, & southeast with slopes of 5-20%. According to the soil survey of Frederick County,
VA the site drainage arcea contain soil types Cleo rbrook—Channery silt loam (9c). The soil hydrologic classification for
Clearbrook soils is "D".
Adjacent Areas
The site is bordered on the northeast by Route 50 Independence Drive on the southeast. Vacant parcels border the
site on the northeast & southeast.
Critical Areas
The critical areas on thle site consist of the culvert inlet near where the proposed construction entrance will be
located. A silt fence culiverl inlet protection will be used. Also, a perimeter drop inlet near the southeast corner of the
disturbed area. A gravell & wire mesh curb inlet sediment filter will be used at this location!. Other critical areas are
the perimeter of the disturbed area where less steep slopes drain away from the site. Sediment fencing will be used
as a control In these alreas.
Erosion and Sediment Clontrol Measures
Wire reinforced silt fence will be installed in selected location down slope from the disturbed areas as a first measure
of construction. Silt feinces shall be inspected after each rainfall. Any required repairs shall be made immediately.
Damaged, decomposed or otherwise ineffective silt fence shall be replaced. Sediment deposits should be removed
after each storm event. They must be removed when deposits reach approximately on —half the height of the barrier.
Any sediment deposits remaining in place after the silt fence is no longer needed shall be dressed to conform to the
existing grade and stabiilized.
A gravel curb inlet sedhment filter shall be place at curb inlet. The structure shall be inspected after each rain event
& repairs made as needded. Sediment shall be removed & the filter restored to its original dimensions when sediment
has accumulated to ones half the design depth of the trap. Removed sediment shall be deposited in a suitable area in
such a manner that it swill not erode. The structure shall be rmoved and the area stabilized when the remaining
drainage area has been properly stabilized.
A stone combination check dam culvert inlet protection will be constructed at the inlet of the 36 culvert located
south of the proposed entrance. This structure shall be inspected after each rain event and repairs made as needed.
Aggregate shall be replaced or cleaned when inspection reveals that clogged voids are causing ponding problems
which interfere with on —site construction. Sediment shall be removed and the impoundment restored to its original
dimensions when sediment has accumulated to one—half the design depth. Removed sediment shall be deposited in a
suitable area and in sutch a manner that it will not erode and cause sedimentation problems. Temporary structures
shall be removed when they have served their useful purpose, but not before the upslope area has been permanently
stabilized.
Replacement of topsoil will generally occur throughout the work site where vegetation is to be reestablished. Topsoil
will be uniformly spreadl and rolled to a minimum depth of 6—inch or as called for on the plans. Topsoil shall not
be placed while in a frozen or wet condition.
Temporary seeding in acccordance with the E&S Standard and specifications 3.31 will be applied in all areas which will
not be brought to final grade within 30 days. Embankment or excavated slopes denuded for a period of greater
than 30 days shall be temporary seeded and mulched. To coincide with the anticipated construction dates, the
seeding will consist of 50 pounds per area of German Millet. All temporary seeding areas will be mulched in
accordance with the schedule Included herein.
All disturbed areas will be stabilized by permanent seeding in accordance with the schedule included herein. The
anticipated time for construction is December 2005 through February 2006.
All seeded areas will bei mulched in accordance with the schedule included on the construction plans.
Permanent Stabilization
The contractor shall stabilize all denuded land within 7 days after the end of construction. Permanent Stabilization
shall be applied to areais that are to be left dormant for more than one year. During construction of the project,
soil stockpiles shall be :stabilized or protected with sediment trapping measures. The contractor is responsible for the
temporary protection ancd permanent stabilization of all soil stockpiles on site as well as soil intentionally transported
from the project site. Tfhe contractor shall establish vegetation on all areas not otherwise stabilized according to the
following specifications:
Seedbed Preparation
a. Scarify top 1—inch to 2—inch of soil after final grades have been achieved.
b. Add 3 tons per acre pulverized agriculture limestone (140lb/1000sf).

1. Burning of laind clearing debris requires a permit from the
Fire Marshal. Buurning of construction debris on site is
prohibited.
2. Access for ennergency vehicles must be maintained at all
times during construction. Temporary street signs and
addresses must Ibe posted as construction begins. Parked
vehicles and staging or construction materials are prohibited
within 20' of firer hydrants. Fire Hydrants are not to be
obstructed of only time.
IRE LANE SPECIFICATIONS
1. Fire lanes shcyll be on all plans or drawings, if applicable.
2. Fire lanes are to be a minimum width of 18 feet.
3. Fire lanes shc3ll be designated in either of the following
ways:
A. Double yellowy, six (6) inch lines shall be used to mark
pared areas.
B. Painting of curbing yellow.
C. By painting of yellow hatch marks of six (6) inches in
width with no m1ore than ten (10) inches between hatches on
the entire are designated as a fire lone.

4. Signs shall be twelve (12) by eighteen (18) inches with a
white background, with red two (2) inch block letters with
the wording "NO PARKING FIRE LANE Authority of Fire Chief".
Any other color icombination or wording needs to be approved
by the Fire Chiefs.
5. Signs shall be posted on all corners of the fire lane, and
then no further 'than fifty (50) feet apart along the remaining
length of fire lame area. Signs shall be a minimum height
of seven (7) feeit to the bottom of the sign and a maximum
height to the tcsp of sign shall be nine (9) feet. Any other
height needs to Ibe approved by the Fire Chief.
6. Any existing rnarkings which will be within the fire lane
area after their establishment shall be removed so as not to
create confusion..
7. The fire lane shall be maintained on a regular basis to
insure these lanes can be easily recognized. Maintenance
shall include repainting on lines or curbing, replacement of
signs, etc., as deemed necessary by your maintenance
personnel or the Fire Department.
8. After the establishment of the cited fire lanes, local law
enforcement officers shall enforce these areas clear at all
times.
9. Fire lanes elsaewhere on site may be required as
construction develops.

1. All outdoor lighting will be of amber color of the shielded

DERICK COUNTY SANITATION AUTHORITY
1. The Authority's Water and Sewer Standards and Specifications
are available at www.fcso-water.com.
2. The water and sanitary sewer portion of these plans are
valid for two years from date of FCSA approval.
3. Water and sewer lines are to be constructed in accordance
with these plans and shall meet all Authority requirements.
4. The contractor shall coordinate with, and arrange for
inspection by, the Authority.
5. When an existing water main is tapped for the installation of
a new line:
a) The Authority shall furnish all labor and material.
b) The developer/contractor must:
i. make application and pay deposit
ii. mark the tap location
6. The contractor shall tie-in a new sewer line to an existing
manhole by core drilling the manhole.
7. Exact locations of water and sewer services on new lines are
to be coordinated with the Authority's Inspector.
8. The Authority's maintenance department shall furnish and
Install all water meters through 2' in size. It is the developer's
/contractor's responsibility to have the meter box assembly
Installed correctly. Before a permanent meter is installed:
a) The meter box, with Its frame and cover, must be property
aligned with the copper setter.
b) The frame and cover shall be set to final grade.
c) The distance between the top of the cover and the copper
setter shall be between 18 and 21 inches.
d) All components of the meter box assembly shall be in
proper working order.
9. For water and sewer services that connect to existing lines:
a) The location of the service lateral is to be coordinated with
the Authority's Engineering Assistant.
b) An Application for Service must be made and fees paid
before work will begin.
d) For all 1 !4" and 2" services, the Authority shall make the
tap and bring the piping to the property line. The contractor
shall furnish and install the meter vault assembly. The
Authority will install the meter.
e) The Authority will install all sewer laterals.
10. Any
water service line must have a backflow prevention
assembly (double check valve or RPZ, as required.) The
assembly must meet ASSE standard No. 1015 or 1013.
11. All fire lines shall have a fire service meter assembly and
a backflow prevention assembly (detector double check valve or
RPZ, as required.) The assembly shall meet ASSE standards
No. 1048 or 1047. Radio read remotes are required.

EROSION AND SEDIMENT CONTROL PLANS
Project Description
Preparations for the contstruction of the proposed project will include the rough grading of approximately 34,000 SF of
unimproved land.
Existing Site Conditions
The construction area is recently graded lawn located in the Northwest corner of recently improved site. The site
drains toward the northeast, east, & southeast with slopes of 5-20%. According to the soil survey of Frederick County,
VA the site drainage area contain soil types Clearbrook—Channery silt loam (9c). The soil hydrologic classification for
Clearbrook soils is "D".
Adjacent Areas
The site is bordered on the northeast by Route 50 Independence Drive on the southeast. Vacant parcels border the
site on the northeast & southeast.
Critical Areas
The critical areas on the site consist of the culvert inlet near where the proposed construction entrance will be
located. A silt fence culwert inlet protection will be used. Also, a perimeter drop inlet near the southeast corner of the
disturbed area. A grovel & wire mesh curb inlet sediment filter this locationl. Ot
her critical areas are

the perimeter of the distturbed area where less steep slopes drain away from the site. Sediment fencing will be used
as a control in these areas.
Erosion and Sediment Control Measures
Wire reinforced silt fence will be installed in selected location down slope from the disturbed areas as a first measure
of construction. Silt fenices shall be inspected after each rainfall. Any required repairs shall be made immediately.
Damaged, decomposed olr otherwise Ineffective silt fence shall be replaced. Sediment deposits should be removed
after each storm event. They must be removed when deposits reach approximately on —half the height of the barrier.
Any sediment deposits remaining in place after the silt fence Is no longer needed shall be dressed to conform to the
existing grade and stabillized.
A gravel curb inlet sedinnent filter shall be place at curb inlet. The structure shall be inspected after each rain event
& repairs made as needled. Sediment shall be removed & the filter restored to its original dimensions when sediment
has accumulated to one half the design depth of the trap. Removed sediment shall be deposited in a suitable area in
such a manner that it will not erode. The structure shall be rmoved and the area stabilized when the remaining
drainage area has been properly stabilized.
A stone combination cheAck dam culvert inlet protection will be constructed at the inlet of the 36 " culvert located
south of the proposed eintrance. This structure shall be inspected after each rain event and repairs made as needed.
Aggregate shall be replaced or cleaned when inspection reveals that clogged voids are causing ponding problems
which interfere with on —:site construction. Sediment shall be removed and the impoundment restored to its original
dimensions when sedimelnt has accumulated to one—half the design depth. Removed sediment shall be deposited in a
suitable area and in such a manner that it will not erode and cause sedimentation problems. Temporary structures
shall be removed when tthey have served their useful purpose, but not before the upslope area has been permanently
stabilized.
Replacement of topsoil vwill generally occur throughout the work site where vegetation is to be reestablished. Topsoil
will be uniformly spread and rolled to a minimum depth of 6—inch or as called for on the plans. Topsoil shall not
be placed while in a frolzen or wet condition.
Temporary seeding in accordance with the E&S Standard and specifications 3.31 will be applied in all areas which will
not be brought to final ograde within 30 days. Embankment or excavated slopes denuded for a period of greater
than 30 days shall be temporary seeded and mulched. To coincide with the anticipated construction dates, the
seeding will consist of 50 pounds per area of German Millet. All temporary seeding areas will be mulched in
accordance with the schedule included herein.
All disturbed areas will kbe stabilized by permanent seeding in accordance with the schedule included herein. The
anticipated time for construction is December 2005 through February 2006.

Permanent Stabilization
The contractor shall stabilize all denuded land within 7 days after the end of construction. Permanent Stabilization
shall be applied to areas that are to be left dormant for more than one year. During construction of the project,
soil stockpiles shall be stabilized or protected with sediment trapping measures. The contractor is responsible for the
temporary protection andl permanent stabilization of all soil stockpiles on site as well as soil intentionally transported
from the project site. T'he contractor shall establish vegetation on all areas not otherwise stabilized according to the
following specifications:
