The plans appear satisfactory and are approved. Please advise the developer accordingly. Note however that the following two VDOT standard details on the plans are not the latest versions (see the attached instructions to be sure you are downloading the latest revisions): Standard Sheet Latest Rev. Please provide three (3) sets of approved construction plans with signed seal for VDOT distribution. I offer the following comments: • A preconstruction conference should be held by the engineer and/or developer with the attendance of the contractor, various County agencies and VDOT prior to initiation of work. • Materials used and method of construction shall apply to current observed VDOT Road & Bridge Specifications applicable during construction of this development. • Our review and comments are general in nature. Should conditions in the field exist such that additional measures are warranted, such measures shall be completed to the satisfaction of the Department prior to inclusion into the Secondary Road System. • Attached is a copy of the minimum requirements and information needed prior to acceptance of subdivision streets into the Secondary System. This is the responsibility of the developer. • All drainage is to be carried within the right-of-way in ditch lines or gutters along the street to a pipe or drainage easement. • The contractor shall notify VDOT when work is to begin or cease for any undetermined length of time. VDOT will also require 48 hours notice for inspections. • The appropriate land use permits shall be obtained before any work is performed on the State's right-of-way. The permit is issued by this office and will require a minimum processing fee, surety bond coverage, and the salary & expenses of a State assigned Inspector. • If mailboxes are to be placed along the roadway fronting lots, a minimum of 4' shall be between the edge of pavement and the front of mailbox as shown on VDOT standard RFD-1. • Any entrances constructed from the referenced streets shall meet VDOT minimum standards. This is the developer's responsibility. • Any signs to be installed will be in accordance with the plans and MUTCD requirements. • I suggest any utilities and/or storm sewer placed within the proposed right-of-way be backfilled completely with C.R. Type I 21-B Stone. This will greatly reduce the possibility of any pavement 1 of 2 12/9/2005 8:24 AM Stonewall Industrial Park, Lot 6 settlement. A copy of any/all recorded plats of dedication for drainage casements or additional right-of-way required for implementation of this proposed project should be provided to VDOT prior to issuance of any land use permit. Dedication should be made to the Commonwealth of Virginia. A copy of any/all RECORDED PLATS of dedication to public use (the County of Frederick) for drainage easements or additional right-of-way required for implementation of this proposed project should be provided for VDOT review prior to issuance of any land use permit. I've enclosed one set of plans here for your review and approval. Specific responses to each of your concerns are provided as PHR _ / follows: 1 1 1. On Sheet 2 under the project summary, the signage area needs to be changed from max area of 150sf to 100sf. e" `°'` Signage area has been revised. 2. On sheet 2 under the project summary, the minimum landscaped area is 25%, not 15°'w Minimum landscape area has been changed to 25%. 3. On sheet 2 under the project summary, the office needs to be parked at 1/250sf not 300sf. Parking calculations have been revised. 4. Provide the adjoiner information across McGhee Road as well as the complete information for lot 7. Adjoining owners have been added. 5. The outdoor storage area can only be screened by board -on -board fence or o° evergreen trees. The reference to chain link with slats needs to be removed. Also, the back portion of the storage area needs to be screened as well. Reference to chain link has been removed from fence note on page 2. 6 foot opaque board -on -board fence has been extended around the back portion of the storage area. A detail is also provided. 6. It appears that this parcel has already been created. The reference to the minor W. V :. •. - subdivision needs to be removed and the new surveyed boundary included (front needed also). While the minor subdivision to create these parcels has been recorded, the owners will further refine the common property line. The new line location is shown. The minor subdivision plat to further change these parcels is being prepared and will be submitted to the County for approval. E 0 7. Provide a breakdown of the Proposed building on sheet 2. A breakdown has been included on Page 2 in the summary. 8. Provide the legal references for all existing easements. The legal reference is provided for the easement and property lines shown. 9. The striping provided appears to be on the plan to direct traffic out of the parking area and back to McGhcc Road, but seems out of place for the vehicles that have to drive over it to get to the storage lot. The striping for traffic control has been removed. 10. The Leyland Cypress being used to careen the dumpster need to be a mirinnuin Pf—T of six feet in height at time of planting. (see comment 12) A The Cypress used for dumpster screening have been relocated. The dumpster will be screened by the G foot board -on -board fence. 11. Provide a statement that the Fletz Holly must be three feet tall at time of planting. Hetz Holly note has been added to die planting schedule with the height shown. 12. The dumpster area should be screened by a continuation of the board -on -board fence and the Cypress "frees by placed elsewhere on the site (four foot height). Also, a few more trees should be added to the site for a better appearance or the relocation of other trees as noted on sheet 4. The dumpster is screened by board fence and the Leyland Cypress have been relocated. 13. Two entrances for one site seem excessive. Tlie parking and storage lot entrances should be configured so that only one entrance is needed. The owner believes this design is required for proper and safe vehicle circulation around the site. We've kept the two entrances as previously shown. If you have any further questions or concerns on tliese plans, please do not hesitate to call. Regards, PATTON HARRIS RUST & ASSOCIATES, pc o aid A.
