The checklist shown below specifies the information which is required to be submitted as part of the site plan
application_ The Department of Planning & Development will review the application to ensure that it is
complete prior to accepting it If any portion of the application is not complete, it will be returned to the
applicant(s).
(1) One (1) set of approved comment sheets are required from each relevant review
agency prior to final approval of a site plan. It is recommended that applicants
contact the Department of Planning & Development to determine which review
agencies' are relevant to their site plan application. A list of potentially relevant

This is to acknowledge receipt of your revised plans with latest revisions dated October 18, 2005 for the
referenced project. The plans appear satisfactory and are approved. Please advise the developer
accordingly. Note however that the following two VDOT standard details on the plans are not the latest
versions (see the attached instructions to be sure you are downloading the latest revisions):

Please provide three (3) sets of approved construction plans with signed seal for VDOT distribution.
I offer the following comments:
• A preconstruction conference should be held by the engineer and/or developer with the attendance of
the contractor, various County agencies and VDOT prior to initiation of work.
• Materials used and method of construction shall apply to current observed VDOT Road & Bridge
Specifications applicable during construction of this development.
• Our review and comments are general in nature. Should conditions in the field exist such that
additional measures are warranted, such measures shall be completed to the satisfaction of the
Department prior to inclusion into the Secondary Road System.
• Attached is a copy of the minimum requirements and information needed prior to acceptance of
subdivision streets into the Secondary System. This is the responsibility of the developer.
• All drainage is to be carried within the right-of-way in ditch lines or gutters along the street to a pipe
or drainage easement.
• The contractor shall notify VDOT when work is to begin or cease for any undetermined length of
time. VDOT will also require 48 hours notice for inspections.
• The appropriate land use permits shall be obtained before any work is performed on the State's
right-of-way. The permit is issued by this office and will require a minimum processing fee, surety
bond coverage, and the salary & expenses of a State assigned Inspector.
• If mailboxes are to be placed along the roadway fronting lots, a minimum of 4' shall be between the
edge of pavement and the front of mailbox as shown on VDOT standard RFD-1.
• Any entrances constructed from the referenced streets shall meet VDOT minimum standards. This is
the developer's responsibility.
• Any signs to be installed will be in accordance with the plans and MUTCD requirements.
• I suggest any utilities and/or storm sewer placed within the proposed right-of-way be backfilled
completely with C.R. Type I 21-B Stone. This will greatly reduce the possibility of any pavement

settlement.
A copy of any/all recorded plats of dedication for drainage casements or additional right-of-way
required for implementation of this proposed project should be provided to VDOT prior to issuance
of any land use permit. Dedication should be made to the Commonwealth of Virginia.
A copy of any/all RECORDED PLATS of dedication to public use (the County of Frederick) for
drainage easements or additional right-of-way required for implementation of this proposed project
should be provided for VDOT review prior to issuance of any land use permit.

The above -referenced site plan was approved on December 22, 2005. The site plan is approved for the
construction of a 7,500sf office/warehouse facility on McGhee Road. Required site improvements include the
following:
Construction of parking lot with 16 spaces (including one handicap accessible), including curb and
gutter, a sidewalk, landscaped islands, striping, and handicap access.
Construction of a dumpster pad within the enclosed storage area (with concrete pad).
A gravel outdoor storage area with a six foot board -on -board fence for screening.
I am providing you with four copies of the approved site plan. Please forward these copies to the appropriate
representative(s). Furthermore, advise the owner(s) that a copy should be kept for future reference, and an
approved copy must be kept on the construction site throughout the development process. Once site
development is complete, the owner(s) should contact this office to schedule an on -site inspection. Do not

SUBDIVISION STREETS INTO STATE SECONDARY SYSTEM
Subdivision streets may be considered eligible for acceptance into the State Secondary System
when:
• Built according to plans approved by the Department of
Transportation, properly maintained since completion and
• Rendering a public service [serving three (3) occupied dwellings or
three (3) businesses per street].
THE FOLLOWING WILL BE REQUIRED TO BE FURNISHED TO VDOT (Edinburg
Residency Office or Winchester Complex) AT LEAST THIRTY (30) DAYS PRIOR TO VDOT
REQUESTING THE ADOPTION OF THE RESOLUTION BY THE BOARD OF
SUPERVISORS REQUESTING THE ADDITION:
1. Three (3) copies of as -built construction plans showing:
■ Roadway Geometrics
■ Drainage & Drainage Easements
2. Three (3) copies of the final plats with date & place of recordation, deed book number and
page number or instrument number.
3. Signed permits covering all utilities, publicly or privately owned, to occupy or cross the
right-of-way and quitclaiming any prior rights.
4. Surety to guarantee workmanship and performance of material for one year from date of
acceptance. Surety amount provided by VDOT Representative after acceptance of
construction. Surety amount is based on mileage. It is necessary that the surety instrument
be provided for one year, beginning the month of the County resolution.
5. Maintenance Fee — check payable to the "Virginia Department of Transportation".
Maintenance Fee amount provided by VDOT Representative after acceptance of
construction. Maintenance Fee based on mileage.
6. Administrative Cost Recovery Fee - check payable to the "Virginia Department of
Transportation". Administrative Cost Recover Fee provided by VDOT Representative after

Dear Candice,
We've revised the site plan per your comments. I've enclosed one set of plans here for
your review and approval. Specific responses to each of your concerns are provided as

Provide the adjoiner information across McGhee Road as well as the complete

The outdoor storage area can only be screened by board -on -board fence or

It appears that this parcel has already been created. The reference to the minor

parcels is being prepared and will be submitted to the County for

The legal reference is provided for the easement and property lines

9. The striping provided appears to be on the plan to direct traffic out of the
parking area and back to McGhcc Road, but seems out of place for the vehicles
that have to drive over it to get to the storage lot.
The striping for traffic control has been removed.

Planning Staff has reviewed the above -referenced site plan to determine if administrative approval can
be granted. At this time, administrative approval cannot be granted. This site plan is denied until the
issues in this letter, as well as all issues of the other review agencies, have been adequately addressed.
Please review Staffs comments listed below and then prepare a revised site plan which adequately
addresses each concern.
Review Comments:
1) Si na e. On sheet 2 under the project summary, the signage area needs to be changed from max
area of 150sf to 100sf.
2) Landscaped Area. On sheet 2 under the project summary, the mini mum landscaped area is
25%, not 15%.
3) Parking Calculations. On sheet 2 under the project summary, the office needs to be parked at
1/250sf not 300sf.
4) Adjoining Properties. Provide the adjoiner information across McGhee Road as well as the
complete information for lot 7.
5) Outdoor Storage Screening. The outdoor storage area can only be screened by board -on -board
fence or evergreen trees. The reference to chain link with slats needs to be removed. Also, the
back portion of the storage area needs to be screened as well.
6) Minor Subdivision. It appears that this parcel has already been created. The reference to the
minor subdivision needs to be removed and the new surveyed boundary included (front needed
also).
7) Office/Warehouse Use. Provide a breakdown of the proposed building on sheet 2.
8) Legal References. Provide the legal references for all existing easements.

9) Traffic Control/Striping. The striping provided appears to be on the plan to direct traffic out of
the parking area and back to McGhee Road, but seems out of place for the vehicles that have to
drive over it to get to the storage lot.

We've prepared plans for an office/warehouse facility on McGhee Road in Phase 3 of the Industrial Park The
roads, sewer and water were extended some time ago. VDOT has not yet accepted the road for maintenance.
Water and sewer services are shown. Other utilities, gas, electric and telephone will also be run to the building
underground. One fire hydrant is proposed at the north end of the site. No fire service is required.
Storm runoff discharges to existing detention pond at the rear of the site. A Grading and Erosion Control Plan
was previously approved for the site.
A detailed planting plan is provided. The adjoining properties to the south are zoned M1. A 6 foot opaque
fence is required around the storage yard.
Two access points are provided to state roads VA Route 861 (McGhee RoadO. Though both entrance are two
way, the access around the building will be one way, clockwise. An access easement to Lot 7 is provided in order
that that future use can utilize our western entrance
