As per Frederick County Code we'd like to get your approval for these substitutions.
The list of `Acceptable Trees and Shrubs' from Frederick County, dated 6-10-2003 does
include Western Arborvitae and Dark American Arborvitae but not the Green Giant
Arborvitae. The landscape industry has developed the Green Giant Arborvitae as an
excellent deer —resistant choice that is less prone to bagwomns.

The Frederick County Department of Planning and Development administratively approved the
above -referenced site plan on November 21, 2005. The site plan is approved for the construction of
a new 21,775sf addition to the existing correctional facility on Fort Collier Road, in the Stonewall
Magisterial District. All requirements of the Frederick County Zoning Ordinance have been met in
the approved site plan, including review agency comments from all relevant review agencies.
I am providing you with five (5) copies of the approved site plan. Please forward these copies to the
appropriate representative(s). Furthermore, advise the owner(s) that a copy should be kept for future
reference, and an approved copy must be kept on the construction site throughout the development
process. Once site development is complete, the owner(s) should contact this office to schedule an on -

Planning Staff has reviewed the above -referenced site plan to determine if administrative approval can be
granted. At this time, administrative approval cannot be granted. This site plan is denied until the issues
in this letter, as well as all issues of the other review agencies, have been adequately addressed. Please
review Staffs comments listed below and then prepare a revised site plan which adequately addresses
each concern.
Review Comments:
1) Adjacent Property. The adjacent Arcadia property is MH-I, not RA.
2) Sienaze. On sheet 2 of 4 under notes, revise the 150sf to 100sf.
3) Buildinp- Restriction Lines. Show the BRL's on sheet 2.
4) ZoninQ District Buffer. The MDP for Fort Collier Industrial Park does not show the buffer
requirements. While this site is vested in not providing the 100' distance, the required screening is
(trees and berm) still required along the MH-I zoned property.
After you have revised the site plan, please resubmit one copy so that I may verify the information
contained on the plan. I will need all approved review agency comment sheets and at least five
copies of the final plan for approval. Comment sheets are required from the following agencies: the
Frederick County Inspections Department, the Frederick County Department of Public Works (County
Engineer), the Frederick County Fire Marshal and the Frederick County Sanitation Authority.

Memorandum
The NWRADF is completing the original design of the Detention Facility to add the third Pod. We've
prepared a site plan for a 21,775 sq ft building to be situated just north of and connecting to the existing main
building. The Pod fills the existing vacant area between the building and the existing access loop road. The
original plan anticipated this inmate load and therefore no changes in parking or stormwater is required. No
new entrances to state roads are proposed.
Utility extensions are shown on the plans. The private sewer line will be extended from an existing FCSA
line on site. Water, gas, telephone and electric services will be extended from conduits at the existing
building interface.
Plans are enclosed with County comment sheets. Please let me know if you have questions.
