Dear Ms. Perkins:
Per your attached comment letter dated Oct. 23, 2007and our conversation
today, we have made the following revisions.
The owner wants the name to remain the same and per our conversation
it shall remain. Per your request, we did asterisk the office use and
parking calculation and added a note indicating that only allowed uses in
M1 would be allowed and how having warehouse employees could effect
the allowed office square footage.
2. Vicinity Map corrected to show correct site.
3. Survey Boundaries added to plan.
4. See note 1.
5. The units are undetermined at this time. We added numbers as you
indicated. I have shown the theoretical separation between office and
warehouse.
6. The area that is one way is indicated by arrows. Do Not Enter pavement
marking added. Drive isles are to be a minimum of 22' for two way traffic.
Only the entrance is required to be 24' per code.
7. We added stripping behind the building as shown to show loading areas
per your request.
8. Note added that gate is to be of like material.
9. Outdoor lighting added to plan as well as a light detail.
10. Caliper of dogwood and shrub height changed.

Dear Ben:
Planning Staff has reviewed the above -referenced site plan to determine if administrative
approval can be granted. At this time, administrative approval cannot be granted. This
site plan is denied until the issues in this letter, as well as all issues of the other review
agencies, have been adequately addressed. Please review Staffs comments listed below
and then prepare a revised site plan which adequately addresses each concern.
Review Comments
1. Proposed Use and Name. The name of this development is "Airport
Commercial Center" and the use is primarily office with accessory
warehousing/storage. This site is zoned M 1 (Light Industrial) and commercial
uses are not permitted in this zoning district. The office portions of the building
need to be accessory to the warehousing and consist of 25% of the building.
2. Vicinity Map. The vicinity map needs to be corrected as indicated.
3. Surveyed Boundaries. The surveyed boundaries of the lot need to be provided.
4. Parking. The parking calculation on the coversheet only accounts for the office
portion of the building, not the warehousing. The warehousing portions of the
structures need to be parked according to the number of employees.
5. Building Units. Label each of the building units on sheet 2 and show the
proposed office areas as indicated.
6. Driving Lanes. A 24 foot driving lane needs to be provided around the building
for two-way traffic, or the movement needs to be limited to one-way traffic.
7. Loading Areas. The entire area behind both of the buildings should be striped
for loading as indicated on sheet 2.

8. Dumpster Detail. For the dumpster fence detail on sheet 6, add that the gate will
be the same material.
9. Outdoor Lighting. The location and type of all outdoor lighting needs to be
shown on the plan. Show the location of any pole or wall pack lighting proposed,
as well as a detail of the proposed lighting.
10. Plan Size. The evergreen shrubs need to be 36 inches, not 24 inches, and all
deciduous trees must be a minimum of 2 inch caliper.
After you have revised the site plan, please resubmit two copies so that I may verify the
information contained on the plan. I will need all approved review agency comment
sheets and at least five copies of the final plan for approval. Continent sheets are
required from the following agencies: the Frederick County Inspections Departmenl, the
Frederick County Deparhnent of Public Works (Counly Fngineei), the Frederick Counly
Smaitalion Authority, the Virginia Department of Trcrosportalion and the Airport
Authority.

1 heive reviewed the FAA's determination regarding the proposed building for the Airport Commercial
Center. According to the FAA, the proposed building will not be a hazard to air na%igation therefore it Is
not required to light the proposed structure with obstruction lights.
Please note that any changes In the maximum height of twenty-five (26) feet AQL or 747 feet AMSL as
submitted to the FAA, would require a separate review by this office and the FAA. This would Include
any/all appurtenances (i.e. HVAC systems, antennas, vent stacks, etc) that would oxceed the height
previously listed.
In ciddlticn, the determination study does not include any temporary construction equipment such as
cranes, derricks, etc. that exceed the submitted height. The use of equipment during construction
requires a separate 7460-1 to be filed with the FAA with a copy forwarded to this office for record.
This completes our review. Thank you for your cooperation during this process.

This is to acknowledge receipt of your revised plans dated 12/20/07 for the referenced project. The plans appear
satisfactory and are approved subject to corrections of the item noted below. Please advise the developer
accordingly. Please provide two (2) sets of approved construction plans with signed seal for VDOT
distribution.
The following comment needs to be addressed on the final plans submitted for VDOT distribution:
. On sheet 6, the types of pavement used in the pavement design needs to be changed to the current types of
pavement design. (See VDOT Informational and Instructional Memorandum IIM-LD-158.10 Pavement
Designs httpa/www.virginiadot.orq/business/resourceslllM158,.pdf .)
I offer the following comments relative to the approval of these site plans:
. A preconstruction conference be held by the engineer and/or developer with the attendance of the
contractor, various County agencies and VDOT prior to initiation of work.
Materials used and method of construction shall apply to current observed VDOT Road & Bridge
Specifications applicable during construction of this development.
. Our review and comments are general in nature. Should conditions in the field exist such that additional
measures are warranted, such measures shall be completed to the satisfaction of the Department prior to
inclusion into the Secondary Road System.
. Attached is a copy of the minimum requirements and information needed prior to acceptance of subdivision
streets into the Secondary System. This is the responsibility of the developer.

/ All drainage is to be carried within the right-of-way in ditch lines or gutters along the street to a pipe or
drainage easement.
. The contractor shall notify VDOT when work is to begin or cease for any undetermined length of time. VDOT
will also require 48 hours notice for inspections.
Land use permits will not likely be required since the roadway at the proposed entrance has not yet been
accepted into the State system. Should that change prior to construction, the appropriate land use permits
shall be obtained before any work is performed on the State's right-of-way. The permit is issued by this
office and will require a minimum processing fee, surety bond coverage, and the salary & expenses of a
State assigned Inspector.
. I suggest any utilities and/or storm sewer placed within the proposed right-of-way be backfilled completely
with C.R. Type 21-B Stone. This will greatly reduce the possibility of any pavement settlement.
. Any entrances constructed from the referenced street(s) shall meet VDOT minimum standards. This is the
developer's responsibility.
. A copy of any/all RECORDED PLATS of dedication to public use (the County of Frederick) for drainage
easements or additional right-of-way required for implementation of this proposed project should be provided

Dear Mr. Montgomery:
Upon review of the subject site plan, we offer the following comments:
1. Provide a complete stormwater analysis and calculations. Provide hydrographs, runoff coefficients, time
of concentrates; etc. Verify an adequate outfall exists for the stormwater discharge.
2. Clarify the proposed contour elevations, as the plan is not clear as to the pre and post developed
contours.
I Provide information on how the surface water is going to drain on the site, including how it will drain
into the proposed stormwater pond.
4. All off -site easements shall be recorded and documentation submitted to our office prior to issuance of a
Land Disturbance Permit.
5. Submit a maintenance schedule for the proposed stormwater facility.
Once these comments have been addressed, submit one (1) copy of the plans for further review.

Plarming Staff has reviewed the above -referenced site plan to determine if administrative
approval can be granted. At this time, administrative approval cannot be granted. This
site plan is denied until the issues in this letter, as well as all issues of the other review
agencies, have been adequately addressed. Please review Staffs comments listed below
and then prepare a revised site plan which adequately addresses each concern.
Review Comments
1. Proposed Use and Name. The name of this development is "Airport
Commercial Center" and the use is primarily office with accessory
warehousing/storage. This site is zoned MI (Light Industrial) and commercial
uses are not permitted in this zoning district. The office portions of the building
need to be accessory to the warehousing and consist of 25% of the building.
2. Vicinity Map. The vicinity map needs to be corrected as indicated.
3. Surveyed Boundaries. The surveyed boundaries of the lot need to be provided.
4. Parking. The parking calculation on the coversheet only accounts for the office
portion of the building, not the warehousing. The warehousing portions of the
structures need to be parked according to the number of employees.
5. Building Units. Label each of the building units on sheet 2 and show the
proposed office areas as indicated.
6. Driving Lanes. A 24 foot driving lane needs to be provided around the building
for two-way traffic, or the movement needs to be limited to one-way traffic.
7. Loading Areas. The entire area behind both of the buildings should be striped
for loading as indicated on sheet 2.

8. Dumpster Detail. For the dumpster fence detail on sheet 6, add that the gate will
be the same material.
9. Outdoor Lighting. The location and type of all outdoor lighting needs to be
shown on the plan. Show the location of any pole or wall pack lighting proposed,
as well as a detail of the proposed lighting.
10. Plan Size. The evergreen shrubs need to be 36 inches, not 24 inches, and all
deciduous trees must be a minimum of 2 inch caliper.
After you have revised the site plan, please resubmit two copies so that I may verify the
information contained on the plan. I will need all approved review agency comment
sheets and at least five copies of the final plan for approval. Comment sheets are
required from the following agencies: the Frederick Coitwy h7spections Department, the
Frederick County Department of Public Works (County Engineer), the Frederick County
Sanitation Authority, the Virginia Department or Ti-ans])ortatlon and the Aill)ort
Authority.
