Response: The Frederick County Tax Map has been replacccl by a vicinity map at a scale of
1:2000.
Comment 2: Parking. The current parking spaces, as shown, 1'equlre customers to drive over- the

Response: The concrete tank pad will have the capacity to withstand the loading From the

passenger vehicles. The delivery of fuel will occur during non -peak business hours and the
delivery truck shall not block access to the parking area. Wheel stops have been added to all
parking spaces and a detail for the \vhccl stops has been added to the plans.

Response: The concrete tank pad will have the capacity to handle the weight of the trash vehicle,
therefore, we are proposing to leave the access as shown. The fencing and gate have been added
to the site plan as suggested.

Dear Chris:
The above -referenced site plan was approved on December 6, 2007. The site plan is
approved for the construction of a new gas pump canopy located at 1776 Bloomery Pike in
the Gainesboro Magisterial District. Required site improvements include the following:
• Paving of the existing parking lot and nine spaces, not including those at the pump.
• Installation of a new entrance, per the approved plan, to VDOT standard.
• One 24foot by 24 foot canopy and concrete pad.
• A fully screened dumpster on concrete pad.
• Eleven Red Oak trees.
All requirements of the Frederick County Zoning Ordinance have been met in the approved
site plan, including review agency comments from all relevant review agencies. I am
providing you with eight copies of the approved site plan. Please forward these copies to the
appropriate representative(s). Furthermore, advise the owner(s) that a copy should be kept for
future reference, and an approved copy must be kept on the construction site throughout the
development process. Once site development is complete, the owner(s) should contact this
office to schedule an on -site inspection. Do not hesitate to contact me if you have any

Response: All items from the checklist have been included in this plan. A project information
and notes section has been added to the plan.

Response: Parking has been provided for this project. We are trying to minimize the impact to
areas of this project that are currently undisturbed. The owner has stated that most customers will
purchase gas and walk inside the store while parked at the pump. We have taken that into
account when doing the parking for this project. This is a store in a rural setting, therefore, the
volume of customers is less than that closer to the city.
Comment 3: Buildings. Existing buildings Should he labeled cis such, old y buildings proposed

space along the perimeter of the parking area.

discussed and it was understood that the Planning Department had previously approved the sign.

Response: Per our meeting on October 23, 2007 with Frederick County Planning, this item was
discussed and agreed to leave this pump as shown on the plan. The reason for this was to keep
the pumps ill -Idle with one another, and the CXIStillg p1I1111) is already located within the setback.
Comment 10: Ir�)erable [vehicles. Upon inspection, there appears to be several vehicles which
nm}, be inoperable parked on the property. Any outdoor storage of vehicle's• must be (idly

Response: These vehicles are customers which use this site as a park and ride. Tile number of
vehicle is minimal and the vehicles are not there for an extended period of time.

Review Comments:

square feet of retail space.

4. Landscaping. Provide a landscaping plan which provides a breakdown of
all required landscaping on the site including impervious area and parking
lot landscaping. Trees designated as parking lot landscaping should be
located around the parking lots and should be deciduous trees.
5. Entrance. The current site has no defined entrance. A commercial
entrance for this property will be required.
6. Gravel Lot. The existing gravel lot must be paved.
7. Signage. The signage for this property appears larger than the allowed

Dumpster Site. Provide a fully screen dumpster pad site and detail of the
screening on the plans. The dumpster screening trust be a fully enclosed,
six foot tall board -on -board fence.
Proposed Pumps. One of the proposed pumps appears to be located over
the 20 foot pump setback.
Inoperable vehicles. Upon inspection, there appears to be several
vehicles which may be inoperable parked on the property. Any outdoor
storage of vehicles must be fully screened by a six foot tall board -on -board
fence.
Lighting. Show the type and location of any outdoor lighting (with a
detail) on the plan.
Deed Book & Page Numbers. Provide a deed book and page number for
all existing rights -of -way, easements, etc., on the property.
Drainfield. If a drainfield exists for this property, show it on the plans.
Existing Dwelling. Label the building's use on the plans. Inspection
shows the building to be residential and, therefore, cannot be used as part
of the grocery/gas station.
Outdoor storage. Upon inspection, there appears to be a fenced area
adjoining the grocery building. Any outdoor storage area must be fenced
by a board -on -board fence and should be shown on these plans.
Bloomery Pike. Provide the deed book/page number, speed limit and
right-of-way width for Bloomery Pike. There is an existing gravel road
shown on these plans which also requires a deed book/page number and
easement width.
Plan Title. This is a minor site plan and not a plan revision. The previous
plan numbers for this site should also be listed.

project was discussed. The plan shows the property's vicinity using the 2005 Frederick County Tax Map Information. It also shows
the revised site plan. Our client met with Mark Cheran on site and Mark was alright with everything from the county's perspective,

Lauren - I have the plan under reNriew. I did meet on site wvitb the owner and Greenway. The
site is fairly shallow and there is concern that a standard commercial entrance would restrict
the ability of traffic to maneuver smoothly from the roadway into the site's pumps and
parking. It was therefore suggested that an alternative be considered that would define the
entrances with out being too restrictive. This suggestion has been included in the plan
currently being reNriewed.
I expect to be at the Planning Office Monday morning and maybe we can talk about it then.

Dear Mr. Waddell:
Planning Staff has reviewed the above -referenced site plan to determine if administrative
approval can be granted. This plan is a minor site elan and as such. this Department will
require that the existing site be brought up to current County Code. At this time,
administrative approval cannot be granted. This site plan is denied until the issues in this
letter, as well as all issues of the other review agencies, have been adequately addressed.
Please review Staff s comments listed below and then prepare a revised site plan which
adequately addresses each concern.
Review Comments:
1. Project Information. Provide all required site plan information as listed
on the site plan checklist provided in the application packet. A copy of the
checklist has been included with the missing information highlighted.
2. Parking Calculations. Parking should be provided at one space per 200
square feet of retail space.
3. Buildings. Existing buildings should be labeled as such; only buildings
proposed on this plan should be labeled as "proposed." Canopies which
have been previously removed should not be shown on this plan.
4. Landscaping. Provide a landscaping plan which provides a breakdown of
all required landscaping on the site including impervious area and parking
lot landscaping. Trees designated as parking lot landscaping should be
located around the parking lots and should be deciduous trees.
5. Entrance. The current site has no defined entrance. A commercial
entrance for this property will be required.
6. Gravel Lot. The existing gravel lot must be paved.
7. Signage. The signage for this property appears larger than the allowed
maximum for this zoning district. Provide the sign's dimensions to this

office in order to determine if the sign meets those requirements, as well
as the permit number and/or date under which the sign was moved.

Dumpster Site. Provide a fully screen dumpster pad site and detail of the
screening on the plans. The dumpster screening must be a fully enclosed,
six foot tall board -on -board fence.
9.
Proposed Pumps. One of the proposed pumps appears to be located over
the 20 foot pump setback.
10.
Inoperable vehicles. Upon inspection, there appears to be several
vehicles which may be inoperable parked on the property. Any outdoor
storage of vehicles must be frilly screened by a six foot tall board -on -board
fence.
11.
Lighting. Show the type and location of any outdoor lighting (with a
detail) on the plan.
12.
Deed Book & Page Numbers. Provide a deed book and page number for
all existing rights -of -way, easements, etc., on the property.
13.
Drainfield. If a drainfield exists for this property, show it on the plans.
14.
Existing Dwelling. Label the building's use on the plans. Inspection
shows the building to be residential and, therefore, cannot be used as part
of the grocery/gas station.
15.
Outdoor storage. Upon inspection, there appears to be a fenced area
adjoining the grocery building. Any outdoor storage area must be fenced
by a board -on -board fence and should be shown on these plans.
16.
Bloomery Pike. Provide the deed book/page number, speed limit and
right-of-way width for Bloomery Pike. There is an existing gravel road
shown on these plans which also requires a deed booldpage number and
easement width.
17.
Plan Title. This is a minor site plan and not a plan revision. The previous
plan numbers for this site should also be listed.
After you have revised the site plan, please resubmit two copies so that I may verify the
information contained on the plan. I will need all approved review agency comment
sheets and at least five copies of the final plan for approval. Comment sheets are
required from the following agencies: the Frederick County Inspeclions Department, the
Public Rorks Department (County Engineer), the Frederick County Fire Marshal, the
Frederick-lVinchester Health Departrrrent, and the Virginia Department of
Transportation.
