GENERAL NOTES:
1. ALL WORK AND MATERIALS SHALL CONFORM TO THE CURRENT STANDARDS OF THE COUNTY OF FREDERICK,
VIRGINIA, THE VIRGINIA DEPARTMENT OF TRANSPORTATION, AND THE REGULATIONS OF THE AMERICANS WITH
DISABILITIES ACT, WHERE APPLICABLE.
2. EROSION AND SEDIMENT CONTROL SHALL CONFORM TO THE STANDARDS AND SPECIFICATIONS OF THE
COMMONWEALTH OF VIRGINIA AND THE COUNTY OF FREDERICK, VIRGINIA, WHERE APPLICABLE.
3. IT SHALL BE THE RESPONSIBILITY OF THE CONTRACTOR TO NOTIFY "MISS UTILITY" AT 1-800-257-7777 AT
LEAST TWO (2) WORKING DAYS, BUT NOT MORE THAN TEN (10) DAYS, PRIOR TO THE COMMENCEMENT OF ANY
LAND DISTURBING ACTIVITY.
4. ALL EXISTING UTILITIES HAVE BEEN SHOWN BASED UPON THE BEST AVAILABLE INFORMATION. HOWEVER,
THERE MAY BE EXISTING UTILITIES WHICH ARE NOT SHOWN AND SHOULD BE LOCATED. THEREFORE, IT SHALL BE
THE RESPONSIBILITY OF THE CONTRACTOR TO VERIFY THE LOCATION OF ALL EXISTING UTILITIES PRIOR TO

LAND SURVEYORS, P.L.C. THE FIELD SURVEY PERFORMED TO DETERMINED THE TOPOGRAPHIC INFORMATION HAS
BEEN BASED ON U.S.C. & G.S. DATUM AND A CONTOUR INTERVAL OF ONE (1') FOOT FOR THIS PROJECT.
8. NO SOILS REPORT WAS PREPARED FOR THIS PROJECT.
9. ALL RADII DESIGNATIONS INDICATE FACE OF CURB, EDGE OF PAVEMENT, OR EDGE OF STONE PAVEMENT,
WHERE APPLICABLE.
10. THE CONTRACTOR SHALL COORDINATE THE RELOCATION OF AND THE CONNECTION TO EXISTING UTILITIES
WITH THE APPROPRIATE UTILITY COMPANY, WHERE APPLICABLE.
CONSTRUCTION NOTES:
EROSION AND SEDIMENT CONTROL:
1. ALL EROSION AND SEDIMENT CONTROL MEASURES SHALL BE INSTALLED PRIOR TO ANY LAND DISTURBING
ACTIVITIES. ALL WORK SHALL BE DONE IN ACCORDANCE WITH THE CURRENT EDITION OF THE COMMONWEALTH
OF VIRGINIA EROSION AND SEDIMENT CONTROL HANDBOOK.
2. ALL WORK SHALL BE CONFINED TO THE DESIGNATED LIMITS OF CONSTRUCTION. FOR THIS PROJECT, THE
LIMITS OF CONSTRUCTION ARE DEFINED AS THE PROPERTY BOUNDARIES AND THE U.S. ROUTE 11
(MARTINSBURG PIKE) R-O-W.
3. NO DISTURBED AREAS SHALL BE DENUDED FOR MORE THAN THIRTY (30) DAYS. THE
CONTRACTOR SHALL STABILIZE ALL DENUDED AREAS WITHIN SEVEN (7) DAYS AFTER THE
END OF CONSTRUCTION.
4. THE CONTRACTOR SHALL BE RESPONSIBLE FOR THE INSTALLATION AND MAINTENANCE OF ALL EROSION AND
SEDIMENT CONTROL MEASURES. ALL MEASURES SHALL BE INSPECTED DAILY AND AFTER EACH SIGNIFICANT
RAINFALL BY THE SITE SUPERINTENDENT OR HIS REPRESENTATIVE. ANY DAMAGED STRUCTURES SHALL BE
REPAIRED OR REPLACED BY THE END OF WORK THAT DAY.
5. UPON COMPLETION OF CONSTRUCTION, ALL PERMANENT EROSION AND SEDIMENT
CONTROL MEASURES SHALL BE INSTALLED. AFTER STABILIZATION, THE TEMPORARY
EROSION CONTROL DEVICES SHALL BE REMOVED, AS APPROVED BY THE LOCAL INSPECTION AUTHORITY. ALL
VEGETATIVE COVER SHALL BE CHECKED REGULARLY AND ANY DAMAGED AREAS SHALL BE REPAIRED, FERTILIZED,
REPLANTED, AND MULCHED, AS NEEDED. VEGETATIVE COVER SHALL BE INSTALLED ON A MINIMUM OF 6" OF
TOPSOIL AND SHALL CONFORM TO THE FOLLOWING SPECIFICATION:
SEEDBED PREPARATION:
A. SCARIFY THE TOP 1"-2" OF TOPSOIL AFTER THE FINAL GRADES HAVE BEEN
ACHIEVED.
B. ADD 3 TONS PER ACRE OF PULVERIZED AGRICULTURAL LIME (140 Ib/1000sf).

6. THE CONTRACTOR SHALL PROVIDE ADEQUATE MEANS OF CLEANING TRUCKS AND OTHER CONSTRUCTION
EQUIPMENT PRIOR TO ENTERING THE PUBLIC R-O-W. A TRASH RACK SHALL BE USED AS PART OF THE
CONSTRUCTION ENTRANCE TO HELP IN THE CONTROL OF POTENTIAL MUD GENERATED AS PART OF THE
DEVELOPMENT OF THIS SITE. IF IT IS DETERMINED THAT THIS IS NOT SUFFICIENT, THEN A WASH RACK SHALL
BE INSTALLED, AS NEEDED. IT IS THE RESPONSIBILITY OF THE CONTRACTOR TO MAINTAIN CLEAN STREETS AND
TO ALLAY DUST AT ALL TIMES. THE EXISTING PAVEMENT SHALL BE USED AS THE CONSTRUCTION ENTRANCE FOR
THIS PROJECT.
EXCAVATION AND GRADING:
1. TEST PITS SHALL BE EXCAVATED TO DETERMINE THE DEPTHS AND LOCATIONS OF ALL OF THE EXISTING
UTILITIES. IF CONFLICTS EXIST, THEN THE EXISTING UTILITIES SHALL BE LOWERED OR MOVED TO PROMOTE THE
CONSTRUCTION OF THE PROPOSED DEVELOPMENT.
2. ALL DELETERIOUS MATERIALS, DEMOLISHED DEBRIS, AND CLEARED AND GRUBBED
MATERIALS SHALL BE REMOVED AND PROPERLY DISPOSED OF OFF -SITE.
3. ALL TOPSOIL OR VEGETATIVE COVER SHALL BE EXCAVATED TO ITS FULL DEPTH AND STOCKPILED OFF -SITE,
IF APPLICABLE, IN THE AREA AS DIRECTED BY THE OWNER'S REPRESENTATIVE FOR FUTURE FINISH GRADING.
4. ALL BORROW FILL MATERIAL, IF NECESSARY, SHALL BE OBTAINED BY THE
CONTRACTOR AND APPROVED BY A CERTIFIED GEO-TECHNICAL ENGINEER. ALL FILL
MATERIAL SHALL BE PLACED IN LIFTS OF 8" OR LESS AND SHALL BE COMPACTED TO
95% OF ASTM D-698 MAXIMUM DRY DENSITY, OR AS DIRECTED BY THE GEO-TECHNICAL
ENGINEER.
5. NO BLASTING SHALL BE PERMITTED WITHIN 25 FEET OF EXISTING UTILITIES OR
STRUCTURES WITHOUT PERMISSION OF THE OWNER.
6. ALL LANDSCAPED ISLANDS, SLOPES, AND LAWN AREAS SHALL RECEIVE A MINIMUM
OF 6" TOPSOIL OBTAINED OFF -SITE, GRADED AND RAKED, PRIOR TO APPLICATION OF
PERMANENT VEGETATIVE COVER.
7. ALL DISTURBED LAWN AREAS SHALL BE RESEEDED, FERTILIZED AND MULCHED AS
NEEDED.
SANITARY SEWER AND WATER UTILITIES:
1. ALL SANITARY SEWER AND WATER UTILITY CONSTRUCTION SHALL CONFORM TO THESE PLANS AND SHALL
MEET ALL REQUIREMENTS OF THE STANDARDS AND SPECIFICATIONS OF THE FREDERICK COUNTY SANITATION
AUTHORITY (F.C.S.A.).
2. THE CONTRACTOR SHALL COORDINATE WITH, AND ARRANGE FOR INSPECTION BY F.C.S.A.
3. THE PROPOSED SEWER SERVICE LATERAL SHALL BE CONSTRUCTED WITH PVC PIPE AND INSTALLED IN
ACCORDANCE WITH THESE PLANS AND THE F.C.S.A. THE SERVICE SHALL BE CONNECTED TO THE EXISTING
SANITARY SEWER PIPING, AS INDICATED ON THE SITE PLAN. ALL WORK SHALL BE COORDINATED WITH THE
F.C.S.A.
4. THE EXISTING WATER SERVICE WILL REMAIN IN SERVICE AND BE USED FOR THE RENOVATED
USES. THE WATER PIPING SHALL BE POLYETHYLENE MATERIAL AND INSTALLED AS SHOWN.
5. THE EXISTING WATER MAIN SHALL BE PROTECTED DURING THE CONSTRUCTION PROCESS AND SHALL REMAIN
IN SERVICE AT ALL TIMES.
6. THE F.C.S.A. MAINTENANCE DEPARTMENT IS RESPONSIBLE FOR THE INSTALLATION OF ALL WATER METERS.
BEFORE A PERMANENT METER IS SET, THEY REQUIRE THAT; 1) THE FRAME AND COVER SHALL BE PROPERLY
ALIGNED WITH ITS METER BOX AND YOKE BAR; 2) THE FRAME AND COVER SHALL BE SET TO THE FINAL GRADE
OF THE LOT; 3) THE DISTANCE BETWEEN THE TOP OF THE COVER AND THE YOKE BAR SHALL BE BETWEEN
18"-21 "; AND 4) ALL COMPONENTS OF THE METER BOX ASSEMBLY SHALL BE IN PROPER WORKING ORDER. IT
IS THE RESPONSIBILITY OF THE DEVELOPER/CONTRACTOR TO HAVE THE METER BOX ASSEMBLY INSTALLED
CORRECTLY.
7. FOR WATER AND SEWER SERVICES THAT CONNECT TO EXISTING LINES:
a) THE LOCATION OF THE SERVICE LATERAL IS TO BE COORDINATED WITH THE AUTHORITY'S ENGINEERING
ASSISTANT. AN APPLICATION FOR SERVICE MUST BE MADE AND FEES PAID BEFORE WORK WILL BEGIN.
b) THE AUTHORITY SHALL FURNISH AND INSTALL ALL 5/8", 3/4" AND 1- WATER SERVICES.
c) FOR ALL 1 1 /2" AND 2" WATER SERVICES, THE AUTHORITY SHALL MAKE THE TAP AND BRING THE PIPING
TO THE PROPERTY LINE. THE CONTRACTOR IS TO FURNISH AND INSTALL THE METER VAULT ASSEMBLY. THE
AUTHORITY WILL INSTALL THE METER.
d) THE AUTHORITY WILL INSTALL ALL SEWER LATERALS.
8. THE F.C.S.A. SHALL TAP ALL EXISTING WATER LINES. THEY WILL FURNISH THE MATERIALS FOR AND MAKE

STORM WATER MANAGEMENT:

VDOT General Notes
V1. All work on this project shall conform to the current editions of and latest revisions to
the Virginia Department of Transportation (VDOT) Road and Bridge Specifications and
Standards, the Virginia Erosion and Sediment Control Regulations, and any other applicable
state, federal or local regulations. In case of a discrepancy or conflict between the
Standards or Specifications and Regulations, the most stringent shall govern.
V2. All construction shall comply with the latest U.S. Department of Labor, Occupational
Safety and Health Administration (OSHA), and Virginia Occupational Safety & Health (VOSH)
Rules and Regulations.
V3. When working within VDOT right-of-way, all traffic control, whether permanent or
temporary, shall be in accordance with the current edition of VDOT's Work Area Protection
Manual. Furthermore, all traffic control floggers must be certified in accordance with
Section 104.04(c) of the VDOT Road and Bridge Specifications.
V4 The developer shall be responsible for relocating, at his expense, any and all utilities,
including traffic signal poles, junction boxes, controllers, etc., owned by VDOT or private /
public utility companies. It is the sole responsibility of the developer to locate and identify
utility facilities or items that may be in conflict with the proposed construction activity.
VDOT approval of these plans does not indemnify the developer from this responsibility.
V5. Design features relating to field construction. regulations, and control or safety of
traffic may be subject to change as deemed necessary by VDOT. Any additional expense
incurred as a result of any field revision shall be the responsibility of the developer.
V6. Prior to initiation of work, the contractor shall be responsible for acquiring all
necessary VDOT land use permits for any work within VDOT right-of-way.
V7. If required by the local VDOT Residency Office, a pre -construction conference shall be
arranged and held by the engineer and/or developer with the attendance of the contractor,
various County agencies, utility companies and VDOT prior to initiation of work.
V8. The contractor shall notify the local VDOT Residency Office when work is to begin or
cease for any undetermined length of time. VDOT requires and shall receive 48 hours
advance notice prior to any required or requested inspection.
V9. The contractor shall be responsible for maintaining adequate access to the project
from the adjacent public roadway via a construction entrance that is constructed and
maintained in accordance with Section 3.02 of the Virginia Erosion and Sediment Control
Handbook. Furthermore, access to other properties affected by this project shall be
maintained through construction. The Developer shall have, within the limits of the project,
an employee certified by the Virginia Department of Conservation and Recreation (VDCR) in
Erosion and Sediment Control who shall inspect erosion and siltation control devices and
measures on a continuous basis for proper installation and operation. Deficiencies shall be
promptly rectified.
V10. Contractor shall ensure adequate drainage is achieved and maintained on the site
during and at the end of construction.
V11. All water and sewer lines within existing or proposed VDOT right-of-way shall have a
minimum thirty-six (36) inches cover and when possible shall be installed under roadway
drainage facilities at conflict points.
V12. Any unusual subsurface conditions (e.g., unsuitable soils, springs, sinkholes, voids,
caves, etc.) encountered during the course of construction shall be immediately brought to
the attention of the engineer and VDOT. Work shall cease in that vicinity until an adequate
design can be determined by the engineer and approved by VDOT.
V13. All fill areas, borrow material and undercut areas shall be inspected and approved by
a VDOT representative prior to placement and fill. Where CBR testing is required, a VDOT
representative shall be present to insure the sample obtained is representative of the
location. When soil samples are submitted to private laboratories for testing, the samples
shall be clearly identified and labeled as belonging to a project to be accepted by VDOT
and that testing shall be performed in accordance with all applicable VDOT standards and
procedures.
V14. All roadway fill, base, subgrade material, and backfill in utility/storm sewer trenches
shall be compacted in six (6) inch lifts to 95% of theoretical maximum density as
determined by AASHTO T-99 Method A, within plus or minus 2% of optimum moisture for
the full width of an dedicated street right-of-way. At the direction of VDOT density tests

shall be performed by a qualified independent agency in accordance with VDOT Road and
Bridge Specifications. Certified copies of test reports shall be submitted to VDOT daily,
unless specified otherwise.
V15. VDOT Standard CD and UD underdrains shall be installed where indicated on these
plans and/or as specified by VDOT.
V16. The installation of any entrances and mailboxes within any dedicated street
right-of-way shall meet VDOT minimum design standards and is the responsibility of the
developer.
V17. Prior to VDOT acceptance of any streets, all required street signage and/or pavement
markings shall be installed by the developer or, at VDOT's discretion, by VDOT on an
account receivable basis following the Manual On Uniform Traffic Control Devices.
V18. The developer shall provide the VDOT Residency Office with a list of all material
sources prior to the start of construction. Copies of all invoices for materials utilized within
any dedicated street right-of-way must be provided to the local VDOT Residency Office
prior to acceptance of the work. Unit and total prices may be obscured.
V19. Aggregate base and subbase materials shall be placed on subgrade by means of a
mechanical spreader. Density will be determined using the density control strip in
accordance with Section 304 of the VDOT Road and Bridge Specifications and VTM-10. A
certified compaction technician shall perform these tests. Certified copies of test reports
shall be submitted to VDOT daily, unless specified otherwise. In addition to checking stone
depths, a VDOT representative shall be notified and given the opportunity to be present
during the construction and testing of the density control strip.
V20. Asphalt concrete pavements shall be placed in accordance with Section 315 of the
VDOT Road and Bridge Specifications. Density shall be determined using the density control
strip as specified in Section 315 and VTM-76. A certified compaction technician shall
perform these tests. Certified copies of test reports shall be submitted to VDOT daily,
unless specified otherwise. A VDOT representative shall be notified and given the opportunity
to be present during the construction and testing of the control strip.
V21. In accordance with Section 302.03, the foundations for pipe culverts thirty-six (36)
inches and larger shall be explored below the bottom of the excavation to determine the
type and condition of the foundation. The contractor shall report findings of foundation
exploration to the engineer and VDOT for approval prior to placing pipe. Foundation designs
shall comply with VDOT Road and Bridge Standard PB-1. Where soft, yielding, or otherwise
unsuitable foundation is encountered, the foundation design and/or need for foundation
stabilization shall be determined by the engineer and approved by VDOT.
V22. Approval of these plans shall expire three (3) years from the date of the approval
letter.
V23. VDOT Standard CG-12 Curb Romps shall be installed where indicated on these plans
and/or as specified by VDOT.
V24. VDOT Standard Guardrail shall be installed where warranted and/or as proposed on
these plans in accordance with VDOT's installation criteria. Final approval of the guardrail
layout to be given by VDOT after grading is mostly complete.

SYSTEM COMPONENT DESCRIPTION
A. Piping
Gravity sewer pipe and pressure distribution pipe and fittings called for on the plans shall be SCH 40 ASTM D 1784 with
solvent cement joints assembled in accordance with ASTM D 2855. No bends greater than 45 degrees shall be used in the
gravity sewer line.
The pipe trench bottom should be constructed to provide a firm, stable and uniform support for the full length of the pipe.
Any part of the trench bottom excavated below embedment grade should be backfilled and compacted. Concrete thrust
blocking should be provided at each change of direction of the force main. All pipe shall be installed with proper bedding
providing uniform longitudinal support under the pipe.
Excluding the pressure distribution pipe, all other pipe should be installed by placing the initial backfill material to a minimum
depth of six inches over the top of the pipe and compacted. All pipe embedment material should be selected and placed
carefully, avoiding stones over 1-1/2 inches in size, frozen lumps and debris. Sharp stones should be excluded from the
embedment material.
The distribution lines should be installed using grade boards and/or stakes placed at 10' intervals. Trenches and distribution
lines shall be installed uniformly level. The lines shall have burr free and counter sunk holes placed in a straight line along
the longitudinal axis of the pipe with holes turned down.
B. Pump System
The pump system called for on the plans is the Enviroment One Model GP 2014-93 duplex, grinder pump package. This
system is available from Design Equipment Inc., 804-752-6335. The GP 2014 is a complete unit, including the grinder pump,
check valve, tank, and all necessary controls, ready to connect. Install the system in accordance with the manufacturer
specifications. Provide an audible and visual alarm to work with the high water switch in the system. Install the alarm in a
conspicuous location in the building.
C. Pump Head Calculations
The standard system pump will be adequate to convey the sewage to the proposed point of discharge.
The calculated design head is based on a peak discharge rate of 15 gpm. The design head for the proposed pump is 80
feet. The proposed pump will be a 240 volt, single phase, 1 horse power motor with a 1 1/4" NPT discharge. A master
disconnect switch and manual over -ride switch is required on the pump control box. The alarm is to be wired on a separate
circuit than the pump.

EROSION AND SEDIMENT CONTROL:
1. ALL EROSION AND SEDIMENT CONTROL MEASURES SHALL BE INSTALLED PRIOR TO ANY LAND DISTURBING
ACTIVITIES. ALL WORK SHALL BE DONE IN ACCORDANCE WITH THE CURRENT EDITION OF THE COMMONWEALTH
OF VIRGINIA EROSION AND SEDIMENT CONTROL HANDBOOK.
2. ALL WORK SHALL BE CONFINED TO THE DESIGNATED LIMITS OF CONSTRUCTION. FOR THIS PROJECT, THE
LIMITS OF CONSTRUCTION ARE DEFINED AS THE PROPERTY BOUNDARIES AND THE U.S. ROUTE 11
(MARTINSBURG PIKE) R-O-W.
3. NO DISTURBED AREAS SHALL BE DENUDED FOR MORE THAN THIRTY (30) DAYS. THE
CONTRACTOR SHALL STABILIZE ALL DENUDED AREAS WITHIN SEVEN (7) DAYS AFTER THE
END OF CONSTRUCTION.
4. THE CONTRACTOR SHALL BE RESPONSIBLE FOR THE INSTALLATION AND MAINTENANCE OF ALL EROSION AND
SEDIMENT CONTROL MEASURES. ALL MEASURES SHALL BE INSPECTED DAILY AND AFTER EACH SIGNIFICANT

EROSION CONTROL DEVICES SHALL BE REMOVED, AS APPROVED BY THE LOCAL INSPECTION AUTHORITY. ALL

6. THE CONTRACTOR SHALL PROVIDE ADEQUATE MEANS OF CLEANING TRUCKS AND OTHER CONSTRUCTION
EQUIPMENT PRIOR TO ENTERING THE PUBLIC R-O-W. A TRASH RACK SHALL BE USED AS PART OF THE
CONSTRUCTION ENTRANCE TO HELP IN THE CONTROL OF POTENTIAL MUD GENERATED AS PART OF THE
DEVELOPMENT OF THIS SITE. IF IT IS DETERMINED THAT THIS IS NOT SUFFICIENT, THEN A WASH RACK SHALL
BE INSTALLED, AS NEEDED. IT IS THE RESPONSIBILITY OF THE CONTRACTOR TO MAINTAIN CLEAN STREETS AND
TO ALLAY DUST AT ALL TIMES. THE EXISTING PAVEMENT SHALL BE USED AS THE CONSTRUCTION ENTRANCE FOR
THIS PROJECT.
EXCAVATION AND GRADING:
1. TEST PITS SHALL BE EXCAVATED TO DETERMINE THE DEPTHS AND LOCATIONS OF ALL OF THE EXISTING
UTILITIES. IF CONFLICTS EXIST, THEN THE EXISTING UTILITIES SHALL BE LOWERED OR MOVED TO PROMOTE THE
CONSTRUCTION OF THE PROPOSED DEVELOPMENT.
2. ALL DELETERIOUS MATERIALS, DEMOUSHED DEBRIS, AND CLEARED AND GRUBBED
MATERIALS SHALL BE REMOVED AND PROPERLY DISPOSED OF OFF -SITE.
3. ALL TOPSOIL OR VEGETATIVE COVER SHALL BE EXCAVATED TO ITS FULL DEPTH AND STOCKPILED OFF -SITE,
IF APPLICABLE, IN THE AREA AS DIRECTED BY THE OWNER'S REPRESENTATIVE FOR FUTURE FINISH GRADING.
4. ALL BORROW FILL MATERIAL, IF NECESSARY, SHALL BE OBTAINED BY THE
CONTRACTOR AND APPROVED BY A CERTIFIED GEO-TECHNICAL ENGINEER. ALL FILL
MATERIAL SHALL BE PLACED IN LIFTS OF 8" OR LESS AND SHALL BE COMPACTED TO
95% OF ASTM D-698 MAXIMUM DRY DENSITY, OR AS DIRECTED BY THE GEO-TECHNICAL

5. NO BLASTING SHALL BE PERMITTED WITHIN 25 FEET OF EXISTING UTILITIES OR
STRUCTURES WITHOUT PERMISSION OF THE OWNER.
6. ALL LANDSCAPED ISLANDS, SLOPES, AND LAWN AREAS SHALL RECEIVE A MINIMUM
OF 6" TOPSOIL OBTAINED OFF -SITE, GRADED AND RAKED, PRIOR TO APPLICATION OF
PERMANENT VEGETATIVE COVER.
7. ALL DISTURBED LAWN AREAS SHALL BE RESEEDED, FERTIUZED AND MULCHED AS
NEEDED.
SANITARY SEWER AND WATER UTILITIES:
1. ALL SANITARY SEWER AND WATER UTILITY CONSTRUCTION SHALL CONFORM TO THESE PLANS AND SHALL
MEET ALL REQUIREMENTS OF THE STANDARDS AND SPECIFICATIONS OF THE FREDERICK COUNTY SANITATION
AUTHORITY (F.C.S.A.).
2. THE CONTRACTOR SHALL COORDINATE WITH, AND ARRANGE FOR INSPECTION BY F.C.S.A.
3. THE PROPOSED SEWER SERVICE LATERAL SHALL BE CONSTRUCTED WITH PVC PIPE AND INSTALLED IN
ACCORDANCE WITH THESE PLANS AND THE F.C.S.A. THE SERVICE SHALL BE CONNECTED TO THE EXISTING
SANITARY SEWER PIPING, AS INDICATED ON THE SITE PLAN. ALL WORK SHALL BE COORDINATED WITH THE
F.C.S.A.
4. THE EXISTING WATER SERVICE WILL REMAIN IN SERVICE AND BE USED FOR THE RENOVATED
USES. THE WATER PIPING SHALL BE POLYETHYLENE MATERIAL AND INSTALLED AS SHOWN.
5. THE EXISTING WATER MAIN SHALL BE PROTECTED DURING THE CONSTRUCTION PROCESS AND SHALL REMAIN
IN SERVICE AT ALL TIMES.
6. THE F.C.S.A. MAINTENANCE DEPARTMENT IS RESPONSIBLE FOR THE INSTALLATION OF ALL WATER METERS.
BEFORE A PERMANENT METER IS SET, THEY REQUIRE THAT; 1) THE FRAME AND COVER SHALL BE PROPERLY
ALIGNED WITH ITS METER BOX AND YOKE BAR; 2) THE FRAME AND COVER SHALL BE SET TO THE FINAL GRADE
OF THE LOT; 3) THE DISTANCE BETWEEN THE TOP OF THE COVER AND THE YOKE BAR SHALL BE BETWEEN
18"-21 "; AND 4) ALL COMPONENTS OF THE METER BOX ASSEMBLY SHALL BE IN PROPER WORKING ORDER. IT
IS THE RESPONSIBILITY OF THE DEVELOPER/CONTRACTOR TO HAVE THE METER BOX ASSEMBLY INSTALLED
CORRECTLY.
7. FOR WATER AND SEWER SERVICES THAT CONNECT TO EXISTING LINES:
a) THE LOCATION OF THE SERVICE LATERAL IS TO BE COORDINATED WITH THE AUTHORITY'S ENGINEERING
ASSISTANT. AN APPLICATION FOR SERVICE MUST BE MADE AND FEES PAID BEFORE WORK WILL BEGIN.
b) THE AUTHORITY SHALL FURNISH AND INSTALL ALL 5/8", 3/4" AND 1" WATER SERVICES.
c) FOR ALL 1 1 /2" AND 2" WATER SERVICES, THE AUTHORITY SHALL MAKE THE TAP AND BRING THE PIPING
TO THE PROPERTY LINE. THE CONTRACTOR IS TO FURNISH AND INSTALL THE METER VAULT ASSEMBLY. THE
AUTHORITY WILL INSTALL THE METER.
d) THE AUTHORITY WILL INSTALL ALL SEWER LATERALS.
8. THE F.C.S.A. SHALL TAP ALL EXISTING WATER LINES. THEY WILL FURNISH THE MATERIALS FOR AND MAKE
THE TAP. THE CONTRACTOR MUST MAKE APPLICATION FOR AND PAY THE COST OF THIS WORK.
9. THE CONTRACTOR SHALL TIE-IN A NEW LINE TO AN EXISTING MANHOLE BY CORE DRILUNG THE MANHOLE.
10. THE EXISTING WATER MAINS AND SANITARY SEWER MAINS SHALL BE UNDISTURBED AND REMAIN IN SERVICE
AT ALL TIMES.
STORM WATER MANAGEMENT:
1. THE STORM WATER RUNOFF SHALL BE CONTROLLED BY THE EXISTING STORM SEWER SYSTEMS AND THE
EXISTING DRAINAGE CHANNELS ON THE ADJACENT PROPERTIES. THE STORM WATER RUNOFF FROM THE ON -SITE
IMPROVEMENTS WILL NOT RESULT IN AN INCREASE FROM THE EXISTING CONDITIONS ON -SITE, BECAUSE NO
INCREASE IN IMPERVIOUS AREA WILL RESULT. THE PROPOSED GRADING AND THE EXISTING PIPING SYSTEMS IN
ADDITION TO THE EXISTING SWALES ARE ADEQUATE TO CONVEY THE STORM WATER RUNOFF. THE BUILDING
ELEVATION IS ABOVE THE 100 YEAR FLOOD LEVEL IN THE ADJACENT DRAINAGE CHANNELS.
2. ALL SURFACE WATER SHALL BE CONVEYED TO THE ON -SITE STORM SEWER SYSTEMS BY THE PROPOSED
CURBS AND BY SHEET FLOW, AS INDICATED ON THESE DRAWINGS. ALL DOWNSPOUTS SHALL BE PIPED TO THE
STORM SEWER SYSTEMS.
PAVING AND CONCRETE:
1. THE EXISTING ENTRANCES, MAIN DRIVE AISLES, AND PARKING AREAS SHALL REMAIN AS CURRENTLY INSTALLED.
THE PROPOSED, REAR PARKING FACILITY SHALL RECEIVE THE MINIMUM PAVEMENT SECTION, AS DETAILED ON THE
PLANS. ALL POINTS OF CONNECTION WITH THE EXISTING PAVEMENT SECTIONS SHALL BE SAW -CUT TO PROVIDE A
SMOOTH TRANSITION BETWEEN PAVEMENT SECTIONS.
2. ALL CONCRETE SHALL BE VDOT CLASSIFICATION A-3 CONCRETE. THE CONCRETE CURB AND GUTTER SHALL
CONFORM TO VDOT STANDARD CG-6, CG-6R, AND CG-2, AS APPLICABLE. ALL WORK SHALL BE DONE IN
ACCORDANCE WITH THE STANDARDS AND SPECIFICATIONS OF VDOT
MISCELLANEOUS:
1. FIRE LANES SHALL BE DELINEATED, AS DIRECTED BY THE COUNTY OF FREDERICK,
VIRGINIA FIRE MARSHAL.
2. ALL BUILDINGS AND ADDITIONS SHALL COMPLY WITH THE VIRGINIA UNIFORM STATEWIDE BUILDING CODE
(V.U.S.B.C.) AND SECTION 303, USE GROUP (A) ASSEMBLY (RESTAURANTS) OF THE B.O.C.A NATIONAL BUILDING
CODE, 1996 EDITION (NOTE: IBC 2000 CAN BE UTIUZED THROUGH MODIFICATION).
3. THE MAXIMUM SLOPE ACROSS THE HANDICAPPED PARKING AND UNLOADING AREAS SHALL NOT EXCEED A 2%
GRADE. ALL REQUIRED EGRESS FROM THE BUILDINGS SHALL COMPLY WITH C.A.B.O. A117.1-92. THE LANDINGS
AT THE REAR MAY BE USED AS THE AREA OF REFUGE PROVIDED THAT A MINIMUM OF 4' IS MAINTAINED

V1. All work on this project shall conform to the current editions of and latest revisions to
the Virginia Department of Transportation (VDOT) Road and Bridge Specifications and
Standards, the Virginia Erosion and Sediment Control Regulations, and any other applicable
state, federal or local regulations. In case of a discrepancy or conflict between the
Standards or Specifications and Regulations, the most stringent shall govern.
V2. All construction shall comply with the latest U.S. Department of Labor, Occupational
Safety and Health Administration (OSHA), and Virginia Occupational Safety & Health (VOSH)
Rules and Regulations.
V3. When working within VDOT right-of-way, all traffic control, whether permanent or
temporary, shall be in accordance with the current edition of VDOT's Work Area Protection
Manual. Furthermore, all traffic control floggers must be certified in accordance with
Section 104.04(c) of the VDOT Road and Bridge Specifications.
V4 The developer shall be responsible for relocating, at his expense, any and all utilities,
including traffic signal poles, junction boxes, controllers, etc., owned by VDOT or private /
public utility companies. It is the sole responsibility of the developer to locate and identify
utility facilities or items that may be in conflict with the proposed construction activity.
VDOT approval of these plans does not indemnify the developer from this responsibility.
V5. Design features relating to field construction, regulations, and control or safety of
traffic may be subject to change as deemed necessary by VDOT. Any additional expense
incurred as a result of any field revision shall be the responsibility of the developer.
V6. Prior to initiation of work, the contractor shall be responsible for acquiring all
necessary VDOT land use permits for any work within VDOT right-of-way.
V7. If required by the local VDOT Residency Office, a pre -construction conference shall be
arranged and held by the engineer and/ior developer with the attendance of the contractor,
various County agencies, utility companies and VDOT prior to initiation of work.
V8. The contractor shall notify the local VDOT Residency Office when work is to begin or
cease for any undetermined length of time. VDOT requires and shall receive 48 hours
advance notice prior to any required or requested inspection.
V9. The contractor shall be responsible for maintaining adequate access to the project
from the adjacent public roadway via a construction entrance that is constructed and
maintained in accordance with Section 3,.02 of the Virginia Erosion and Sediment Control
Handbook. Furthermore, access to other properties affected by this project shall be
maintained through construction. The Deweloper shall have, within the limits of the project,
an employee certified by the Virginia Deportment of Conservation and Recreation (VDCR) in
Erosion and Sediment Control who shall inspect erosion and siltation control devices and
measures on a continuous basis for proper installation and operation. Deficiencies shall be
promptly rectified.
V10. Contractor shall ensure adequate drainage is achieved and maintained on the site
during and at the end of construction.
V11. All water and sewer lines within existing or proposed VDOT right-of-way shall have a
minimum thirty-six (36) inches cover and when possible shall be installed under roadway
drainage facilities at conflict points.
V12. Any unusual subsurface conditions (e.g., unsuitable soils, springs, sinkholes, voids,
caves, etc.) encountered during the course of construction shall be immediately brought to
the attention of the engineer and VDOT. Work shall cease in that vicinity until an adequate
design con be determined by the engineer and approved by VDOT.
V13. All fill areas, borrow material and undercut areas shall be inspected and approved by
a VDOT representative prior to placement and fill. Where CBR testing is required, a VDOT
representative shall be present to insure the sample obtained is representative of the
location. When soil samples are submitted to private laboratories for testing, the samples
shall be clearly identified and labeled as belonging to a project to be accepted by VDOT
and that testing shall be performed in accordance with all applicable VDOT standards and
procedures.
V14. All roadway fill, base, subgrade material, and backfill in utility/storm sewer trenches
shall be compacted in six (6) inch lifts to 95% of theoretical maximum density as
determined by AASHTO T-99 Method A. within plus or minus 2% of optimum moisture for
the full width of on dedicated street ri ht-of-w t h direction VDOT, y g ay. A the d rect on ofdensity tests
shall be performed by a qualified independent agency in accordance with VDOT Road and
Bridge Specifications. Certified copies of test reports shall be submitted to VDOT daily,
unless specified otherwise.
V15. VDOT Standard CD and UD underdrrains shall be installed where indicated on these
plans and/or as specified by VDOT.
V16. The installation of any entrances and mailboxes within any dedicated street
right-of-way shall meet VDOT minimum design standards and is the responsibility of the
developer.
V17. Prior to VDOT acceptance of any streets, all required street signage and/or pavement
markings shall be installed by the developer or, at VDOT's discretion, by VDOT on an
account receivable basis following the Manual On Uniform Traffic Control Devices.
V18. The developer shall provide the VDOT Residency Office with a list of all material
sources prior to the start of construction. Copies of all invoices for materials utilized within
any dedicated street right-of-way must be provided to the local VDOT Residency Office
prior to acceptance of the work. Unit and total prices may be obscured.
V19. Aggregate base and subbase materials shall be placed on subgrade by means of a
mechanical spreader. Density will be determined using the density control strip in
accordance with Section 304 of the VDOOT Road and Bridge Specifications and VTM-10. A
certified compaction technician shall perform these tests. Certified copies of test reports
shall be submitted to VDOT daily, unless specified otherwise. In addition to checking stone
depths, a VDOT representative shall be notified and given the opportunity to be present
during the construction and testing of the density control strip.
V20. Asphalt concrete pavements shall Ibe placed in accordance with Section 315 of the
VDOT Road and Bridge Specifications. Density shall be determined using the density control
strip as specified in Section 315 and VITM-76. A certified compaction technician shall
perform these tests. Certified copies of test reports shall be submitted to VDOT daily,
unless specified otherwise. A VDOT representative shall be notified and given the opportunity
to be present during the construction and testing of the control strip.
V21. In accordance with Section 302.03, the foundations for pipe culverts thirty-six (36)
inches and larger shall be explored below the bottom of the excavation to determine the
type and condition of the foundation. The contractor shall report findings of foundation
exploration to the engineer and VDOT for approval prior to placing pipe. Foundation designs
shall comply with VDOT Road and Bridge Standard PB-1. Where soft, yielding, or otherwise
unsuitable foundation is encountered, the foundation design and/or need for foundation
stabilization shall be determined by the engineer and approved by VDOT.
V22. Approval of these plans shall expire three (3) years from the date of the approval
letter.
V23. VDOT Standard CG-12 Curb Ramps shall be installed where indicated on these plans
and/or as specified by VDOT.
V24. VDOT Standard Guardrail shall be installed where warranted and/or as proposed on
these plans in accordance with VDOT's installation criteria. Final approval of the guardrail
layout to be given by VDOT after grading is mostly complete.

SYSTEM COMPONENT DESCRIPTION
A. Piping
Gravity sewer pipe and pressure distribution pipe and fittings called for on the plans shall be SCH 40 ASTM D 1784 with
solvent cement joints assembled in accordance with ASTM D 2855. No bends greater than 45 degrees shall be used in the
gravity sewer line.
The pipe trench bottom should be constructed to provide a firm, stable and uniform support for the full length of the pipe.
Any part of the trench bottom excavated below embedment grade should be backfilled and compacted. Concrete thrust
blocking should be provided at each change of direction of the force main. All pipe shall be installed with proper bedding
providing uniform longitudinal support under the pipe.
Excluding the pressure distribution pipe, all other pipe should be installed by placing the initial backfill material to a minimum
depth of six inches over the top of the pipe and compacted. All pipe embedment material should be selected and placed
carefully, avoiding stones over 1-1/2 inches in size, frozen lumps and debris. Sharp stones shoulld be excluded from the
embedment material.
The distribution lines should be installed using grade boards and/or stakes placed at 10' intervals. Trenches and distribution
lines shall be installed uniformly level. The lines shall have burr free and counter sunk holes placed in a straight line along
the longitudinal axis of the pipe with holes turned down.
B. Pump System
The pump system called for on the plans is the Enviroment One Model GP 2014-93 duplex, grinder pump package. This
system is available from Design Equipment Inc., 804-752-6335. The GP 2014 is a complete unit„ including the grinder pump,
check valve, tank, and all necessary controls, ready to connect. Install the system in accordance with the manufacturer
specifications. Provide an audible and visual alarm to work with the high water switch in the system. Install the alarm in a
conspicuous location in the building.
C. Pump Head Calculations
The standard system pump will be adequate to convey the sewage to the proposed point of discharge.
The calculated design head is based on a peak discharge rate of 15 gpm. The design head for the proposed pump is 80
feet. The proposed pump will be a 240 volt, single phase, 1 horse power motor with a 1 1/4" NPT discharge. A master
disconnect switch and manual over -ride switch is required on the pump control box. The alarm is to be wired on a separate
circuit than the pump.
