9. Landscaping, Buffers, and Screening: Per the Winchester Regional Airport Authority no
landscaping will be permitted on the airport property.
10. Lighting: Exterior lighting will consist of wall mounted lights. Glare from outdoor lighting
will be shielded from adjoining properties and rights -of -way.
11. Trash Receptacles: There will be no exterior trash receptacles on this site. All trash will
be removed by the owner/tenant. If in the future a dumpster should be located on this site
it shall be located in conformance with the requirements listed in the Frederick County
Zoning Ordinance to include a concrete pad and screening.
12. Signs: All signs proposed for this development shall conform to section
165-30 of the Frederick County Zoning Ordinance.
13. All of the storm water runoff generlated by this development will be directed to flow into
the existing storm sewer systems where it will then be collected in the existing storm water
management pond located on the airport property which was previously designed to account
for the development of this property.
14. Environmental Features:
Wetlands- No wetlands have been identified on this site.
Flood plain- No Floodplain exists on this site.
Sink Holes- No sink holes have been identified on this site.
Steep Slopes- No undisturbed steep slopes have been identified on this site.
15. All proposed utilities will be installed underground.

STORMWATER MANAGEMENT
NARRATIVE
THE DEVELOPMENT PROPOSED WITH THIS SITE PLAN IS LOCATED WITHIN THE WINCHESTER
REGIONAL AIRPORT LIMITS. THE DRAINAGE PATTERNS WILL NOT BE CHANGED DUE TO THIS
CONSTRUCTION. THE SITE CURRENTLY DRAINS TO EXISTING STORM SEWER STRUCTURES AND
DITCHES WHICH TRANSPORT THE WATER DOWNSTREAM TO THE EXISTING SWM POND THAT WAS
DESIGNED FOR THE ULTIMATE BUILD OUT OF THE AIRPORT PROPERTY. THIS PROPOSED
DEVELOPMENT IS PART OF THE ULTIMATE BUILD OUT PLAN. THEREFORE, NO STOWMWATER
DETENTION IS REQUIRED FOR THIS PROJECT.
THE PROPOSED ROOF DRAINS SHOWN ON THE PLAN WILL DISCHARGE INTO THE 'EX. STORM
GRATE(2)' LOCATED SOUTHEAST OF THE PROPOSED BUILDING. THE EXISTING 24" PIPE CAPACITY
IS 15.5 CFS. THE CURRENT FLOW THROUGH THE EXISTING PIPE IS LESS THAN 5 CFS. THE
ADDITIONAL DRAINAGE FROM THE ROOF IS 5.0 CFS. THIS TOTALS TO APPROXIMATELY 10.0 CFS
WHICH IS WELL BELOW THE PIPES FLOW CAPACITY.

EROSION AND SEDIMENT CONT'OL NARRATIVE:
Project Description
The property delineated on this an is located along Airport Road within the limits of the Winchester Regional
Airport. The site currently has a e existing hanger located on it. The developer proposes to construct a building
with a footprint of approximatcl 17,640 sf. Preparation for the construction of the proposed project
will include the rough gradiii of approximately 0.85 Acres of land. Grading operations will generate
fill and cut material which be utilized on -site.
Existing Site Conditions
The existing site is currentl,, )n open grassed field. The ground is fairly flat and drains to existing
storm sewer and existing d ' ies.
Soils
The USGS Soils map shows '-re predominant soil type on the site is Blairton silt loam (3B). This
soil is moderately deep, gerO y sloping, and moderately well drained to somewhat poorly drained.
Slopes are smooth or slighii, concave or convex and about 500 to 3,500 feet long.
Adjacent Areas
To the northeast of the site is the Winchester Regional Airport terminal and runways and existing
hangers. To the west is existing Airport Drive rand to the south is existing vacant land.
Off -site Areas
No off -site areas will be disc urbed for the construction of this site.
Erosion and Sedirrrerrt Contr- Mecsvres
3.02 Initially, a 12'w by 70'1 temporary stone construction entrance will be constructed at the
location of the proposed building. The entrance sholl be maintained in a condition which will prevent
tracking or flow of mud onto the public rights -of -way. This may require periodic top dressing with
additional stone or the washing and reworking of existing stone as conditions demand and repair
and/or clean out of any structures used to trop sediment. All materials spilled, dropped, washed,
or tracked from vehicles onto roadways or into storm drains must be removed immediately. The
use of water trucks to remove materials dropped, washed, or tracked onto roadways will not be
permitted under any circumstances.
3.05 Silt fence will be installed downstream from the construction area and maintained until
permanent seeding has been established. Silt fences shall be inspected after each rainfall and at
least daily during prolonged rainfall. Any required repairs shall be made immediately. Damaged,
decomposed or otherwise inAf`ective silt fence shall be replaced. Sediment deposits should be
removed after each storm event. They must be removed when deposits reach approximately
one-half the height of the barrier. Any sediment deposits remaining in place after the silt fence is
no longer needed shall be dressed to conform with the existing grade and stabilized.
3.07 A block arrd gravel drop inlet sediment fitter will be instatted around the existing stornr water
drop inlet prior to beginning construction activities. The structure shall be inspected after each rain
and repairs made as needed. Sediment shall be removed and the trap restored to its original
dimensions when the sediment has accumulated to one half the design depth of the trop. Removed
sediment shall be deposited in a suitable area and in such a manner that it will not erode.
Structures shall be removed and the area stabilized when the remaining drainage area has been
properly stabilized.
3.32 All disturbed areas will be stabilized by permanent seeding in accordance with the schedule
included herein.
Permanent Stabilization
The contractor shall stabilize all denuded land within 7 days after the end of construction.
Permanent stabilization shall be applied to areas that are to be left dormant for more than one
year. During construction of the project, soil stockpiles shall be stabilized or protected with
sediment trapping measures. The contractor is responsible for the temporary protection and
permanent stabilizuban of att soil stockpiles on site as well as soil interrtianatty transported from
the project site. The contractor shall establish vegetation on all areas not otherwise stabilized
according the following specification. Vegetative stabilization shall be uniform, mature enough to
survive and adequate to inhibit erosion.
Seedbed Preparation:
a_ Scarify top 1" to 2" of soil after final grades have been achieved.
b. Add 3 tons per acre pulverized agricultural timestone(1401b/1000sf).

SEQUENCE OF CONSTRUCTION
1. Schedule an onsite preconstruction meeting with the Erosion and Sediment control
Inspector.
2. Establish the construction entrance.
3. Install silt fence along downstream perimeter of work areas.
4. Clear and grub the work area.
5. install storm sewer inlet protection.
6. Perform rough grading of the construction area.
7. Install/relocate utilities, install site improvements.
8. Perform final grading of site. Apply seeding and mulch and stabilization fabric.
9. Remove temporary controls after work areas have been stabilized.

CONTRACTOR SHALL STABILIZE ALL DENUDED AREAS WITHIN SEVEN (7) DAYS AFTER THE END

4. THE CONTRACTOR SHALL BE RESPONSIBLE FOR THE INSTALLATION AND MAINTENANCE OF
ALL EROSION AND SEDIMENT CONTROL MEASURES. ALL MEASURES SHALL BE INSPECTED DAILY

5. UPON COMPLETION OF CONSTRUCTION, ALL PERMANENT EROSION AND SEDIMENT CONTROL
MEASURES SHALL BE INSTALLED. AFTER STABILIZATION, THE TEMPORARY EROSION CONTROL
DEVICES SHALL BE REMOVED, AS APPROVED BY THE LOCAL INSPECTION AUTHORITY. ALL
VEGETATIVE COVER SHALL BE CHECKED REGULARLY AND ANY DAMAGED AREAS SHALL BE
REPAIRED, FERTILIZED, REPLANTED, AND MULCHED, AS NEEDED.
6. THE CONTRACTOR SHALL PROVIDE ADEQUATE MEANS OF CLEANING TRUCKS AND OTHER
CONSTRUCTION EQUIPMENT PRIOR TO ENTERING THE PUBLIC R-O-W. A TRASH RACK SHALL
BE USED AS PART OF THE CONSTRUCTION ENTRANCE TO HELP IN THE CONTROL OF
POTENTIAL MUD GENERATED AS PART OF THE DEVELOPMENT OF THIS SITE. IF IT IS
DETERMINED THAT THIS IS NOT SUFFICIENT, THEN A WASH RACK SHALL BE INSTALLED, AS
NEEDED. IT IS THE RESPONSIBILITY OF THE CONTRACTOR TO MAINTAIN CLEAN STREETS AND
TO ALLAY DUST AT ALL TIMES.
EXCAVATION AND GRADING:
1. TEST PITS SHALL BE EXCAVATED TO DETERMINE THE DEPTHS AND LOCATIONS OF ALL OF
THE EXISTING UTILITIES. IF CONFLICTS EXIST, THEN THE EXISTING UTILITIES SHALL BE
LOWERED OR MOVED TO PROMOTE THE CONSTRUCTION OF THE PROPOSED DEVELOPMENT.
2. ALL DELETERIOUS MATERIALS, DEMOLISHED DEBRIS, AND CLEARED AND GRUBBED MATERIALS
SHALL BE REMOVED AND PROPERLY DISPOSED OF OFF -SITE.
3. ALL TOPSOIL OR VEGETATIVE COVER SHALL BE EXCAVATED TO ITS FULL DEPTH AND
STOCKPILED ON -SITE, IF APPLICABLE, IN THE AREA AS DIRECTED BY THE OWNER'S
REPRESENTATIVE FOR FUTURE FINISH GRADING.
4. ALL BORROW FILL MATERIAL, IF NECESSARY, SHALL BE OBTAINED BY THE CONTRACTOR
AND APPROVED BY A CERTIFIED GEO-TECHNICAL ENGINEER. ALL FILL MATERIAL SHALL BE
PLACED IN LIFTS OF 8" OR LESS AND SHALL BE COMPACTED TO 95% OF ASTM D-698

5. NO BLASTING SHALL BE PERMITTED WITHIN 25 FEET OF EXISTING UTILITIES OR STRUCTURES

6. ALL LANDSCAPED ISLANDS, SLOPES, AND LAWN AREAS SHALL RECEIVE A MINIMUM OF 6"
TOPSOIL OBTAINED OFF -SITE OR FROM THE TOPSOIL STOCKPILE ON SITE. THE TOPSOIL
SHALL BE GRADED AND RAKED, PRIOR TO APPLICATION OF PERMANENT VEGETATIVE COVER.

MISCELLANEOUS:
1. FIRE LANES SHALL BE DELINEATED, AS DIRECTED BY THE COUNTY OF FREDERICK, VIRGINIA

2. ALL BUILDINGS AND ADDITIONS SHALL COMPLY WITH THE VIRGINIA UNIFORM STATEWIDE
BUILDING CODE (V.U.S.B.C.) AND SECTION 304, USE GROUP (B) BUSINESS OF THE B.O.C.A

FREDERICK COUNTY SANRATION AUTHORITY
CONSTRUCTION NOTES
1. The Authority's Water and Sewer Standards and Specifications are available at
www.fcso-water.com,
2. The water and sanitary sewer portion of these plans are valid for two years from the date
of FCSA approval.
3. The contractor shall adhere to the standards and specifications in effect at the time of
construction.
4. The contractor shall coordinate with, and arrange for inspection by', the Authority.
5. The contractor shall tie-in a new sewer line to an existing manhole by core drilling the
manhole.
6. When an existing water main (or forced sewer) is tapped for the installation of a new line:
a) The Authority shall furnish all labor and material.
b) The contractor must:
1. make application and pay deposit
2. mark the tap location
3. coordinate installation with the engineering -assistant
7. Exact locations of water and sewer services on new lines are to be coordinated with the
Authority's inspector.
8. The Authority's maintenance department shall furnish and install all water meters though 2"
in size.
IT IS THE CONTRACTOR'S RESPONSIBILITY TO HAVE THE METER BOX ASSEMBLY INSTALLED
CORRECTLY.
Before a permanent meter is installed:
a) The meter box, with its frame and cover, must be properly aligned with the
coppersetter.
b) The frame and cover shall be set to final grade.
c) The distance between the top of the cover and the coppersetter shall to be between
18 and 21 inches.
d) All components of the meter box assembly shall be in proper working order.
9. For water and sewer services that connect to existing lines:
a) The location of the service lateral is to be coordinated with the Authority's
engineering assistant.
b) An Application for Service must be made and fees paid before work will begin.
c) The Authority shall furnish and install all 5/8", 3/4" and 1"' water services.
d) For all 1 1/2" and 2" water services, the Authority shall make the tap and bring
the piping to the property line. The contractor shall furnish and install the meter vault
assembly. The Authority will install the meter.
e) The Authority will install all sewer laterals.
10. Any water service line must have a backflow prevention assembly (detector double check
valve or RPZ, as required). The assembly must meet ASSE standard No. 1015 or 1013.
11. All fire lines shall have a backflow prevention assembly (double check valve of RPZ, as
required). The assembly shall meet ASSE standard No. 1048 or 1047. Any exterior, privately
owned fire line shall also have a fire service meter. This assembly shall be installed
immediately before the backflow prevention unit. Radio read remotes are required.
12. FCSA to review the mechanical plan(s) for design and meterial approval of: 1) the
domestic water meter and its backflow prevention device, and/or 2) the fire service line's
backflow prevention device.

STORMWATER MANAGEMENT NARRATIV
THE DEVELOPMENT PROPOSED WITH THIS SITE PLAN IS LOCATED WITHIN THE WINCHESTER
REGIONAL AIRPORT LIMITS. THE DRAINAGE PATTERNS WILL NOT BE CHANGED DUE TO THIS
CONSTRUCTION. THE SITE CURRENTLY DRAINS TO EXISTING STORM SEWER STRUCTURES AND
DITCHES WHICH TRANSPORT THE WATER DOWNSTREAM TO THE EXISTING SWM POND THAT WAS
DESIGNED FOR THE ULTIMATE BUILD OUT OF THE AIRPORT PROPERTY. THIS PROPOSED
DEVELOPMENT IS PART OF THE ULTIMATE BUILD OUT PLAN. THEREFORE, NO STOWMWATER
DETENTION IS REQUIRED FOR THIS PROJECT.
THE PROPOSED ROOF DRAINS SHOWN ON THE PLAN WILL DISCHARGE INTO THE 'EX. STORM
GRATE(2)' LOCATED SOUTHEAST OF THE PROPOSED BUILDING. THE EXISTING 24" PIPE CAPACITY
IS 15.5 CFS. THE CURRENT FLOW THROUGH THE EXISTING PIPE IS LESS THAN 5 CFS. THE

EROSION AND SEDIMENT CONTROL NARRATIVE:
Project Description
The property delineated on this plan is located along Airport Road within the limits of the Winchester Regional
Airport. The site currently has one existing hanger located on it. The developer proposes to construct a building
with a footprint of approximately 17,640 sf. Preparation for the construction of the proposed project
will inctude ttre rough grading of approximately 0.85 acres of land. Grading operations will generate
fill and cut material which will be utilized on -site.
Existing Site Conditions
The existing site is currently on open grassed field. The ground is fairly flat and drains to existing
storm sewer and existing ditches.
Soils
The USGS Soils map shows the predominant soil type on the site is Blairton silt loam (3B). This
soil is moderately deep, gently sloping, and moderately well drained to somewhat poorly drained.
Slopes are smooth or slightly concave or convex and about 500 to 3,500 feet long.
Adjacent Areas
To the northeast of the site is the Winchester Regional Airport terminal and runways and existing
hangers. To the west is existing Airport Drive and to the south is existing vacant land.
Off -site Areas
No off -site areas will be disturbed for the construction of this site.
Erosion and Sediment Control Measures
3.02 Initially, a 12'w by 70'1 temporary stone construction entrance will be constructed at the
locotion of the proposed building. The entrance shall be maintained in a condition which will prevent
tracking or flow of mud onto the public rights -of -way. This may require periodic top dressing with
additional stone or the washing and reworking of existing stone as conditions demand and repair
and/or clean out of any structures used to trap sediment. All materials spilled, dropped, washed,
or tracked from vehicles onto roadways or into storm drains must be removed immediately. The
use of water trucks to remove materials dropped, washed, or tracked onto roadways will not be
permitted under any circumstances.
3.05 Silt fence will be installed downstream from the construction area and maintained until
permanent seeding has been established. Silt fences shall be inspected after each rainfall and at
least daily during prolonged rainfall. Any required repairs shall be made immediately. Damaged,
decomposed or otherwise ineffective silt fence shall be replaced. Sediment deposits should be
removed after each storm event. They must be removed when deposits reach approximately
one-half the height of the barrier. Any sediment deposits remaining in place after the silt fence is
no longer needed shall be dressed to conform with the existing grade and stabilized.
3.07 A block artd gravet drop inlet sedimertt fitter wm be installed around the existing storrrr water
drop inlet prior to beginning construction activities. The structure shall be inspected after each rain
and repairs made as needed. Sediment shall be removed and the trap restored to its original
dimensions when the sediment has accumulated to one half the design depth of the trap. Removed
sediment shall be deposited in a suitable area and in such a manner that it will not erode.
Structures shall be removed and the area stabilized when the remaining drainage area has been
properly stabilized.
3.32 All disturbed areas will be stabilized by permanent seeding in accordance with the schedule
included herein.
Permanent Stabilization
The contractor shall stabilize all denuded land within 7 days after the end of construction.

year. During construction of the project, soil stockpiles shall be stabilized or protected with
sediment trapping measures. The contractor is responsible for the temporary protection and
permanent stabilization of att sail stockpiles on site as well as soit intentionally transported from
the project site. The contractor shall establish vegetation on all areas not otherwise stabilized
according the following specification. Vegatative stabilization shall be uniform, mature enough to

SEQUENCE OF CONSTRUCTION

6. THE CONTRACTOR SHALL PROVIDE ADEQUATE MEANS OF CLEANING TRUCKS AND OTHER
CONSTRUCTION EQUIPMENT PRIOR TO ENTERING THE PUBLIC R-O-W. A TRASH RACK SHALL
BE USED AS PART OF THE CONSTRUCTION ENTRANCE TO HELP IN THE CONTROL OF
POTENTIAL MUD GENERATED AS PART OF THE DEVELOPMENT OF THIS SITE. IF IT IS
DETERMINED THAT THIS IS NOT SUFFICIENT, THEN A WASH 'RACK SHALL BE INSTALLED, AS

EXCAVATION AND GRADING:
1. TEST PITS SHALL BE EXCAVATED TO DETERMINE THE DEPTHS AND LOCATIONS OF ALL OF
THE EXISTING UTILITIES. IF CONFLICTS EXIST, THEN THE EXISTING UTILITIES SHALL BE
LOWERED OR MOVED TO PROMOTE THE CONSTRUCTION OF THE PROPOSED DEVELOPMENT.
2. ALL DELETERIOUS MATERIALS, DEMOLISHED DEBRIS, AND CLEARED AND GRUBBED MATERIALS
SHALL BE REMOVED AND PROPERLY DISPOSED OF OFF -SITE.

CONSTRUCTION NOTES
1. The Authority's Water and Sewer Standards and Specifications are available at
www.fcso-water.com,
2. The water and sanitary sewer portion of these plans are valid for two years from the date
of FCSA approval.
3. The contractor shall adhere to the standards and specifications in effect at the time of
construction.
4. The contractor shall coordinate with, and arrange for inspection by, the Authority.
5. The contractor shall tie-in a new sewer line to an existing manhole by core drilling the
manhole.
6. When an existing water main (or forced sewer) is tapped for the installation of a new line:
a) The Authority shall furnish all labor and material.
b) The contractor must:
1. make application and pay deposit
2. mark the tap location
3. coordinate installation with the engineering -assistant
7. Exact locations of water and sewer services on new lines are to be coordinated with the
Authority's inspector.
8. The Authority's maintenance department shall furnish and install all water meters though 2"
in size.
IT IS THE CONTRACTOR'S RESPONSIBILITY TO HAVE THE METER BOX ASSEMBLY INSTALLED
CORRECTLY.
Before a permanent meter is installed:
a) The meter box, with its frame and cover, must be properly aligned with the
coppersetter.
b) The frame and cover shall be set to final grade.
c) The distance between the top of the cover and the coppersetter shall to be between
18 and 21 inches.
d) All components of the meter box assembly shall be in proper working order.
9. For water and sewer services that connect to existing lines:
a) The location of the service lateral is to be coordinated with the Authority's
engineering assistant.
b) An Application for Service must be made and fees paid before work will begin.
c) The Authority shall furnish and install all 5/8", 3/4" and 1" water services.
d) For all 1 1/2" and 2" water services, the Authority shall make the tap and bring
the piping to the property line. The contractor shall furnish and install the meter vault
assembly. The Authority will install the meter.
e) The Authority will install all sewer laterals.
10. Any water service line must have a backflow prevention assembly (detector double check
valve or RPZ, as required). The assembly must meet ASSE standard No. 1015 or 1013.
11. All fire lines shall have a backflow prevention assembly (double check valve of RPZ, as
required). The assembly shall meet ASSE standard No. 1048 or 1047. Any exterior, privately
owned fire line shall also have a fire service meter. This assembly shall be installed
immediately before the backflow prevention unit. Radio read remotes are required.
12. FCSA to review the mechanical plan(s) for design and meterial approval of: 1) the
domestic water meter and its backflow prevention device, and/or 2) the fire service line's
backflow prevention device.
