Landscaping, Buffers, and Screening: Per the Winchester Regional Airport Authority no landscaping will be permitted on the airport property. 10. Lighting: Exterior lighting will consist of wall mounted lights. Glare from outdoor lighting will be shielded from adjoining properties and rights -of -way. 11. Trash Receptacles: There will be no exterior trash receptacles on this site. All trash will be removed by the owner/tenant. If in the future a dumpster should be located on this site it shall be located in conformance with the requirements listed in the Frederick County Zoning Ordinance to include a concrete pad and screening. 12. Signs: All signs proposed for this development shall conform to section 165-30 of the Frederick County Zoning Ordinance. 13. All of the storm water runoff generlated by this development will be directed to flow into the existing storm sewer systems where it will then be collected in the existing storm water management pond located on the airport property which was previously designed to account for the development of this property. 14. Environmental Features: Wetlands- No wetlands have been identified on this site. Flood plain- No Floodplain exists on this site. Sink Holes- No sink holes have been identified on this site. Steep Slopes- No undisturbed steep slopes have been identified on this site. 15. All proposed utilities will be installed underground. 16. No water or sanitary sewer service will be provided for the proposed building. NOTE: The hangar must be marked, lit in accordance with AC 70/7460-1 meaning an obstruction light -FAA Spec L-810. OKV Prefers a double light unit as a back up when one of the bulbs burns out. These are mounted at the peak of the building, generally in the front so that the unit can be serviced easily and is visible from the ground to make sure it is lit. The mount easily by any electrician using Rigid galvanized conduit. STORMWATER MANAGEMENT NARRATIVE THE DEVELOPMENT PROPOSED WITH THIS SITE PLAN IS LOCATED WITHIN THE WINCHESTER REGIONAL AIRPORT LIMITS. THE DRAINAGE PATTERNS WILL NOT BE CHANGED DUE TO THIS CONSTRUCTION. THE SITE CURRENTLY DRAINS TO EXISTING STORM SEWER STRUCTURES AND DITCHES WHICH TRANSPORT THE WATER DOWNSTREAM TO THE EXISTING SWM POND THAT WAS DESIGNED FOR THE ULTIMATE BUILD OUT OF THE AIRPORT PROPERTY. THIS PROPOSED DEVELOPMENT IS PART OF THE ULTIMATE BUILD OUT PLAN. THEREFORE, NO STOWMWATER DETENTION IS REQUIRED FOR THIS PROJECT. THE PROPOSED ROOF DRAINS SHOWN ON THE PLAN WILL DISCHARGE INTO THE 'EX. STORM GRATE(2)' LOCATED SOUTHEAST OF THE PROPOSED BUILDING. THE EXISTING 24" PIPE CAPACITY IS 15.5 CFS. The site currently has a e existing hanger located on it. The developer proposes to construct a building with a footprint of approximatcl 17,640 sf. Preparation for the construction of the proposed project will include the rough gradiii of approximately 0.85 Acres of land. Grading operations will generate fill and cut material which be utilized on -site. Existing Site Conditions The existing site is currentl,, )n open grassed field. The ground is fairly flat and drains to existing storm sewer and existing d ' ies. Soils The USGS Soils map shows '-re predominant soil type on the site is Blairton silt loam (3B). This soil is moderately deep, gerO y sloping, and moderately well drained to somewhat poorly drained. Slopes are smooth or slighii, concave or convex and about 500 to 3,500 feet long. Adjacent Areas To the northeast of the site is the Winchester Regional Airport terminal and runways and existing hangers. To the west is existing Airport Drive rand to the south is existing vacant land. Off -site Areas No off -site areas will be disc urbed for the construction of this site. Erosion and Sedirrrerrt Contr- Mecsvres 3.02 Initially, a 12'w by 70'1 temporary stone construction entrance will be constructed at the location of the proposed building. The entrance sholl be maintained in a condition which will prevent tracking or flow of mud onto the public rights -of -way. This may require periodic top dressing with additional stone or the washing and reworking of existing stone as conditions demand and repair and/or clean out of any structures used to trop sediment. All materials spilled, dropped, washed, or tracked from vehicles onto roadways or into storm drains must be removed immediately. The use of water trucks to remove materials dropped, washed, or tracked onto roadways will not be permitted under any circumstances. 3.05 Silt fence will be installed downstream from the construction area and maintained until permanent seeding has been established. Silt fences shall be inspected after each rainfall and at least daily during prolonged rainfall. Any required repairs shall be made immediately. Damaged, decomposed or otherwise inAf`ective silt fence shall be replaced. Sediment deposits should be removed after each storm event. They must be removed when deposits reach approximately one-half the height of the barrier. Any sediment deposits remaining in place after the silt fence is no longer needed shall be dressed to conform with the existing grade and stabilized. 3.07 A block arrd gravel drop inlet sediment fitter will be instatted around the existing stornr water drop inlet prior to beginning construction activities. The structure shall be inspected after each rain and repairs made as needed. Sediment shall be removed and the trap restored to its original dimensions when the sediment has accumulated to one half the design depth of the trop. Removed sediment shall be deposited in a suitable area and in such a manner that it will not erode. Structures shall be removed and the area stabilized when the remaining drainage area has been properly stabilized. 3.32 All disturbed areas will be stabilized by permanent seeding in accordance with the schedule included herein. Permanent Stabilization The contractor shall stabilize all denuded land within 7 days after the end of construction. Permanent stabilization shall be applied to areas that are to be left dormant for more than one year. During construction of the project, soil stockpiles shall be stabilized or protected with sediment trapping measures. The contractor is responsible for the temporary protection and permanent stabilizuban of att soil stockpiles on site as well as soil interrtianatty transported from the project site. The contractor shall establish vegetation on all areas not otherwise stabilized according the following specification. Vegetative stabilization shall be uniform, mature enough to survive and adequate to inhibit erosion. Seedbed Preparation: a_ Scarify top 1" to 2" of soil after final grades have been achieved. b. The site currently has one existing hanger located on it. The developer proposes to construct a building with a footprint of approximately 17,640 sf. Preparation for the construction of the proposed project will inctude ttre rough grading of approximately 0.85 acres of land. Grading operations will generate fill and cut material which will be utilized on -site. Existing Site Conditions The existing site is currently on open grassed field. The ground is fairly flat and drains to existing storm sewer and existing ditches. Soils The USGS Soils map shows the predominant soil type on the site is Blairton silt loam (3B). This soil is moderately deep, gently sloping, and moderately well drained to somewhat poorly drained. Slopes are smooth or slightly concave or convex and about 500 to 3,500 feet long. Adjacent Areas To the northeast of the site is the Winchester Regional Airport terminal and runways and existing hangers. To the west is existing Airport Drive and to the south is existing vacant land. Off -site Areas No off -site areas will be disturbed for the construction of this site. Erosion and Sediment Control Measures 3.02 Initially, a 12'w by 70'1 temporary stone construction entrance will be constructed at the locotion of the proposed building. The entrance shall be maintained in a condition which will prevent tracking or flow of mud onto the public rights -of -way. This may require periodic top dressing with additional stone or the washing and reworking of existing stone as conditions demand and repair and/or clean out of any structures used to trap sediment. All materials spilled, dropped, washed, or tracked from vehicles onto roadways or into storm drains must be removed immediately. The use of water trucks to remove materials dropped, washed, or tracked onto roadways will not be permitted under any circumstances. 3.05 Silt fence will be installed downstream from the construction area and maintained until permanent seeding has been established. Silt fences shall be inspected after each rainfall and at least daily during prolonged rainfall. Any required repairs shall be made immediately. Damaged, decomposed or otherwise ineffective silt fence shall be replaced. Sediment deposits should be removed after each storm event. They must be removed when deposits reach approximately one-half the height of the barrier. Any sediment deposits remaining in place after the silt fence is no longer needed shall be dressed to conform with the existing grade and stabilized. 3.07 A block artd gravet drop inlet sedimertt fitter wm be installed around the existing storrrr water drop inlet prior to beginning construction activities. The structure shall be inspected after each rain and repairs made as needed. Sediment shall be removed and the trap restored to its original dimensions when the sediment has accumulated to one half the design depth of the trap. Removed sediment shall be deposited in a suitable area and in such a manner that it will not erode. Structures shall be removed and the area stabilized when the remaining drainage area has been properly stabilized. 3.32 All disturbed areas will be stabilized by permanent seeding in accordance with the schedule included herein. Permanent Stabilization The contractor shall stabilize all denuded land within 7 days after the end of construction. Permanent stabilization shot[ be applied to areas that are to be left dormant for more than one year. During construction of the project, soil stockpiles shall be stabilized or protected with sediment trapping measures. The contractor is responsible for the temporary protection and permanent stabilization of att sail stockpiles on site as well as soit intentionally transported from the project site. The contractor shall establish vegetation on all areas not otherwise stabilized according the following specification.
