I am following up on the corresponded we had back in January regarding the Round Hill Crossing Lot 7 site plan. We are
currently going through our pending site plans and notifying the applicants that the site plans either need to be
approved or we will be voiding the site plan. As I previously noted site plan 464-07 was submitted in August of 2007 and
has been inactive since November of 2007.
We are giving applicants 30 days to resubmit pending site plans in order to achieve approval. Therefore Site Plan #64-07
will need to be revised and resubmitted within 30 days or it will be voided. If voided the site plan will need to be
resubmitted in the future if plans for the development of the site move forward.

Dear Mr. Drummer:
Planning Staff has reviewed the above -referenced site plan to determine if administrative approval can be
granted. At this time, administrative approval cannot be granted. This site plan is denied until the issues in
this letter, as well as all issues of the other review agencies, have been adequately addressed. Please review
Staff's comments listed below and then prepare a revised site plan which adequately addresses each concern.
Review Comments:
1) Special Limited Power of Attorney Form. Please have the property owner sign the attached Special
Limited Power of Attorney Form prior to further review or approval. This form should be notarized
and completed to grant the applicant (you) with authorization to represent them for this site plan.
2) Architectural Review Committee. An approval letter from the Architectural Committee for this
development needs to be provided before the site plan can be approved.
3) Bicycle Path. The bicycle path and landscaping proffered with the overall development along Route
50 needs to be installed before this plan can be approved.
4) Proffers. The proffers for the property need to be included in the site plan.
5) Magisterial District. Provide the Magisterial District on the coversheet.
6) Notes. Provide notes on the coversheet that state all utilities must be underground and that all
outdoor lighting must be shielded to prevent glare onto adjoining properties and road right-of-
ways.
7) Adjoining Properties. All of the adjoining properties need to be provided on sheet 2, as well as the
zoning of each of the properties.
8) Surveyed Boundaries. The length provided for the rear property line on sheet 2 does not appear
correct.
9) Project Summary. While some information for the project has been provided on sheet 2, additional
information needs to be provided on the plan. In addition to the information provided, the summary
also needs to include the following: loading spaces required, total area, FAR, BRL's, signage
information, maximum and proposed height. See sheet 2 for clarification.
10) Loading Spaces. Two 12' x 45' loading spaces are required for this development.
11) Signage. Any proposed signage needs to be shown on sheet 2.
12) Curb and Gutter. Curb and gutter (CG-6) needs to be provided for the perimeter of the parking
spaces as indicated on sheet 2; landscaped islands need to be provided at the end of each parking area
as well.
13) Crock Well Mills Drive Sidewalk. Shade the sidewalk along the private road and provide handicap
ramps on both sides of the entrances.
14) Parking Space Size. Ordinance requires parking spaces be a minimum of 180sf each, the spaces
shown on this plan are less than the requirement.

15) Driving Lanes and Directional Arrows/Striping. Label the widths of all driving lanes/aisles and
provide directional arrows for the parking lot and crosswalks over the entrances.
16) Outdoor Lighting. The location of all outdoor lighting (pole and wall pack) need to be shown
on the site plan; a detail of all lighting needs to be provided as well.
17) Roads. Provide the name and ROW width for all roads that adjoin this property.
18) Dumpsters. A detail for the actual dumpster screening and gate needs to be provided on sheet 3.
19) Details. Provide paving details and a detail for the CG-6 in the site plan.
20) Building 1. Label the use of Building 1.
21) Building 1 Sidewalk. Extend the sidewalk for Building 1 as indicated on sheet 2.
22) Building Facade. Indicate on the plan what the fagade of the building will be constructed of.
23) Landscape Plan. The landscaping plan needs to be sealed by an engineer, surveyor or architect
certified by the Commonwealth of Virginia.
24) Landscaping Notes. Notes need to be provided on sheet L1 that state (1) all planting shall
conform with § 165-36B of the Frederick County 'Zoning Ordinance (Plant selection, planting
procedure, and maintenance), and (2) any plant substitutions must be approved in writing by the
Frederick County Planning Department.
25) Existing Trees. There are existing trees located along the road; indicate on the landscaping plan
which trees are existing. Also, the existing trees cannot count towards the parking lot trees
required for this development.
26) Hedge Row. A three foot evergreen hedge row needs to be provided along the parking spaces
that face the road.
27) Zoning District Buffer. The landscaping provided with the zoning district buffer does not meet
ordinance requirements. Three trees per ten linear feet (1 /3 deciduous/2/3 evergreen) need to be
provided. The buffer is approximately 840 feet in length which would require 252 plants; only
147 plants are shown in the buffer.
28) Zoning District Buffer Plants. The evergreen trees required for the zoning district buffer need
to be four feet at time of planting and the deciduous trees need to be two inch caliper. Trees need
to be used for this buffer, not evergreen and deciduous shrubs. The following plant types cannot
be utilized on this site for required landscaping: crepe myrtle, summersweet, hydrangea and
viburnum.
29) Parking Lot Tree Size. The deciduous trees for the parking lot landscaping need to be a
minimum of two inch caliper when planted.
After you have revised the site plan, please resubmit two copies so that I may verify the information contained
on the plan. I will need all approved review agency comment sheets and at least five copies of the final plan
for approval. Comment sheets are required from the following agencies: the Frederick County Inspections
Department, the Frederick County Department of Public Works (County Engineer), the Frederick County Fire
Marshal, the Frederick County Sanitation Authority, the Health Department, Frederick County GIs
Department, and the Virginia Department of Transportation.

The retaining wall shall have a building permit since it exceeds two (2) feet in height.
2. Stabilize the area in the stormwater detention facility as erosion has occurred and there is little
vegetation.

The Round Hill Crossing architectural review committee approves the two
buildings to be built on lot #7 north of the existing First Bank building. The 4,800 square
foot building must have brick up to 9 feet high on all 4 sides of the building. The 9,000
square foot building must have brick 9 feet high on the front and both sides, but may use
cinder block on the rear. The attached plans show all specifications.

granted. At this time, administrative approval cannot be granted. This site plan is denied until the issues
in this letter, as well as all issues of the other review agencies, have been adequately addressed. Please
review Staff's comments listed below and then prepare a revised site plan which adequately addresses
each concern.
Review Comments:
1) Notes/Project Summary. While some information for the project has been provided on sheet 2,
additional information heeds to be provided on the plan. In addition to the information provided,
the summary also heeds to ilICIUde the following: loading spaces rcgUll-Cd, total area, FAR,
BRL's, slgnage information, maximum and proposed height. The notes on sheet 2 that say "see
the architectural plan" are not sufficient, building height, sign data and outdoor lighting need to
be shown on the site plan.
2) Outdoor Lighting. The location of all outdoor lighting (pole and wall pack) need to be shown
on the site plan; a detail of all lighting heeds to be provided as well.
3) Landscape Plan. The landscaping plan needs to be scaled by an ellglll=-, surveyor or architect
certified by the Commonwealth of Virginia. The landscaping plan also needs to be part ofthe site
plan and not just submitted with the site plan.
4) I-Iedae Row. A three foot evergreen hedge row needs to be provided along the parking spaces
that face the road.
5) Zoning District Buffer. The landscaping provided with the zoning district buffer does not meet
ordinance requirements. Three trees per ten linear feet (1/3 deciduous/2/3 evergreen) need to be
provided. Within each 10' section there needs to be two evergreen trees and one deciduous tree.
